    National Food Security and Livelihood Consultant

    Organizational Setting

    • FAO  Nigeria with technical support from the Emergency and Rehabilitation Division (TCE) is responsible  for ensuring FAO’s efforts to support Nigeria in preparing for and effectively responding to food and agricultural  threats and crises among  the refugees in Nigeria . 
    • It is responsible for coordinating the development and maintenance of corporate  tools and standards to enable government prepare for, and respond to emergencies. 
    • FAO supports food and nutrition security assessment and early warning activities  related to emergency and humanitarian analysis and responses. 
    • FAO Nigeria plays a major role in the development and  leadership of the FAO/UNHCR collaboration programme in Nigeria to increase the resilience  of livelihoods to food and agriculture threats  and crises.

    Reporting Lines:

    • The National Food security & livelihood Consultant under the overall supervision of FAOR and direct supervision of the AFAOR Programme  will work in close collaboration with the UNHCR field Manager in Ogoja to deliver on the Agriculture and livelihood component of the support to the Cameroonian Refugees in Cross River and other neighboring states.

    Technical Focus:

    • Support to implementation of FAO/UNHCR's resilience agenda at country level.

    Tasks and Responsibilities

    •  Support in the implementation of FAO/UNHCR Projects and emergency response activities related to agriculture, livestock and other areas related to the Cameroonian refugees in Nigeria.
    • Participate in the conduct of livelihood need assessment on the Cameroonian refugees in Cross Rivers and other affected states.
    • Contribute in the preparation of project profiles, project documents, work plan, logical framework for the FAO/UNHCR intervention in Cross River and any other state.
    • Assist in the distribution and monitoring of livelihood support kit for the refugees and host communities.
    • Design and participate in projects monitoring and evaluation of emergency and regular projects implementation in various locations.
    • Participate in the conduct of food insecurity vulnerability surveys and analysis in project-selected states.
    • Produce routine field activities reports.
    • Perform other duties as required.

    Minimum Requirements
    Candidates will be assessed against the following:

    • Advanced University Degree in General Agriculture or other agriculture related fields from  a recognized higher institution;
    • At least 3  years of working experience in agriculture value chain development, food security and livelihood support activities;
    • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. Working knowledge of English for PSAs.

    Technical/Functional Skills:

    • Work experience in more than one location in farm management, agriculture  extension delivery services or livelihood support activities, particularly in field positions, is desirable;
    •  Extent and relevance of experience in formulating policy and programming managing field operations;
    • Depth of experience in identifying and preparing programmes strategies and policy position on humanitarian and transition contexts, at both global and country levels;
    • Extent and relevance of experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for Level 3 emergencies;
    • Extent and relevance experience in rehabilitation and humanitarian policies development, programme formulation and implementation;
    • Extent of knowledge of international humanitarian architecture, including agencies, NGOs, and other partners;
    • Experience in response management and surge support coordination
    • Working knowledge of the state ethos and capacity for team work are essential;
    • Experience in humanitarian work and knowledge of local farming system will be an advantage.
