The Chief of Party (COP) will provide overall strategic, programmatic, technical leadership and financial guidance and oversight to the project; ensure technical rigor and efficient and effective delivery of the objectives; and support and supervise the key personnel.
S/He will develop and nurture working relationships with senior level government leadership, civil society, and other related programs and projects
Collaborate with a broad range of public and private sector counterparts and support USAID to achieve the goals to strengthen the delivery of health services through creative, innovative, and effective interventions
Serve as the team lead for the project and ensure strong communication and coordination with and between all team members to effectively achieve program objectives and ensure responsive and efficient project operations
Interact with USAID Nigeria teams on relevant technical issues affecting the project ensuring effective communication and client satisfaction
Ensure effective use of resources, timely submission of major technical reports to USAID Nigeria and other stakeholders, and overall compliance with USAID regulations and HSDF policies and procedures
Foster strong partnerships and collaborations with the government department in charge of related issues and all relevant stakeholders
Communicate and implement an integrated vision among different components and actors
Analyze and evaluate project operations to identify and resolve issues or problems
Promote sustainability of project activities with effective networking, linkages to other programs Carrying out evidence generation activities on best practices around financial sustainability for private sector associations utilizing rigorous context appropriate research methods
Qualifications / Experience
Masters or advanced degree in a relevant field such as Public Health, Health Administration, Public Policy, or related field.
At least 10 years’ experience in a senior leadership position on a donor-funded project, related to health financing, human resources for health, integrated care, evidence to policy or related field.
Experience with USAID-funded project preferred
Demonstrated experience leading a complex multi-million dollar donor funded projects, with experience managing teams of professionals, and with the administrative, procurement, hiring, and recruitment, financial and logistical aspects of project implementation
Experience in coordination of and collaboration with stakeholders including government agencies, civil society, and international donor agencies, including USAID
Excellent command/proficiency in English
USAID project experience and understanding of USAID’s development priorities required
Excellent stakeholder management skills
Excellent communication skills (verbal, written, and presentation)
Demonstrated strategic planning, problem solving, analytic, and financial and evaluative skills
Excellent organizational and time management skills, attention to detail and ability to effectively perform multiple task and balance competing priorities often within a required timeframe
Strong interpersonal skills with demonstrated ability to lead and work effectively in team situations
Proven ability to complete projects according to outlined scope, budget, and timeline.
