Project Background
Oxfam is an international confederation of 17 independent aid and development organisations networked together to fight poverty and injustice around the world. Working with partners and local communities in more than 90 countries, the mission of Oxfam is a just world without poverty. With a conviction that people are well capable of building a life devoid of poverty on their own once given the chance to do so, Oxfam works with partners on projects in developing countries, lobbies companies and governments to take into account the interests of the poorest people and campaigns to ensure men and women are involved in decisions on issues that affect their lives.
In Nigeria, Oxfam’s focus areas are Economic Justice/Livelihoods, Humanitarian Programming, Gender Justice / Female Leadership and Good Governance, adopting a rights-based approach. The overarching goal is to enable people exercise their rights and manage their own lives. The Livelihoods and Nutritional Empowerment (LINE) Project is a 60-month initiative implemented by Oxfam in the State of Bauchi, Nigeria with funding from Global Affairs Canada (GAC).
LINE Project aims to promote agriculture-driven economic growth and improve living conditions for 10,000 rural farmer households (60% women) with a specific focus on women and youth. LINE will be implemented in six Local Government Areas (LGAs): Gamawa, Shira, Darazo, Ningi, Alkaleri and Tafawa Balewa. As a market-based agricultural initiative, the project will focus on the following value chains: maize, sorghum, sesame, dairy and meat (beef, mutton and goats) and will seek to enhance access to markets through collaboration with relevant stakeholders and key private sector actors. As a market-based agricultural initiative, LINE Project aims to strengthen the capacity of key private sector players by improving their skills to engage in value chain interventions and support targeted farmers. The Project will also support such partners to improve their institutional capacities, analytical, lobbying and advocacy skills and capacity in monitoring, evaluation and learning (MEL) systems to document impacts.
The Project is aligned with two United Nations Sustainable Development Goal (SDG) targets: reduce by 30% the number of people living in poverty and promote gender equality and empower women; as well as with Nigeria’s Agricultural Promotion Policy (APP), of which Bauchi State is a part.The Project is also in alignment with GAC development priorities in Nigeria, namely to stimulate sustainable rural economic growth for poverty reduction, enhance food security, and secure the future of youth through employment.
Objective and Scope
The overall objective of this consultancy is get to train LINE Project and partner staff, to enhance their capacities on Environmental protection; Disaster risk reduction; and climate change adaptation. The trained staff will be expected to step the training down to the members of the farmers’ cooperatives’. The training received will increase and improve the farmers’ knowledge on environmental practices and measures, and their ability to avoid or reduce climate change disaster impacts on their lives and livelihoods and to adapt to the current changes.
To this end, LINE Project requires the services of a qualified Consultant to develop a training manual and also deliver training of trainers for project and partner staff on Environmental protection, Disaster Risk Reduction, and Climate Change Adaptation. The knowledge acquired will be used to train selected livestock and crop value chains actors in the LINE project intervention. The successful Consultant will deliver five- day training to a group of 35 participants composed of project and partner staff and staff from government agencies and other stakeholders.
The training will cover methods, tools and approaches for integrating environmental protection, disaster risks reduction and climate change adaption mechanisms in various Value Chains. At the end of the training, participants should be acquainted with:
