    THE REVIEW & UPDATE OF THE NATIONAL PRIORITY AGENDA FOR OVC IN NIGERIA (2013 – 2020)

    Period of Performance: 30 days (within September – October 2020)

    Background

    The Federal Ministry of Women Affairs (FMWA) is a part of the Federal Ministries of Nigeria that promotes the development of women and children as well as coordinates OVC response in Nigeria. It has a broad mandate of the Ministry is advise government on Gender and Children issues. Issues affecting Persons with Disabilities and the Aged; initiate policy guidelines and lead the process of gender equality and mainstreaming at both the national and international levels.

    The National Priority Agenda (NPA) for Vulnerable Children in Nigeria (2013-2020) is an 8year strategic framework which guides the multi-sectoral operationalization of the objectives and strategies of Nigeria Vision 20:2020. The aim was to ensure the protection of the most vulnerable children in Nigeria and reduce child poverty.  With the expiration of the NPA this year, there is a need to assess the implementation of this strategic framework and develop a new strategic framework in line with the current realities.

    The outcome of this assessment will inform the development of a new strategic framework which will address current and emerging issues affecting the protection of orphans and vulnerable children in Nigeria. The constituted review committee have agreed to engage the services of a consultant to oversee and participate in the assessment of the expiring NPA and development of a new strategic framework to guide the national OVC response with set objectives as follows:

    Duties & Responsibilities

    The consultant will:

    • Lead the review and assessment of the expiring NPA for Vulnerable Children (VC) in Nigeria (2013-2020) and ensure adequate involvement of stakeholders from the community to the federal levels in the review process
    • Conduct Assessment of the implementation of the expiring NPA for VC in Nigeria (2013-2020) including a SWOT analysis.  The consultant will design and develop the protocol and data collection tools for the assessment.
    • Design, plan and co-facilitate this NPA review process/workshops, consultative meetings, dissemination meetings and process review meetings.   
    • Facilitate all the virtual meetings for the review and assessment of the NPA.
    • Prepare and present a report of the findings of the review and assessment of the NPA for VC 2013 -2020 to the FMWA and NPA Review Core Team 1.
    • Lead the process of developing a new strategic framework for the national response. The outcome and findings from the review and assessment of the expiring NPA for VC in Nigeria must inform the content of the new strategic framework. The new document will also include the new and emerging issues affecting the well-being and protection of VC in Nigeria. The consultant must ensure that the new strategic framework aligns with laws, charters, programs both international and national which contribute to improving the lives and protection of vulnerable children. 
    • Conduct desk review to identify international and national laws, charters, and programs that should be aligned with the new strategic framework for OVC response in Nigeria from 2021-2030.
    • Lead the review and validation meetings for the NPA, harmonize feedback from review meetings and update the draft strategic framework
    • Present the finalized strategic framework to the FMWA and NPA Core Team 1 for approval.
    • Ensure that the final document is sent to the Federal Ministry of Women Affairs for printing and production of the finalized version 
    • The consultant will work closely with the Child Development Department of the Federal Ministry of Women Affairs and the NPA Review Core Team 1 to carry out this assignment

    Reporting and Work Relationships

    The consultant will report to the Director Child, FMWA.  

    The consultant will work in close collaboration with Core Team One who will approve activities to be implemented by Consultant. The consultant will co-facilitate with designated members of the core team 1 (CT1) who will be responsible for :

    (a) assisting during on-site pre-workshop planning

    (b) facilitating selected sessions or exercises

    (c) attending daily, post-activities facilitator monitoring meetings

    (d) assisting with the production of last-minute or revised materials in known language as required during the training.

    The consultant will have access to members of core team 2 (CT2) to make the work easy and facilitate the process.

    Qualification and Requirements

    Candidate must possess the following qualification and experience to be hired for the position:

    • At least a degree in Sociology, Social Work Public Health, or any other related course (Master’s Degree and other higher qualification are an added advantage)
    • A child expert (protection, case management, programming etc.)
    • Over 15 years of experience implementing OVC program in Nigeria. He/she must demonstrate a sound understanding of the issues affecting VC globally and nationally
    • Experience carrying out a similar assignment either internationally, nationally, or sub-regional level
    • Experience planning and facilitating sub-national and national technical meetings and workshop
    • Demonstrated skills in qualitative research methods required.
    • Demonstrated capacity to analyze complex issues, draw relevant conclusions and produce a comprehensive technical report.
    • Experience in multi-level stakeholder’s engagement
    • Excellent interpersonal skills, including experience, successfully interacting with USG implementing partners, federal and state government officials, civil society partners, and other stakeholders
    • Cultural sensitivity, particularly in multiethnic and multireligious contexts.
    • Fluency in English
    • Strong writing skills
