    External Relations/Resource Mobilization (EXR) Officer - (2308468)

    Purpose of the Post:

    • The role of the External Relations Officer is to increase opportunities for donor contributions to the work of WHO in the WHO/NGA and African Region through the oversight and management of grant application and reporting.
    • The incumbent is also responsible for supporting technical staff in their resource mobilization efforts through skill development and training.

    Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

    • The external relations unit of the Country Office will strengthen the office in resource mobilization, advocacy and partnerships with all relevant partners, including non-state actors.
    • The External Relation officer will serve as the principal advisor to the WHO Representative (WR) and country office, in resource mobilization, advocacy and partnership activities. As a key member of the Country Office Senior Management Team (SMO), the External Relations Officer will manage the coordination, expansion, development and oversight of the country offices’ funding and associated partnerships.
    • Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):
    • Under the overall guidance of the Head, WHO Country Office, and working closely with counterparts at the respective Regional Office and HQ, the incumbent is responsible for developing a resource mobilization plan to finance the human resource (HR) and activities in the country.
    • This will entail building and promoting strong partnerships with all relevant actors, including Member States, various donors at country, regional and global levels, the health cluster, other UN agencies, etc. in order to identify and create resource mobilization opportunities.
    • The incumbent will engage with the country office technical leads overseeing the programme; liaise with technical and administrative staff in the office to ensure the adequate use of the funds and reporting of the funds following donor requirements and will work in close cooperation with the resource mobilization, planning, communication, and advocacy officers at the three levels of the organization to achieve common goals.

    Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

    • Provide support on strategic engagement with donors.
    • Lead on proposal development in collaboration with technical units.
    • Oversee grant reporting and ensure high quality reports to donors.
    • Identify, maintain and develop partnerships with external stakeholders.
    • Identify and make applications to governments, municipalities, international organizations and grant-giving foundations for specified funds and in-kind support.
    • Support technical staff to enhance their resource mobilization efforts through skill development and training.
    • Coordinate research on donors and to make this knowledge available to staff in the region.
    • Ensure staff are aware of and adhere to donors' reporting requirements.
    • Foster contacts with other Regions and HQ when opportunities exist for joint funding.
    • Perform other related responsibilities as assigned, including replacing and backstopping for others as required
