    Deputy Security Manager North

    Primary Duties And Responsibilities

    • The key responsibilities are detailed below, although these are not exhaustive and may change as the program grows and evolves.
    • provides professional technical, operational, and administrative assistance to the COO to manage a range of activities on security planning, management, and risk assessments to ensure the safety and security of personnel and safeguarding of Palladium premises, project assets, and resources.
    • Ensure Security Networking and Partnership Building to promote general security for all personnel.
    • Provide COO with input related to the safety and security of personnel and participate as a member of the security coordination group.
    • Monitor the security situation and provide information, through the COO, on emerging security threats to Propcom+ personnel and resources.
    • Ensure that project personnel are kept informed of matters affecting their safety and security and the actions to take in the event of an emergency.
    • Coordinate with Palladium Global Security Team to ensure all Project personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises.
    • In close coordination with Palladium Security Team, British High Commission actively participate and maintain official liaison with host government agencies, local authorities responsible for security, law and order to ensure safety of project staff and assets.
    • Implement capacity-building initiatives to enhance the competencies of personnel on all security-related preparedness and operations.
    • Supervise all state-based security service delivery, ensuring that services remain relevant and responsive to the evolving context and needs of Palladium. This will include security matters of extreme urgency or sensitivity - such as life-threatening injury, armed attack, fatality or kidnapping.
    • Conduct regular safety and security briefings to staff and incoming visitors.
    • Collaborate with the Security Liaison Officers and other Palladium projects working in the state.
    • Build relationships with and maintain an updated list of intelligence & information contacts and details of security formations like the Police (DPO), and local vigilante wherever applicable.
    • Work with the COO and the Logistics manager to ensure quality assurance and compliance to Occupational Health & Safety procedures and liaise with the GW HSE Team to ensure the regular review of Occupational Health and Safety in the state.
    • Provide real-time incident tracking, regular analytical reports and safety related data and mapping.
    • Provide and maintain representative language capabilities within the Team.
    • Conduct physical security risk assessment in the state, Local Government Areas, routes, offices and buildings/accommodations on quarterly basis or as demanded by prevailing situations.
    • Liaise with the relevant security agencies in the state on current security situations in the Local Government Areas and routes for the informed decision of the Security Management Team on travel approvals and Security clearance.
    • Update the Journey Management Sheet and monitor travels in and out of the state ensuring staff compliance to travel guidelines and journey management Standard Operation Procedures (SOPs).
    • Act as a trusted and responsible custodian of Palladium resources, manage all activities effectively and transparently in full compliance with Palladium standards and FCDO policies.
    • Provision of safety and real-time security alerts, information, reports, and analysis to all staff including visitors, partners, and the Global Safety and Security team.
    • Management and supervision of guard services including preparation of time sheet and ensuring compliance to GardaWorld’s policy.
    • Evolve, maintain, and guide Palladium’s security risk management system in the state, including but not limited to:
    • Support the production and maintenance of project, area or office specific SOPs.
    • Ensure incident and medical contingency plans are in place and managed effectively.

    Others

    • Additional assignments as instructed by the Chief Operating Officer or the Team Leader and as necessitated by the project.
    • Excellent social, analytical and diplomacy skills.
    • Ex Police or Military with experience in combat or intelligence.
    • Sound understanding of risk identification and management principles.
    • Ability to develop and maintain culturally and socially diverse relationships and contacts in a diverse office.
    • Familiarity with the philosophy, priorities, and principals of development organizations
    • Previous experience in management and coordination.
    • Experience of staff capacity development, training, and knowledge transfer.

    Required Qualifications:

     The chosen candidate will have:

    • Bachelor’s degree or equivalent
    • They must have served in the Officer Cadre in the Nigerian military service.
    • Experience working in Northern Nigeria
    • Demonstrable network of contacts in Northern Nigeria
    • At least 5 years of work experience in a similar position in International Development, INGO, UN Security management or a international donor funded projects. 
    • A strong verbal and written communicator in English
    • Excellent Hausa language skills and lived experience in Northern Nigeria are required
