    Health Management Information System Officer

    Joins Heartland Alliance LTD/GTE Team to provide the essential program support necessary to implement HALG’s innovative programs serving marginalized and vulnerable communities.

    Job Summary

    The Health Management Information System officer under the supervision of Associate Manager, Health Management Information System, will assist in the development and modification of KP CARE1 electronic medical record (LAMIS) and maintenance of the DMEL (DHIS2). He will assist in all phases of Java application and Android app development lifecycle, Designs, codes, and test new program modules or revisions to existing programs. Ensure designs follow specifications and conforms to USAID-Nigeria standard. Support on software and architectural development activities. Conduct software analysis, programming, testing and debugging. Identifying production and non-production application issues. Prepare and produce releases of software components. Develop, test, implement and maintain Java application and Android software. Maintains code documentation and enforces version tracking. Recommends changes to improve established java application processes. Support continuous improvement by investigating alternatives and technologies and presenting these for architectural review. Develop technical designs for application development. Support Data exchange/transfer module for interoperability with other applications. Support data digitization for the purpose of statistical analysis with STATA and SPSS. Compilation of the documentation for the application and users’ guide. Design and implementation of dashboard/automated graph generation module.

    Essential Duties and Responsibilities

    • Write and implement well designed, testable and efficient codes for an optimized electronic medical records system for the KPCARE1 program.
    • In liaison with the Associate Manager (HMIS and M&E), ensure continuous update of indicators configuration on the aggregate database (DMEL) as may be required from time-to-time.
    • Ensure designs follow specifications and USAID guidelines.
    • Support continuous improvement by researching for alternatives and technologies and presenting these for architectural reviews.
    • Prepare and produce releases of software components
    • Support data exchange/transfer module for interoperability with other applications.
    • Support LAMISPlus rollout and sustained use across all supported facilities and KP one-stop-shops
    • Troubleshoot and implement evidence-driven initiatives for efficient functioning of LAMIS, DMEL and any other database associated with HAN
    • Provide technical supervision and guidance to third party vendors of software related to HAN databases
    • Assist in data digitization for the purpose of statistical analysis with STATA and SPSS.  
    • Support design and implementation of dashboard/automated graph generation module
    • Any other tasks assigned

    Qualifications

    Education and/or Experience:

    • BSc/MSc degree in Computer Science, Engineering, and Information Technology, Health Informatics or a related subject with minimum of 2 post-national youth services relevant experience.
    • Proven hands-on electronic medical records development experience
    • Proven working experience in Java development
    • Hands on experience in designing and developing applications using Java EE platforms
    • Object Oriented analysis and design using common design patterns.
    • Profound insight of Java and JEE internals (Class-loading, Memory Management, Transaction management etc
    • Excellent knowledge of Relational Databases, SQL and ORM technologies (JPA2, Hibernate)
    • Experience with test-driven development

    Preferred Skills:

    • Write well designed, testable and efficient code
    • Ensure designs are in compliance with specifications
    • Support continuous improvement by investigating alternatives and technologies and presenting these for architectural review
    • Prepare and produce releases of software components
    • Knowledge of Relational Databases, SQL and ORM technologies (JPA2, Hibernate)
    • Development of electronic medical records
    • Experience in public health programming

    Language Skills:

    • Excellent oral and written English communication skills
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking

    Computer Skills:

    • Proficiency in JAVA programming
    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance Nigeria

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited-resource environments.
