    ICLA Coordinator (Institution Strengthening)

    The ICLA Coordinator (Institutional Strengthening) will support institutional reforms, capacity strengthening, and the digitization of land administration systems, with a focus on improving internal processes and institutional effectiveness. The Coordinator will work closely with Ministry leadership and technical teams to strengthen land governance systems, enhance service delivery, and support the transition toward more efficient, transparent, and digitally enabled land administration practices.

    The role will also provide oversight and technical guidance to the consultant engaged in land digitization and GIS system upgrades, ensuring quality implementation, alignment with Ministry priorities, skills transfer to Ministry staff, and sustainability of interventions beyond the project period.

    Generic Responsibilities

    • Adherence to NRC policies, guidance and procedures
    • Contribute to the development of Country, and ICLA strategies with aspects pertaining to institutional strengthening, project proposals, and provide input on needs and gaps. 
    • Technical support in the roll out and implementation of the new system, training and building capacity of Plateau State Ministry of Lands, ensuring that feedback and learning from the fields is captured and processed. 
    • Provide regular progress reports to ICLA specialist
    • Supervision of consultant.  
    • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist. 
    • Promote and share ideas for improvement and necessary changes in the activities. 
    • Ensure capacity building of project staff and transfer key skills. 
    • Liaise and collaborate with relevant local authorities and other key stakeholders. 
    • Promote the rights of IDPs/returnees in line with the advocacy strategy. 

    Specific responsibilities:

    • Support advocacy and policy advisory efforts to strengthen inclusive land governance, particularly for IDPs, women, and vulnerable groups. 
    • Work with the Plateau Ministry of Lands to improve land registration processes, workflows, documentation systems, and GIS integration to enhance efficiency and data management. 
    • Supervise the consultant to ensure quality assurance, alignment with Ministry standards, and effective coordination among consultants, departments, and stakeholders. 
    • Conduct capacity needs assessments, deliver training (including CHS and humanitarian principles), and provide ongoing mentoring to Ministry staff. 
    • Ensure data protection compliance and support identification and reporting of trends and issues within the ICLA thematic areas. 
    • Contribute to reporting, documentation of lessons learned, and development of sustainability, handover to the ministry, and long-term reform roadmaps.
    • Coordinate with Plateau State and North-West institutions to align reforms, promote knowledge sharing, and support harmonized land administration approaches.

    Qualifications

    Generic Professional Competencies

    • University degree in Law, Social Sciences, International Relations, or a related field.
    • Minimum 3 years of experience in a humanitarian context.  
    • Experience within humanitarian or displacement contexts is an asset.
    • Demonstrated expertise in HLP and local dispute resolution system in Nigeria. 
    • Demonstrated results aligned with the responsibilities of this position.
    • Strong reporting and analytical skills.
    • Awareness of own leadership strengths, style, and development areas.
    • Documented results related to the position’s responsibilities. 
    • Fluency in English, both written and verbal.

    Context Related Skills, Knowledge and Experience

    • Knowledge of the context in North Central and North West Nigeria.
    • Ability to speak Hausa and one additional local language preferred. 
    • Ability to work and coordinate with different stakeholders
