    Consultant to Carry out Water Supply Master Plan in Monguno Town

    ZOA’s Programme in Nigeria 

    • ZOA started operations in Nigeria December 2016, supporting IDPs and host communities affected by insurgency and economic collapsed. In the selection of the beneficiaries, we pay careful attention to include the most vulnerable households/individuals.

    • We are in Borno State, responding to the critical needs in Food Security and Livelihood, Water Sanitation & Hygiene (WASH) and Education.
    • ZOA operates in more than 15 countries in Africa, Middle East Region, and Asia. Where our field staff directly aids the most vulnerable victims of displacement. 

    Background

    • About 2.2 million face acute vulnerability and are in a deep humanitarian crisis due to a protracted armed conflict in the North-East of Nigeria since 2009. Borno being most affected has 1.8M displaced people (0.47M boys, 0.55M girls, 0.43M women and 0.35M men). 
    • The affected population is living in camps and camp-like settlements in garrison towns in various Local Government Areas (LGAs). These settlements for displaced persons are often characterized by congested shelters and overstretched social services, where they face critical challenges in accessing WASH services including overcrowding at water points and latrine facilities, long walking distances to WASH facilities, dilapidated toilets, lack of space for new toilets and the high need for operation and maintenance of the sanitation facilities including desludging and safe disposal. 
    • It is estimated that over 2 million liters of water are trucked weekly across the BAY states, which is unsustainable and expensive, enhancing people’s dependence on private water vendors for paid services, and further increasing their vulnerability and poverty. 
    • The additional time spent by beneficiaries in collecting water reduces the time household members can engage in livelihood activities whilst women and girls have expressed security concerns while accessing water points.
    • The challenges in Monguno are a combination of technological gaps, climate change and the resulting social manifestations of the overstretched basic WASH services. This means that addressing the issues of water shortage will be a combination of engineering solutions and innovative approaches to drive and sustain social cohesion.

    Job Organizational Context

    • Overall, the task will be under the management of the ZOA WASH Manager, with day-to-day technical management under the Sector Coordinator, UNICEF and supervisors from the Ministry of Water Resources (MoWR).

    Purpose of Activity / Assignment

    • The purpose of the Consultancy is to develop Technical Documents, with detailed Water Supply design, Bill of quantities and cost estimates, based on appropriate studies and assessments. 
    • This Water Supply Master Plan will form the basis of the implementation of sustainable water supply interventions, in the immediate and long-term period in Monguno town.

    Under the overall management of the ZOA WASH Section, and in close coordination with the Ministry of Water Resources (MoWR), the WASH Sector Coordinator and WASH Sector Partners and other field-level staff, the scope of the work will include the following (but not limited to):

    • Desk review of existing reports and previous studies that would include:
      • Current hydrogeological data from hydrogeological, geophysical surveys and GIS maps.
      • Existing information on designs of water points including motorized systems and reticulation systems.
      • Understand the gaps in supply and demand, including the mechanisms and network of water trucking.
    • Meet relevant WASH Sector stakeholders and develop insights into each partner’s involvement in water provisioning.
    • Assess and map the present and projected water demand for the target areas and population. The consultant must factor in other possible uses of water which may impact the demand.
    • Assess the present water supply distribution systems, review the current yield, performance of the current motorised systems and solar systems, and provide recommendations for optimisation of existing systems, including the use of a solar system for motorization and/or implementation of hybrid systems where applicable.
    • Undertake groundwater feasibility studies/aquifer assessments as appropriate, to assess the groundwater availability for new water sourcing along with groundwater sustainability.
    • Conduct water quality analysis from different catchment areas in Monguno with focus on Iron (Fe) and concentration of other elements in water.
    • Review the current set-up of the systems including pipeline line design, distribution and reticulation systems, reach, yield, operation and maintenance requirements and existing mechanisms if any.
    • Review the scope of water resource management activities or any other measures that can appropriately address water stress and source sustainability measures.
    • Using all the above information and any other additional assessments that may be required, conceptualise, and design a comprehensive and costed water supply design network (reticulation) from the source to the beneficiary, with appropriate source sustainability measures.
    • The WS design to include capital investment cost, BOQs for the infrastructure, a detailed Operation and Maintenance/Management protocol or plan, mapping of responsibilities of different stakeholders, recurring and annual cost of O&M, and any other details that may be required in keeping the system functional.
    • The WS design developed will use the lens of efficiency, cost-effectiveness, sustainability, and equity, so that the Sphere Standards for water supply are minimally met in this town.
    • Once the technical design is complete, make necessary presentations to the government (with the advice and support of UNICEF), obtain feedback and inputs, and finalise the design document.

    Deliverables

    • Inception report detailing a work plan, with timelines, methodology and outputs, based on a preliminary understanding of the tasks, guided by discussions and consultations with various stakeholders.
    • A detailed assessment report/resources package showing the current water situation in Monguno as per ToR, challenges, and possible solutions.
    • A comprehensive and costed water supply design document as mentioned above.
    • Develop a service delivery model (and management level), including user participation, financial sustainability (ability to pay by users etc)
    • A technical brief/guidance on the construction and operation and maintenance plan of the water supply system.
    • A final report/technical design document with an executive summary, key findings, designs, recommendations, and all relevant annexes (eg. BOQs, Costings, detailed technical designs).
    • A presentation of findings and recommendations.

    At the beginning of the assignment, the consultant is expected to produce and agree with ZOA (specifically the supervisor of the contract) and involved stakeholders, an inception report with a clear work and action plan, indicating the deliverables and timeframes as indicated below:

    The above deliverables should include evidence and minutes of the various consultations carried out during the assignment with different stakeholders, including communities.

    The evaluation of the results will be based on:

    • Technical and professional competence (quality of the products delivered to ZOA).
    • Scope of work (Including methodology)
    • Quality of work (quality of documents submitted).
    • Quantity of work (completing the tasks indicated in the table above within the set timeframe)

    In addition, such indicators as work relations, responsibility, drive for results, andcommunication will be considered during the evaluation of the Consultant’s work.

    Desired Competencies, Technical Background and Experience

    • Academic qualification: PhD or an academic equivalent on WASH Engineering with experience on Small Town WASH, Rural/Urban Water Supply, Water supply design.
    • Technical skills and knowledge: sound understanding of rural and urban water schemes, technically competent team of engineers with requisite knowledge water resources management.
    • Work experience: 15+ years of experience in the WASH, with at least 10 years of experience in handling small town water supply projects.
    • Competencies: 
    • Strong coordination skills, analytical and conceptual thinking. 
    • Ability to work with large teams and guide policy discussions. 
    • Excellent writing, communication, and presentation skills with stakeholders. 
    • Ability to work under pressure and commitment to work to tight timeframe.
