    Procurement Manager

    Job Purpose

    • The Procurement Manager is responsible for managing all procurement and subcontracting activities for construction and infrastructure projects, ensuring the timely availability of materials, equipment, subcontractors, and services at competitive costs while maintaining quality, compliance, and adherence to project schedules.

    Key Responsibilities
    Procurement Planning & Strategy:

    • Develop and implement project procurement plans aligned with project schedules, BOQs, and cash flow forecasts.
    • Coordinate with Planning, Engineering, QS, and Project teams to define material, equipment, and subcontract requirements.
    • Ensure long-lead items are identified early to avoid project delays.

    Sourcing & Vendor/Subcontractor Management:

    • Source, prequalify, and manage suppliers, subcontractors, and service providers for civil, mechanical, and electrical works.
    • Issue RFQs, RFPs, and tenders; evaluate bids technically and commercially.
    • Lead negotiations on pricing, delivery schedules, warranties, and payment terms.
    • Maintain an approved vendor and subcontractor database.

    Contract & Subcontract Administration:

    • Prepare, review, and manage supply contracts, subcontracts, and purchase orders in line with project requirements.
    • Ensure contracts reflect scope, milestones, penalties, warranties, and variation clauses.
    • Manage subcontractor claims, variations, and disputes in collaboration with the QS and Legal teams.

    Materials & Equipment Procurement:

    • Procure construction materials (cement, steel, aggregates, asphalt, pipes, fittings, etc.) and plant/equipment.
    • Coordinate with Stores/Warehouse and Plant teams to ensure proper receipt, inspection, storage, and issuance.
    • Monitor supplier deliveries to ensure compliance with specifications and project timelines.

    Cost Control & Value Engineering:

    • Support cost control through competitive sourcing and value-engineering initiatives.
    • Track procurement costs against BOQs and approved budgets.
    • Identify opportunities for cost optimization without compromising quality or safety.

    Compliance, Risk & HSE Considerations:

    • Ensure procurement activities comply with company policies, contract terms, and regulatory requirements.
    • Mitigate procurement risks, including price escalation, supply shortages, and contractor non-performance.
    • Ensure suppliers and subcontractors comply with HSE standards and site safety requirements.

    Reporting & Documentation:

    • Prepare procurement status reports, material delivery schedules, and cost reports.
    • Maintain accurate procurement records, contracts, and supplier documentation.
    • Provide procurement input for project progress meetings and management reviews.

    Team Leadership & Stakeholder Coordination:

    • Lead and supervise procurement officers, buyers, and logistics personnel assigned to the project.
    • Work closely with Project Managers, Engineers, QS, Finance, and Stores teams.
    • Support project close-out by ensuring final deliveries, documentation, and contract completion.

    Key Performance Indicators (KPIs)

    • On-time availability of materials and subcontractors
    • Procurement cost savings versus BOQ and budget
    • Procurement cycle time and lead-time adherence
    • Supplier and subcontractor performance ratings
    • Contract compliance and dispute resolution efficiency.

    Qualifications & Experience

    • Bachelor’s degree in Procurement, Supply Chain Management, Engineering, Quantity Surveying, or a related field.
    • Professional certification (CIPS, PMP, or equivalent) is an added advantage.
    • Minimum of 8 years’ experience in construction or infrastructure procurement, with at least 2 years in a managerial role.
    • Strong experience in BOQs, subcontracting, tendering, and contract administration.

    Skills & Competencies:

    • Strong knowledge of construction materials, equipment, and subcontracting practices
    • Excellent negotiation and commercial skills
    • Ability to interpret drawings, BOQs, and project schedules
    • Strong planning, coordination, and problem-solving skills
    • High integrity, attention to detail, and contract awareness
    • Proficiency in ERP systems and procurement software

    Working Conditions:

    • Combination of site-based and office-based work.
    • May require extended site presence and travel to suppliers and subcontractors.
