    Manager, Public Health Emergency Management

    Purpose of the position

    The Public Health Emergency Management (PHEM) Program strengthens emergency preparedness, outbreak response, and immunization systems across Africa by enhancing coordination among government agencies and partners. It delivers high-impact solutions such as GIS-enhanced microplanning, sustainable geodatabases, and the operationalization of Polio Outbreak Control Rooms (POCRs) and Public Health Emergency Operations Centers (PEOCs). Through these efforts, the PHEM program directly supports eHA’s mission to advance health outcomes through responsive, data-driven public health systems.

     

    The Manager, Public Health Emergency Management leads mid‑level technical and operational functions within eHA’s emergency response portfolio, driving government systems strengthening, preparedness, surveillance, and outbreak response. Operating in complex, high‑risk environments, the role ensures timeliness, coordination, and data quality in line with international standards (including IHR 2005). The Manager provides leadership across Emergency Operations Centers (EOCs), disease surveillance systems, multisectoral coordination, and digital health platforms, enabling effective response and resilience.

    What you’ll do

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned:

     

    • Provide technical and operational leadership to strengthen the structure, governance, and performance of national and state Emergency Operations Centers (EOCs).
    • Standardize and operationalize EOC systems, including Incident Management System (IMS) structures, SOPs, coordination mechanisms and information flows.
    • Conduct mentorship visits, on-site technical support, and routine performance assessments to build EOC capacity and resilience.
    • Facilitate effective coordination between State EOCs, the National EOC, and partners during preparedness, response and recovery phases.
    • Strengthen Integrated Disease Surveillance and Response (IDSR) and event-based surveillance systems, ensuring functionality and coverage.
    • Improve data quality, timeliness, analysis, and reporting to support evidence-based decision-making and outbreak detection.
    • Support community-level surveillance pathways and LGA coordination, enhancing grassroots reporting and escalation.
    • Provide technical input into outbreak investigations, reporting workflows and response escalation mechanisms.
    • Participate in national compliance and international engagement forums on the International Health Regulations (IHR, 2005), including technical working groups, assessments and coordination platforms, contributing to strengthened preparedness, detection, response capacities and overall compliance
    • Facilitate coordination across human, animal and environmental health sectors in line with One Health principles, strengthening surveillance and response linkages.
    • Represent the organization in multisectoral platforms, technical working groups and joint planning forums, ensuring integrated approaches to emergency management.
    • Provide technical leadership for digital surveillance platforms (eIDSR, SORMAS, DHIS2), strengthening data flows, dashboards and situational awareness products.
    • Support adoption, training, troubleshooting and continuous improvement of digital tools, ensuring usability, accuracy and sustainability.

    • Systems & Analytical Thinking – Understand how surveillance, EOCs, laboratories, and response systems interact, and you translate complex data into actionable insights for decision-making.
    • Stakeholder Engagement – Collaborate effectively with government institutions, partners, and multidisciplinary teams, navigating complex coordination environments with diplomacy and clarity.
    • Program Quality & Timeliness – Sustains high-quality, timely delivery of complex projects through adaptive planning and continuous improvement mechanisms.
    • Cross-Functional Leadership – Leads and coordinates multidisciplinary teams, integrating financial, technical, and operational components for cohesive program execution.

    Education and Experience

    • An MBBS degree, qualification as a Public Health Physician, and completion of an advanced Field Epidemiology Training Program (FETP) are mandatory
    • 7–10 years of experience in public health emergency management, surveillance, outbreak response, or field epidemiology.
    • Demonstrated experience supporting or working within national or state Emergency Operations Centers.
