    Consultancy to Deliver MH&PSS Training for OVC Project Implementers in Nigeria

    ACHIEVE has a mandate to strengthen the ICHSSA Partners capacity to provide appropriate HIV-sensitive Mental Health and Psychosocial Support services to Vulnerable Children and their households enrolled in the OVC and HIV Care and Treatment projects. In lieu of this, Pact West Africa is inviting applications from suitably qualified consultancy groups/firms to lead the delivery of the Mental Health and Psychosocial Support capacity development for the ICHSSA partners.

    The objectives of the MHPSS intervention are:

    • Building the capacity of participants to provide appropriate mental health and PSS support to Vulnerable Children and their households enrolled in the ICHSSA and HIV/AIDS projects.
    • Strengthening the capacity of Care Providers including Community Case Workers (CCW) and Facility-based Case Managers to address impact of poor mental health on beneficiaries.
    • Enhancing the capacity of the Care Providers including Community Case Workers (CCW) and Facility-based Case Managers to address barriers to addressing MHPSS issues in intervention states that includes the following.

    Summary or roles:

    The consultant will lead the development of the appropriate HIV-sensitive MHPSS training package/SOP and facilitate the strengthening of capacity of partners and case managers to provide appropriate mental health and PSS support to Vulnerable Children and their households enrolled in the ICHSSA and HIV/AIDS projects in Nigeria.

    Duties and Responsibilities

    The consultant will perform the following functions within the contracted period:

    • Lead the development of a Mental Health & Psychosocial Support Landscape Analysis Guide
    • Support ACHIEVE in the Conduct Landscape Analysis in Partner Implementation States
    • Develop and share comprehensive MHPSS Landscape Analysis Report with ACHIEVE
    • Lead the design of a Standard HIV-sensitive MHPSS Training Package /SOP using a co-creation approach.
    • Lead the development of relevant data collection tools to track MHPSS issues and response outcome in OVC & HIV Treatment project.
    • Lead the delivery of MHPSS training to the relevant stakeholders, develop and share the training report.
    • Support the ICHSSA partners to develop comprehensive customized referral map/directory for MHPSS response for their projects.

    Deliverables

    • Mental Health & Psychosocial Support Landscape Analysis Guide.
    • Comprehensive MHPSS Landscape Analysis Report.
    • HIV-sensitive MHPSS Training Package/SOP.
    • Data collection tools to track MHPSS issues and response outcome in OVC & HIV Treatment project.
    • Comprehensive MHPSS Training Report.
    • Customized Referral Map/Directory for the ICHSSA partners.

    Reporting and Work Relationship

    The consultant will report to ACHIEVE’s Project Director, and as may be required, collaborate with ICHSSA partners and other relevant Government stakeholders to achieve specific deliverables highlighted above.

    Estimated of days

    The timeline for the consultancy service will cover a period of 21 days, which is spread from January to February 2024. Details will be discussed and finalized with selected candidate or firm at contracting stage.

    Skills, Experiences and Qualifications

    The preferred firm/individuals must possess the following qualification and experience:

    • Demonstrate technical competence and experience in the development of context specific MHPSS training package and SOP.
    • Demonstrated experience implementing Mental health and psychosocial support services integrated in general health care interventions, primary care facilities and general hospitals, including within existing specific health programs (e.g., HIV),
    • Evidence of Registration with statutory authorities in Nigeria
    • Evidence of tax clearance
    • Experience carrying out a similar assignment at international, nationally, or sub-regional level.
    • Experience planning and facilitating sub-national and national technical meetings and workshops.
    • Demonstrable capacity to analyze complex issues, draw relevant conclusions and produce a comprehensive technical report.
    • Experience in multi-level stakeholder’s engagement including implementing partners, federal and state government officials, civil society partners, and community systems and structures.
    • Cultural sensitivity, particularly in multi-ethnic and multireligious contexts.
    • Demonstrated experience in providing Community mental health services focused on meeting the needs of people living with mental health conditions and of their families, which may include community mental health centers or teams, peer support services, psychosocial rehabilitation programmes, among others.
    • CV of key personnels who must possess a minimum of master’s degree or equivalent qualification in Clinical Psychology, or any other social science field and at least 10 years’ experience in Mental Health & PSS Training.
