    Fuel Manager

    Role and Responsibilities

    • Overall responsible for smooth operation of the O&M Fuel management project, coordination with client and OHS & Quality representatives.
    • Demonstrates the ability to think critically and proactively, anticipates risks and prepares solutions in advance.
    • Inspects the quality of the equipment and undertakes site inspection to determine if they are complying with government regulations, client requirements & industry standards.
    • Analyses resources requirements, acquires, monitors and makes suggestions or improvements accordingly. Resources include but not limited to Human, tools, equipment & transportation.
    • Analyzes and proposes different scenarios or options in fuel management chain (Procurement, delivery, monitoring, consumption, invoicing etc), to decrease OPEX, saving in CAPEX to make fuel management success both financially and technically.
    • Liaises within organization and client to achieve the objectives & efficient fuel management.
    • Has overview of financial resources and funds requirement; Raises funds requirement well before time and finds ways to arrange finances with help from his/her supervisor in case required.
    • Prepares monthly and annual O&M budgets for his/her operation, monitors costs, resources and ensures expenses are within allocated budget within whole fuel management process chain.
    • Responsible for finding new fuel suppliers or transportation companies or any other resources, contract negotiation and contract monitoring for efficient and cost-effective fuel management, keeping in view company’s interests.
    • Evaluates field staff and quality of works through personal inspections & other means, proposes trainings enabling and maintaining appropriate qualifications, certifications, and licenses.
    • Implements efficient fuel management system e.g., forecasting, ordering, delivery, consumption, monitoring and controlling.
    • Coordinates with the O&M Supervisor and other concerned staff for analysis, reporting and improvement plans.
    • Coaches and develops the O&M Supervisors, Fuel and teams assigned to him/her, to let them understand relevant objectives and processes and have proper documentations.
    • Analyzes data and makes short- and long-term supply plans and budget forecast, ways to monitor fuel levels and timely delivery to ensure that fuel is available all time in field in case of emergency situation in the region or area.
    • Thinks proactively for minimizing fuel leakages and thefts at all fuel supply chain levels; creates relevant reports and analysis as per requirement of client and company’s internal targets and acts on these reports according to processes.
    • Creates reports based on forecast, delivery, & consumption as per guideline, identifies the problem areas and suggests improvement.
    • Ensures that relevant documentation and reports required for fuel management and invoicing are ready and reconciled internally and with client in timely manner.
    • Coordinates with the client’s representatives and other sections and proposes changes in procedures, as required, to accomplish tasks in the most efficient and cost-effective manner.
    • Liaises with the Accounts section for verifying & invoicing of the approved fuel usage.
    • Reviews all equipment and personal injury accidents that take place at the fuel facilities and develops corrective action, incorporating company policies.

    Qualifications Requirements

    • More than 5 years field work or relevant experience.
    • Multitask person, be well organized and have the ability to work well under pressure.
    • Must be comfortable with handling multiple projects and assignments with strict deadlines.
    • Team leader, ability to negotiate.
    • Decision maker, can work independently
    • Have expertise in working on MS office, particularly MS excel.

    EDUCATION REQUIREMENTS

    • Bachelor's degree in electrical, Civil or IT or related field
