    Project Coordinator

    Alima in Nigeria / Yobe Context

    • It is estimated that some 8.4 million people in the north-east states of Borno, Adamawa and Yobe (BAY states) will need humanitarian aid throughout 2022. Approximately 1.74 million children under five are expected to suffer from acute malnutrition across the north-east in 2022.
    • ALIMA has been present in Nigeria since 2016. Its actions are part of a regional response strategy to health and nutrition emergencies, with a focus on pediatric, maternal-infant and epidemic interventions. ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade and Karasuwa LGAs) where it provides outpatient and inpatient healthcare and nutrition services for IDPs and host communities.
    • In North-West Nigeria, ALIMA is in Katsina State (Kaita LGA) to respond to increased nutritional needs. ALIMA is also present in the South-West, in Ondo State (Owo LGA) where teams are treating patients for Lassa fever and conducting research into improved treatment.
    • In Yobe state, ALIMA ensures since May 2021 outpatient access to nutrition and health care, and hospitalization for children under five.
    • In Karashuwa LGA, ALIMA currently delivers outpatient health care (observation, emergency primary and secondary health care, Mental Health and Psychosocial Support -MHPSS, clinical management of sexual and gender-based violence, deliveries, antenatal and postnatal care, etc.) and supports ambulatory management and referral of Severe Acute Malnutrition (SAM) cases in 5 Primary Health Care Centers (PHCCs): Waro, Jajeri, Jajimaji, K. Garun Guna and K. Galu, located in the 5 wards of the same name. ALIMA also provides inpatient care for SAM cases with complications within its 25 beds stabilization center located in Gashua General Hospital, Bade LGA.
    • In order to improve the early detection of SAM cases among communities, ALIMA provides for MUAC and edema training to mothers, as well as Infant and Young Child Feeding (IYCF) training, both at the ITFC and community level through a trained network of community nutrition counselors and community health workers.
    • ALIMA additionally supports these health facilities through the supply of medicines and medical equipment, as well as building the capacity of the Ministry of Health (MoH) staff.
    • ALIMA ensures access to water and sanitation in health centers through water testing and monitoring and the rehabilitation of latrines in its operating facilities, as well as solid and medical waste management. Hygiene promotion activities within communities are also conducted.
    • ALIMA also regularly undertakes epidemic emergency responses in the state, such as its response to a cholera outbreak in Yobe at the end of 2021 as well as a 3 months measles outbreak response from the beginning of April 2022.
    • Since the start of the Yobe project in May 2021 until September 2022, ALIMA conducted 1,065 MHPSS consultations and 2,309 deliveries, and trained 52,723 mothers and caregivers on MUAC and edema detection.
    • Treatment of SAM cases with complications at the ITFC level started in May 2022 and ALIMA has until September 2022 admitted 519 cases.

    Protection of Beneficiaries and Community Members

    • Level 3: As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults.
    • Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record or character reference is not available, a statement of good character will be required.

    Mission

    • The Project Coordinator is responsible for ALIMA’s operational response to the Project.
    • In close collaboration with the mission coordination team, define and plan the project objectives and priorities, identify the population’s health and humanitarian needs, analyze the context and the humanitarian issues at stake, the risks and constraints and calculate human and financial needs.
    • Coordinate, in close collaboration with the Head of Mission, its implementation in order to efficiently ensure the goals as well as to improve the targeted population’s health conditions and humanitarian situation

    Main Activities

    • Monitors the political and humanitarian situation in the project’s area
    • Evaluates needs by identifying the population’s health status, by analyzing the context (environment, actors involved, negotiations for access etc.), networking, and associated risks and constraints
    • Monitors the security situation in the area of intervention, propose security guidelines and guarantee their implementation
    • Proposes and carries out exploratory missions, according to the Head of Mission’s indications,
    • Ensures a data collection and epidemiological surveillance system, in agreement with the Medical Coordinator
    • Supervises the implementation, monitoring and evaluation of the project in collaboration with the project team and according to the internal and donor indicators
    • Provides reporting to the coordination team on the project’s evolution and proposes corrections if needed.
    • Elaborates on the Project’s institutional memory, keeping written records (and filing them) on its development
    • Be responsible for the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff development, and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for
    • Supervises the project material resources put at ALIMA’s disposition
    • Supervises all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the coordination

    Implementation of preventive measures against abuse of power, gender-based and sexual violence:

    • Ensures that his/her team, partners, and community members are aware of ALIMA's policy and have access to information (complaints mechanism, focal point...)
    • Facilitates the organization of training and awareness sessions
    • Applies standards relating to the prevention of abuse of power, gender-based violence, and sexual violence
    • Ensures that the members of his/her team and those of the partners involved in the project (Ministry of Health, national partners, etc.) follow the training and awareness-raising sessions and apply the rules for preventing abuse
    • Contributes to creating and maintaining a nurturing and protective environment for his/her team, community members, and partners involved in the project

    Experience & Skills

    • University Degree or Paramedical Diploma / Degree desirable.
    • Previous experiences in humanitarian aid .
    • Experiences with international medical NGOs & experience in project management are desirable.
    • Experience in security management is highly desirable.
    • English Speaking, reading, and writing are mandatory. French is an asset.
    • Essential computer literacy (word, excel & internet).
    • Negotiation skills.
    • Strong interpersonal skills.

    Salary
    Depending on experience + per diem

    ALIMA pays for:

    • Travel costs between the expatriate’s country of origin and the mission location
    • Accommodation costs
    • Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
    • Evacuation of the employee
