    Human Resources Manager

    Role Purpose

    • The HR Manager will play a supportive role to the HR Director, contributing to assessments, HR strategy development, and the coordination of recruitment efforts.
    • In the context of a complex emergency, the focus will be on establishing robust systems, policies, and practices related to people management.
    • A key aspect of the role involves working closely with and mentoring the national HR Manager, and overseeing day-to-day HR functions such as attendance management, leave administration, recruitment and selection, employee insurance, and payroll.
    • Responsibilities encompass ensuring the effective implementation of HR policies and procedures, holding accountability for aligning HR practices with GEPaDC standards and compliance with local labour regulations. The HR Manager will supervise the efficient implementation and management of the Human Resources Information System (HRIS). Within the HR function's scope, the role requires independent decision-making influenced by human resources issues, policies, and adherence to local Yemen labour laws.
    • Direct support and supervision will be provided to HR staff in the Sana’a main office, with dotted-line supervision extending to the HR function within field offices. The HR Manager is expected to exercise autonomy in decision-making while staying within the defined parameters of the HR function, ensuring compliance with relevant policies and local regulations.

    Scope of Role

    • Reports to: Director of Human Resources, and Administration
    • Staff directly reporting to this post.

    Key Areas of Accountability
    Capacity Building:

    • By focusing on these areas and implementing targeted training and development initiatives, the HR team will be well-equipped to handle the complexities of employee relations, recruitment, staff development, HR systems, and policy implementation, contributing significantly to the overall effectiveness of the HR function within the organization.

    HR Operations Management:

    • Execute Human Resource policies to align with organizational objectives and guarantee uniform application and understanding of current policies through suitable consultation and coaching.

    Communication:

    • Ensure that HR Officers in Sanaa and in the Field possess a comprehensive understanding of Human Resources procedures through coaching and mentoring. Oversee the effective attendance of staff across all offices, collaborating closely with line managers to address attendance issues.
    • Track sickness and absence levels, providing monthly management reports to the Human Resources Director. Guarantee adherence to leave and absence procedures by all staff, overseeing leave trackers in all offices and ensuring the proper documentation of all forms.
    • Manage HR information systems for CO staff by coordinating with the Area HR team. Maintain up-to-date personal files for all staff, including contact details.
    • Provide high-quality, well-communicated advice to line managers on various aspects of HR policies and procedures.

    Recruitment and Selection:

    • Manage the day-to-day recruitment and selection function for the CO to ensure adequate staffing for successful program delivery.
    • Oversee the consistent application of the grading system and ensure the correct assignment of salary grades to job titles within the GEPaDC grading structure.
    • Maintain an overall view of all recruitment trackers for field offices and guide area admin offices on effective timelines.
    • Collaborate with recruiting managers in area offices to ensure proper job descriptions, authorization, adherence to recruitment procedures, and timely recruiting activities.
    • Work closely with the Program team to facilitate the smooth integration of emergency response staff with normal program staff. Collaborate with the Emergency Response Team Leader and SMT to plan and execute emergency response staffing needs.

    Compensation and Benefits:

    • Manage the processing of payroll for GEPaDC staff, ensuring the accuracy of submitted data.
    • Follow up with the insurance company on all queries related to medical and life insurance, ensuring value for money. Manage health issues and medical referrals.
    • Assist with the annual salary review process as needed. Manage information on the HR database and personnel files, ensuring timely and accurate updates in compliance with legal and data protection policies.

    Other:

    • Adhere to GEPaDC policies regarding child safeguarding, code of conduct, safety and security, fraud, and other relevant policies and procedures.

    Qualifications and Experience

    • Hold a Bachelor of Science Degree in Human Resources, Business Management, Administration, or an equivalent field.
    • Possess a minimum of 5 years of work experience in Human Resources. Previous experience in an international organization or company is desirable.
    • Demonstrate cross-cultural experience, understanding, and sensitivity.
    • Exhibit excellent organizational and time management skills.
    • Showcase strong interpersonal, written, and oral communication skills.
    • Be proficient in computer use with a high degree of productivity.
    • Have the ability to work effectively either independently or under direction.
    • Fluency in both Arabic and English, in both written and spoken forms, is essential.
    • Capability to work collaboratively in a team or independently.
    • Previous HR experience in Non-Governmental Organizations (NGOs) is preferred.
