    Field Manager, Nigeria Monitoring Project

    Project Summary: 

    The purpose of the Nigeria Monitoring Project (NMP) is to establish a third-party monitoring system to monitor, verify, and analyse trends on humanitarian programs in Nigeria funded by USAID’s Bureau for Humanitarian Assistance (BHA). The program will create an independent and verifiable monitoring mechanism for BHA programs in Nigeria that will increase BHA and their partners’ understanding of the outputs, outcomes, processes, progress, quality, challenges, achievements, and lessons learned of their projects. The information and findings will be critical in ensuring program learning, program accountability, and beneficiary accountability, which will contribute to real time programmatic adjustments and future program design.

    Position Summary:

    The Field Manager (FM) will provide technical expertise in timely and efficient conduct of third-party monitoring activities including but not limited to monthly process monitoring covering distribution monitoring, retailers monitoring, activity implementation monitoring, complaint, and feedback monitoring, output verification, outcome monitoring, output verification, and household level data collection to USAID BHA partners operating in Northeast Nigeria. The FM will lead the data collection event in the field with BHA implementing partners and will play a significant role in drafting, editing, and quality control of Third-Party Monitoring data. The position holder will supervise a team of senior field monitors/field monitors and will report to the Senior Field Coordinator.

    Key Duties and Responsibilities

    • Coordinate all field monitor activities 
    • Supervise the performance of field monitors and senior field monitors during the period of their engagement and ensure that all deliverables are of high quality, timely and documented
    • Supervise regular data collection and ensure quality of the data by random verifications and validations.
    • Actively participate in interviewer training.
    • ensure that field surveys are conducted using appropriate data collection techniques while ensuring quality and accurate data output
    • Provide coaching for field monitors to enhance data collection process and methodology
    • Conduct checks-ins of monitors packets to ensure all documents/equipment are well in place before commencement of any field monitoring mission
    • Responsible for updating field monitors cover sheet on a daily basis and share with field coordinator
    • Submit a very well detailed weekly report (before COB every Thursday) containing weekly overview, achievements, challenges, lessons learnt and next steps.
    • Debrief field monitors after every field work and report issues to the Field Coordinator
    • Ensure interviewers upload data to ORB servers on a daily basis and ensure interviewers are following proper tablet protection procedures.
    • Participate in Northeast partners sector meetings and use new knowledge to inform sector trends and monitoring strategy 
    • Support the conduct of NMP Data quality assessment 
    • Facilitate quarterly NMP Output verification process 
    • Support the review of NMP data collection tools 
    • Conducts routine field visits to check-in on quality of fieldwork conducted by field monitors 
    • Comply with data collection and management ethics by ensuring confidentiality of the information given by the respondent(s).
    • Ensure proper use of data collection tools and other equipment used for the assigned activities.
    • Check data collected for accuracy and reliability before submission.
    • Conduct routine, on-the-ground project monitoring and data-based verification of implementation and its effects, providing security situation reports on the operating environment in the North east. 
    • Ensure that implementation of field activities adheres to ORB monitoring and evaluation system. Any other relevant tasks as may be assigned by Feld coordinator. 
    • Verification: ORB conducts daily quality control checks including reviewing open ends, data entry, GPS location, time, and other interview information. Improperly conducted or falsified interviews will be redone to ORB’s approval at no cost

    Education and Experience

    The requirements listed below are representative of the knowledge, skill, and/or ability required to successfully perform this job.

    • University degree or equivalent in information management, economics, political science, international development, social sciences, statistics, or related fields is required. A Master’s degree or equivalent is preferred.
    • At least three years professional experience in information management, data quality control and analysis in a supervisory role.
    • Prior experience in monitoring and evaluation will be an advantage.
    • Experience working in an emergency context will be an advantage.
    • Certificate in research methods
    • Have good communication and writing skills and with strong attention to detail.
    • Must be able to work with or without supervision.
    • Must possess good problem-solving skills.
    • Process desktop research skills.
    • Familiarity with use of ODK and other online survey data collection tools
    • Experience in the field of humanitarian assistance is an advantage.
    • Experience in community mobilization is an added advantage.

    Knowledge and Skills:

    • Good communication and people relations skills
    • Detail oriented and good numerical capabilities
    • Organized and capable of handling multiple priorities in a fast-paced environment.
    • Good time management and prioritization of tasks.
    • Experience working with mobile data collection applications like Kobo collect, ODK, Survey123, etc.
    • The ability to work independently with minimal support.
    • Excellent spoken and written English
    • Good understanding and communicative skills in Hausa and any of the other main local languages like Kanuri, Fulfulde or Shuwa.
    • Familiarity with the locality and culture of the communities of intervention would be preferred.
