    Contracts Engineer

    Job Summary

    • The Contracts Engineer / Buyer is responsible for the pre-award preparation, tendering, negotiation, award, and administration of contracts for works, goods, and services.
    • The role ensures the Company’s commercial interests are protected while supporting cost optimization, contractor performance, compliance, and effective contract management.
    • The position will work closely with technical and commercial stakeholders, contractors, suppliers, and Global Category Managers to implement procurement strategies, manage contract risks, and ensure compliance with Company policies and applicable regulations.

    Key Responsibilities
    Contracting & Procurement:

    • Manage the end-to-end contracting process, including pre-qualification, tender list development, ITT issuance, tender evaluation, negotiations, contract award, and administration.
    • Prepare and maintain contractual documentation using approved Company templates and standard contracting principles.
    • Develop and maintain effective relationships with contractors, suppliers, and internal stakeholders.
    • Ensure contractor and supplier selection complies with Company policies, compliance requirements, HSE standards, and applicable regulations.
    • Monitor contract performance and ensure timely resolution of contractual issues.
    • Maintain an up-to-date contract portfolio and Master Procurement Plan.

    Commercial & Contract Management:

    • Protect the Company’s commercial interests through effective contract planning, negotiation, and administration.
    • Identify opportunities for contracting synergies and cost savings.
    • Contribute to the Company’s 3C cost optimization programme without compromising safety or quality.
    • Support the management and settlement of contractual claims and disputes in collaboration with Senior Management and Legal.
    • Develop appropriate strategies for mitigating contractual and commercial risks.
    • Prepare and present Contracts Committee submissions where required.

    Stakeholder & Contractor Management:

    • Work closely with technical counterparts as a contracting/procurement “Duet” to ensure effective contract planning and performance management.
    • Provide timely commercial and procurement advice to internal and external stakeholders.
    • Monitor contractor and supplier performance and support performance improvement initiatives.
    • Liaise with Global Category Managers to implement relevant procurement strategies and comply with TGP governance requirements.
    • Mentor Contracts Engineers, Buyers, and Contracts Administrators.

    Compliance, Governance & Systems:

    • Ensure compliance with all applicable Supply Chain rules, governance requirements, processes, SOX controls, and Company policies.
    • Ensure contracting activities comply with the Company’s ethics and compliance requirements.
    • Maintain complete and auditable procurement and contract records.
    • Effectively utilize Supply Chain systems and tools, including SAP, E-Sourcing, AGORA, and other approved platforms.
    • Ensure procurement and contract information is accurate, current, and readily available for audit purposes.

    Continuous Improvement:

    • Contribute to continuous improvement initiatives across Contracts and Procurement.
    • Participate in and promote Lean initiatives, best practices, and process optimization.
    • Identify opportunities to improve contracting efficiency, cost effectiveness, and service delivery.

    HSE / H3SE Responsibilities:

    • Demonstrate personal commitment to the Company’s HSEQ/H3SE policies and procedures.
    • Comply with Company H3SE rules, procedures, instructions, and applicable legislation.
    • Take appropriate action to prevent immediate threats to personnel, facilities, and the environment.
    • Participate actively in H3SE meetings, training, drills, and safety initiatives.
    • Ensure HSE and environmental considerations are incorporated into contractor and supplier selection.
    • Maintain awareness of and comply with all applicable statutory and Company HSEQ standards.

    Key Accountabilities:

    • Ensure 100% compliance with Company rules, SOX requirements, and applicable local regulations.
    • Establish suitable lists of potential bidders in accordance with vendor management policies and procedures to achieve value for money.
    • Ensure contracts are prepared in accordance with approved Company models, procedures, and ethical standards.
    • Minimize the Company’s contractual, commercial, legal, and operational exposure.
    • Support negotiations for dispute resolution, claim settlement, and cost savings.
    • Maintain accurate and auditable contract and procurement records.
    • Support effective contractor and supplier performance management.
    • Mentor and develop junior Contracts Engineers, Buyers, and Contracts Administrators.

    Qualifications & Experience

    • Possess a Bachelor’s Degree in Engineering, Management, Social Sciences, Supply Chain Management, or a related discipline with 3 – 5 years’ experience within the Oil & Gas industry, including at least 2 years’ experience as a Contracts Engineer.
    • General knowledge of commercial, contractual, legal, and insurance matters affecting the business.
    • Working knowledge of procurement and contract management processes.
    • Reasonable knowledge of SAP and other Supply Chain/procurement tools.
    • Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
    • Membership of relevant professional bodies in Supply Chain, Procurement,  Engineering, or related operational functions is an advantage.
    • Fluent in English.

    • Cabotage Law compliance requirements.
