    MEL Specialist - DQA Consultant

    The Effective Water, Sanitation and Hygiene (E-WASH) program is seeking to identify suitable STTA MEL specialist consultants to conduct Data quality Assessment (DQA) exercise for partner State Water Boards in Abia, Delta, Imo, Taraba, Niger and Sokoto States. This is state based activity and technical support will be provided by respective Performance Monitoring Specialists (PMS). The MEL Specialist (DQA) will be based in above mentioned state locations as there are no budget provisions for travel and lodging expenses for this engagement.

    Location: Abia, Delta, Imo, Niger, Sokoto and Taraba.

    Expected DQA Deliverables:

    The following outputs are expected from the DQA process:

    • Develop PowerPoint presentation for the debrief with USAID EWASH Nigeria with support from the Performance Monitoring Specialists (PMS).
    • Provide supporting Means of Verification (MOV) for conducted field review meetings and site visits (i.e. photos, attendance list, consent forms etc.);
    • Update EWASH DQA Checklists;
    • Update EWASH Performance Indicator Reference Sheets (PIRS);
    • Develop EWASH Mitigation Plan i.e. recommending actionable recommendations to address emerging data quality issues and M&E system issues identified.
    • Develop EWASH Data Quality Assessment (DQA) report per state.

    Qualifications and Experience:

    • Master's in Environmental Management, Waste Water Engineering or WASH field or related field; a first degree and proven professional experience and technical competence would be considered;
    • At least four (4) years of experience in monitoring and evaluation, preferably with experience working on USAID-funded WASH, Public Health and Environmental Management projects establishing M&E systems, finalizing results frameworks, Performance Monitoring Plans (PMPs), M&E plans and M&E databases;
    • Extensive demonstrated experience in supporting as well as participating in rigorous and evidence-based DQAs;
    • Extensive demonstrated experience in supporting trainings on M&E methodologies, data collection and analysis, and findings dissemination sessions using DQA findings;
    • Demonstrated experience writing evaluation reports and data quality assessment reports for USAID or other donors;
    • Sound knowledge of the USAID ADS policy especially guidance and requirements on DQAs;
    • Familiarity with conducting qualitative and/or quantitative data analysis in SPSS, Stata, Nvivo or Excel for data quality assessments.
