    Consultant Landscape Analyst (CODSAiN 2.0 Expansion)

    • As ARFH and the Foundation prepare for CODSAiN 2.0, there is a need to extend their reach into additional states characterised by high contraceptive demand, governmental preparedness, and programmatic viability. Nine states are presently not covered by CODSAiN or DISC: Anambra, Benue, Borno, Edo, Ekiti, FCT, Imo, Osun, and Zamfara.
    • The landscape study will facilitate the evidence-based prioritisation of states for CODSAiN 2.0 expansion

    Specific Responsibilities

    Purpose of the Consultancy

    • To undertake a complete landscape analysis and multi-criteria prioritisation of the nine uncovered states to determine the best geographies for the CODSAiN 2.0 project’s growth.
    • The assessment will produce a prioritised list of potential states with justification, readiness profiles and opportunity assessments, evidence to guide strategic discussions with BMGF, FMOH, and state governments, and inputs for CODSAiN 2.0 planning and resource allocation.

    Guiding Principles & Analytical Approach

    • The consultant will apply the following overarching principles:
    • Evidence-based: All recommendations will be founded on a synthesis of both quantitative and qualitative data.
    • Comparable and standardised: Utilisation of a standardised multi-criteria decision matrix to facilitate an objective ranking.
    • Participatory: Engagement with government, partners and community perspectives.
    • Equity-focused: Emphasis on prioritising states with significant unmet needs and limited access to services.
    • Feasibility-oriented: Consideration of political, operational, and financial realities.

    Required Experience

    Scope of Work

    • The consultant will undertake the following tasks:

    ​​​​​​​Desk Review

    • Examine national and state-level datasets (NDHS 2023/24, NHMIS, LMIS, LMIS dashboards, DISC reports, partner program documents).
    • Extract and examine:
    • mCPR, unmet need, teenage pregnancy, method mix
    • Population distribution and rural–urban dynamics
    • Service delivery density and health workforce distribution
    • FP commodity logistics & stockout trends
    • Review state-level FP policies, budget documents, and annual operational plans.

    ​​​​​​​Partner & Stakeholder Landscape Mapping

    • Identify the implementing partners, FP/MNCH, donor footprints, and program overlaps.
    • Map coordination platforms (such as TWGs, RH units, LMCU functionality, etc.).
    • Evaluate government interest through:
    • Existence & release of FP budget line
    • Policy commitments
    • Coordination proficiency
    • Current political climate and levels of receptiveness

    ​​​​​​​Stakeholder Consultations (Remote or In-Person)

    • Conduct interviews with representatives from:
    • SMOH and SPHCDA
    • Directors of PHC, Planning & M&E units
    • LMCU officials
    • FP/RH Coordinators
    • Key implementing partners (UNFPA, TCI, SFH, MSI, etc.)
    • Document perspectives on:
    • Readiness to introduce scale-up
    • Workforce capacity
    • Community acceptance and engagement
    • Data management and reporting environment
    • Challenges as well as political/operational risks

    ​​​​​​​Multi-Criteria Decision Matrix

    • Develop a scoring model using indicators such as:
    • Need:mCPR, unmet need, population of women of reproductive age, rural underserved communities
    • Readiness:health system capacity, NHMIS functionality and availability of human resources
    • Political Will:FP budget allocations, government commitments and coordination efforts
    • Partner Landscape:The existence or lack of existing FP partners
    • Strategic Fit:alignment with GF priorities and practicality of scaling up
    • Each state will receive a weighted score and ranking.

    ​​​​​​​Report Development

    • Develop a comprehensive analytical document that includes:
    • State profiles (9 total)
    • Comparative analysis
    • Prioritised ranking and rationale
    • Risks and recommendations
    • Impact on the design, budget, and timelines for CODSAiN 2.0

    ​​​​​​​ Validation & Sensemaking

    • Present the findings during a half-day workshop involving the Gates Foundation, ARFH, NPSC&MP, SMOH/SPHCDA, and collaborating
    • Facilitate a discussion to finalise the recommended states for expansion.

    ​​​​​​​Deliverables

    An Inception Report(To be submitted within one week of contract signing) that includes

    • Methodology
    • Tools and instruments
    • Workplan & schedule
    • Data sources

    Draft Landscape Analysis Report

    • Comprehensive analytical findings
    • Profiles for each of the nine states
    • Multi-criteria evaluation matrix
    • Ranked list with justifications
    • Risks and opportunities

    Final Landscape Analysis Report

    • Incorporation of stakeholder feedback
    • Comprehensive annexes (datasets, assessment tools, consultation summaries)

    Presentation Slide Deck

    • For internal and donor-facing discussions

    Facilitation of Sensemaking Workshop

    • Agenda, materials and summary notes

    Minimum Qualifications

    Qualifications

    • Possession of an advanced degree in Public Health, Health Economics, Demography, or related
    • Seven to ten or more years of professional experience in the formulation of FP/SRH program design, health systems strengthening, or comprehensive landscape assessments.
    • Demonstrated expertise in conducting assessments across multiple states or regions.
    • Strong knowledge of Nigeria’s FP ecosystem, government frameworks, and donor initiatives.
    • Demonstrated expertise in data triangulation as well as in both quantitative/qualitative analytical methodologies.
    • Excellent facilitation and presentation skills.

    ​​​​​​​ Ethical Considerations and Data Management

    • The consultant will be required to:
    • Ensure confidentiality of all interview respondents.
    • Adhere to national and organisational data protection standards.
    • Secure informed consent for all consultations.
    • Submit datasets that are clean and anonymised.

    Measures For Risk Mitigation

    • Use remote interviews for locations that are insecure or difficult to access.
    • Identify discrepancies by triangulating multiple data sources. Document the limitations and assumptions of the document.
    • Verify findings with experts at the state level.

    Consultancy Terms of Payment

    • Payments associated with deliverables:
    • 40%upon approval of the inception report
    • 40%upon submission of the draft assessment report
    • 20%upon delivery of the final report and workshop facilitation
