    Consultant – Implementation research on diseases of poverty in LMIC

    Purpose of consultancy

    To contribute to the development and conduct of operational/implementation research projects on diseases of poverty. 

    Background  

    TDR, the Special Programme for Research and Training in Tropical Diseases, is a global programme of scientific collaboration that helps facilitate, support and influence efforts to combat diseases of poverty. As part of the Research for Implementation portfolio, TDR has been working with public health programmes and international partners, to support research efforts in low- and middle-income countries. 

    The major areas of work targeted by this consultancy are: 

    1. Implementation research for public health programmes.
    2. Generation and use of health data and drug safety data:
    • Safety central databases: To facilitate pooling of safety data, TDR has developed in collaboration with different WHO programmes central databases to allow collecting and analyse anonymized individual patient’s safety data from different sources.  
    • Improvement of safety monitoring in public health programmes through implementation research and capacity building activities in Africa and Asia.

    Deliverables

    Output 1: Conduct of IR/OR projects as part of the Access Partnership and Delivery Partnership (ADP) project that ends by the end of March 2023

    • Activity 1.1: Finalization of implementation research projects for improving Safety monitoring or evaluating digital technology for improving disease control such as the use of 99DOTs in Burkina Faso, the use of birth defect application in Burkina Faso, the use of skin test application in Ghana and other projects developed by partners under the Access and Delivery Partnership project.
    • Activity 1.2: Liaise with the WARN-TB/CARN-TB secretariat for the organization of a 2-hours seminar on digital technology for TB.
    • Activity 1.3:  Contribute to the organization and delivery of a one-week workshop with WARN-TB/CARN-TB countries for the development of IR projects for the use of digital technology for TB.
    • Activity 1.4: Contribute to updating TDR website and writing e-TDR news for appropriate conducted projects. 
    • Activity 1.5: Collaborate with TDR officer in the writing of the final ADP report. 

    Output 2: Conduct of OR projects by WARN-TB/CARN.TB countries for evaluating the impact of Social Protection on TB patients and household. 

    • Activity 2.1: Organize a 3-day virtual refresher course on research methods and protocol development for the countries selected.
    • Activity 2.2: Provide technical input to at least 2 selected countries in the development and conduct of implementation research projects evaluating the impact of social protection on TB patients and their families.

    Output 3: Finalization of the handover of the safety central databases:

    • Activity 3.1: Liaise with the person in charge of the evaluation of TDR data sharing experiences to finalize the evaluation by Nov 2022 and for the writing of a scientific paper on TDR data sharing experience.
    • Activity 3.2: Liaise with the persons in charge of the maintenance of the Pregnancy and HIV database for the finalization of the curation of the data and its preparation in an appropriate format for the handover.
    • Activity 3.3: Report to TDR manager on the progress made, activities implementation and alert regarding implementation delays.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    Advanced university degree in Medicine, Public Health, Sciences or another related field.

    Desirable:

    PhD in a relevant field.

    Experience

    Essential:

    • Over 10 years’ experience in public health and implementation research. 
    • Over 10 years’ experience in global health and TB at international level.
    • Demonstrated experience supporting capacity building activities in low- and middle-income settings.
    • Experience in health data management, including health data collection, analysis and management of large databases related to health data.
    • Experience in Infectious Disease, and particularly Tuberculosis research.

    Desirable:

    • Experience in monitoring of drug safety.  
    • Experience in digital Health and the conduct of Implementation research projects for evaluating digital tools. 
    • Experience in working in, or with the WHO control disease programmes such as the Global TB and Neglected Diseases departments and the WHO regional offices.
    • Experience with the WARN-CARN-TB National TB Programmes.

    Skills/Knowledge:

    • Strong knowledge of implementation research methodologies.
    • General knowledge of pharmacovigilance methods and practices in public health programmes.
    • Ability to coordinate multi partners projects and create new partnerships.
    • Ability to interact with technical experts in public health organizations, governments, academia. 
    • Good communication and presentation skills. 
    • Attention to details.

    Languages required:

    Essential:  

    • Expert knowledge of English.
    • Expert knowledge of French.

    Location 

    Off-site – Home based. 

    Travel 

    The Consultant may be expected to travel to meet with countries and attend the workshop(s).

    Remuneration and budget (travel costs are excluded):

    Remuneration:

    Band level C - USD 10,000 – 12,500 per month, depending on the consultant’s experience and educational background.

    Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

    Expected duration of contract: 

    7 months.(1 Sept 2022- 31 March 2023).
