    Procurement Officer

    • The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

    Responsibilities

    • Perform all phases of contractor/vendor selection to implement procurement plans and strategies to meet organizational needs. These will be done through the HJF Source-to-Pay (S2P) platforms and ERP, following the HJF Acquisition Manual, Procurement guidelines and defined Source-to-Pay (S2P) processes and guidelines.
    • Develop, negotiate, execute and administer, all types of unique, complex, high risk, legally binding contracts/purchase orders for laboratory and medical supplies, highly specialized equipment, goods (fixed and none-fixed), services-but not limited to leases and renovations; and professional services, ensuring compliance with HJF and regulations and achieving best value for money.
    • Perform contract/purchase orders amendment processes, ensuring that amendments comply with approval by requesters, original statements of work and solicitations. Provide guidance to Programs/requestors on procurement policies, procedures, and practices. Assist with training new users on iProcurement and Synertrade systems.
    • Conducts market surveys of frequently procured goods and services to stay informed about industry trends, identify potential suppliers and update the database. Work closely with internal teams to align procurement activities with organizational goals and requirements, as well as manage the procurement tracker.
    • Ensure all procurement actions meet legal, statutory, policy and procedural compliance. As delegated, review and execute a single purchase order of not more than $2,999 or its equivalent in Naira, per action. Manage relationships with suppliers to ensure quality and timely delivery of goods and services.
    • Compliance and Risk Management: Ensure all procurement activities comply with HJF policies, procedures, and ethical standards. Assess and mitigate risks associated with procurement activities.
    • May perform other duties as assigned or directed by the supervisor. This may include attendance of and participation in required training for roles and fixed assets support

    • Does not have any supervisory responsibilities.

    Required Knowledge, Skills And Abilities

    • Familiarity with procurement, Contracts & Bids process. Knowledge and experience managing complex procurements, especially public health program commodities’ procurement and supply chain, including cold-chain management is essential.
    • Analytical Skills: Ability to analyse data and make informed decisions.
    • Negotiation Skills: Strong negotiation skills to secure favourable terms with suppliers
    • Communication and Interpersonal Skills: Strong customer service orientation, with an excellent verbal and written communication skills
    • Attention to Detail: High level of accuracy and attention to detail.
    • Organizational Skills: Strong organizational and time management skills.
    • Technical Proficiency: Proficient in MS Office package (Excel, Word, PowerPoint). Familiarity with procurement/enterprise management systems such as Oracle and SAP is highly desirable.

    Qualifications
    Education and Experience

    • Bachelor's Degree (Business administration, Procurement and Supply Chain Management, Economics or a related field) preferred.
    • Minimum of 3-5 years experience required
