Movement Cooperation Specialist - National Society Development at British Red Cross

Role Description

• The Movement Cooperation Specialist (NS Development) contributes to building positive relationships between the ICRC and the Nigerian Red Cross Society (NRCS) as well as other Movement components in Nigeria; and leads on the delegation's support to National Society Development (NSD) objectives, in close consultation with the NRCS and other Movement partners.
• A Movement coordinated approach in the development of NRCS Development initiatives will be promoted, and all work will be carried out in line with the ICRC’s Movement policies, the National Society Development Framework and NRCS’s Strategic Plan. S/he also provides analysis on Movement dynamics and trends possibly impacting NS Development and ICRC operations.

Main duties and Responsibilities
National Society Development Support Lead:

• Working closely with the Movement Cooperation Coordinator, oversee design and implementation of ICRC’s contribution to overall NRCS NS development initiatives (including Branches), and ensure appropriate ICRC engagement and support to the NRCS to implement the approved NRCS Organizational Development Road Map as per agreed indicators and milestones. Analyse and summarize information relevant to NSD and related operational partnership between the ICRC and the NS
• Work in close coordination with the ICRC Movement Cooperation Coordinator, ensuring appropriate synergy with and investment from other relevant ICRC technical units/thematic files, and ensure that all ICRC Coordinators in units engaged in operational partnership with the NRCS are aware of the NRCS Development initiatives and activities in the country and that they integrate that knowledge into their plans and operational strategies.
• Given the presence of the IFRC Country Cluster Office in Abuja and NRCS/IFRC ambitions in the NSD area, work closely with the IFRC on such matters to ensure effective coordination, complementarity, collaboration and cooperation Coordinate and collaborate closely with partner National Societies, that are also providing NSD support to NRCS support.

Provide and Coordinate Technical Support:

• Promote the strengthening of related NS capacities, providing appropriate advise/coaching to NS counterparts, enhancing compliance with the Red Cross and Red Crescent Movement Fundamental Principles, policies and resolutions.
• Facilitate and mobilise ICRC, and Movement/other (in coordination with the IFRC), technical expertise and funding support related to NSD, where appropriate
• Support/broker, as relevant and in close coordination and complementarity with NRCS’s partners and the IFRC, the development and review of NRCS NSD policies, processes, systems, structures, and HR capacity as shall be required, but with a specific focus on the following priority areas at HQ and Branches levels: legal base strengthening, PMER capacity building (Planning. Monitoring, Evaluation and Reporting), Volunteer Management capacity building (including Volunteer Database Management) and Internal Communication and Control system capacity building.

NSD Grant management:

• Coordinate internal ICRC and related NRCS mechanisms in support of the project, ensuring required documentation, appropriate fund management (requests, transfers and accountability), monitoring progress, and production and sharing of requisite financial and narrative reporting etc.
• Lead the ICRC Abuja Delegation Cooperation Department’s monitoring of ICRC-funded NRCS National Society Development work, including support for the implementation of the NRCS Organisational Development Road Map.
• Maintain a good understanding of reputational risks and potential integrity issues affecting the NS, sharing with all stakeholders as appropriate.

External Coordination, Cooperation and Representation:

• Participate in established coordination fora (e.g. National Society Development Technical Committee (NSDTC)), mobilize relevant Movement partners’ expertise, and update relevant ICRC support within the Cooperation Department but also across ICRC’s technical and structural units, as required.
• Work closely with the British Red Cross on Volunteer Data Base Management (VDBM) and PMER, and with the Norwegian Red Cross on Finance Development.
• Advise and support the Movement Cooperation Coordinator on issues related to coordination within the Movement
• Identify continued and further partnership opportunities with Movement and non-Movement partners, in support of NRCS.

Identify, disseminate and promote the application of learning from ICRC NS Development support:

• Collate and disseminate lessons from evaluations and reviews relating to ICRC’s support work on NS Development
• Support organisational and NSD learning within ICRC, and other members of the Movement

Scope and Impact

• Geographical remit: Nigeria (work with the NRCS HQ and selected branches) High level of internal autonomy in contributing to the delivery of NRCS’ development objectives Responsible for overseeing several ICRC-funded projects/areas of work Available to deputise for the Cooperation Coordinator when required.

Relationships:

• Reports to the Movement Cooperation Coordinator Works closely with NRCS Management team at HQ level and relevant management at branch level and interacts with NRCS governance as relevant / required.
• Internally, interacts with the Movement Cooperation team and other staff who work closely with the NS Externally, develops and maintains a network of contacts within the Nigerian Red Cross, the IFRC and other members of the Red Cross/Red Crescent with an interest in Nigeria at the technical and management levels.

Person Specification
Essential:

• Strongly motivated by humanitarian work
• Educated to Degree level in a related discipline
• Sensitivity to cultural diversity.

Desirable:

• Masters in Organisational Psychology or similar post-graduate qualification
• Formal coaching qualification
• Accredited Partnership Broker status.

Experience
Essential:

• Previous international humanitarian and/or development experience in low income countries (NGO's, IO or charity organization)
• Previous experience(s) within the Red Cross & Red Crescent Movement
• Previous extensive work experience in a discipline relevant to Movement Cooperation (inside or outside the ICRC)
• Extensive work experience in Organisational Development with a demonstrable track record of supporting organisational change
• Demonstrable experience in project/programme/grant management.

Desirable:

• Previous experience of supporting National Society Development processes within the Red Cross & Red Crescent Movement including familiarity with Organisational Development tools (e.g. OCAC, BOCA and SAF)
• Experience of developing Volunteer management systems
• Previous experience of working in West and Central Africa.
