    Consultant (Assessment on Housing, Land and Property Issues in Areas of Return)

    Location: Maiduguri, Borno
    Duration: July to August 2018.

    Summary

    • NRC is looking for a consultant to carry out a complementary assessment of Housing, Land and Property issues in areas of return and revise an initial draft report to reflect the findings of this assessment for our NRC programme in Borno state in North-east of Nigeria. The findings and recommendations of this study will address the Housing, Land and Property concerns, inform programming and contribute to the achievement of durable solutions to NRC interventions in areas of return in North East Nigeria.
    • NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) and recently Education in order to address identified humanitarian needs.

    Job Description

    • Carry out further data collection to ensure that the findings of the study are based on quality data, using a clear methodology with a focus on the perspectives of vulnerable persons and women;
    • Undertake a desk review of relevant literature;
    • On the basis of the data collection and desk review, edit the report to ensure that it is provides a clear account of:
      • The legal and administrative framework on Housing, Land and Property relevant in North-East Nigeria and;
      • Mapping of Housing, Land and Property issues in areas of return, in particular, IDP returnees - with special focus on the constraints on women.
    • Brief inception report;
    • Data collection tools;
    • Revised report with executive summary, introduction, context, methodology, legal and administrative framework, findings on Housing, Land and Property issues in areas of return, conclusion, and annex with data collection tools and other relevant documents.
    • Provide practical recommendations for the further development of the NRC programme, the state as well as the INGOs and NGOs through the various sector coordination platforms.
    • A Feedback workshop: presentation of the major findings and recommendations of the assessment to internal stakeholders (to occur immediately upon concluding the fieldwork and prior to departure from Nigeria);
    • A Draft Report (maximum 20 pages with an Executive Summary of no more than 5 pages) including findings, conclusions, lessons learned and recommendations for concrete actions to be taken in the implementation of the Housing, Land and Property activities in Nigeria.
    • The Evaluation Manager/Steering Committee will provide feedback and comment within 7 days of receiving the report.
    • A Final Report that incorporates comments from the Evaluation Manager and Evaluation Steering Committee, alongside a response matrix detailing how each comment was handled in the revising of the draft report (delivered within 7 days of receiving Evaluation Steering Committee feedback on Draft Report).
    • Databases with quantitative and qualitative evaluation data
    • Debrief with the relevant staff in NRC Nigeria to present findings and brainstorm on proposed recommendations.

    Qualifications

    • Sound knowledge of the crisis and evolving displacement context of North East Nigeria;
    • Sound knowledge of Housing, Land and Property, including women’s rights in conflict or post-conflict communities, including forced displacement, humanitarian assistance and development;
    • Experience of working in an emergency context;
    • In-depth knowledge of the humanitarian and development landscape in North East Nigeria and knowledge of actors on the ground;
    • Fluency in English. Preferred fluency in local languages Hausa, Kanuri, Fulani and excellent writing and communication skills;
    • Proven ability to operate under strict deadline and high level of discipline and professionalism.
    • Legal knowledge including knowledge of Sharia will be a distinct advantage. In addition, previous experience working in or on North East Nigeria is a particular asset.
    • Significant experience in assessment, monitoring, data analysis, research and/or evaluation – including prior experience in project and programme reviews and evaluations.
    • Strong quantitative and qualitative research skills.

    • Cover letter clearly summarizing experience as it pertains to this assignment and three professional references (max 1 page);
    • Proposed evaluation budget clearly showing costs categories, units and explanations;
    • CVs and evidence of past evaluations for each team member;
    • At least one example of a similar evaluation where the consultant has had the leading role.
