    Igbo Language Education Consultants

    Location: Nigeria

    Project Description

    • Commencing in October 2015 under funding support from the United States Agency for International Development (USAID), the five-year Northern Education Initiative Plus (the Initiative) project is strengthening the ability of Bauchi and Sokoto states to provide greater access to basic education - especially for girls and Out-of-School-Children (OOSC) - and to significantly improve reading outcomes for more than one million school-aged children and youths.
    • The Initiative employs a holistic approach, addressing a broad range of critical factors that affect learning, teaching, systems management, parental participation and community engagement.
    • The project strategy focuses on strengthening the technical and administrative capacity commitment and accountability of federal, state and Local Government Education Authorities (LGEAs) to provide effective English and mother-tongue based Early Grade Reading (EGR) teaching and learning to its pupils. Also, to deliver literacy numeracy and life-skills to OOSC and youths and whenever possible mainstream them into formal schools.
    • The Initiative is implemented by Creative Associates International in collaboration with three U.S.-based international organizations—Education Development Center (EDC), Florida State University (FSU), Overseas Strategic Consulting (OSC)— and four Nigerian organizations—Value Minds, Civil Society Action Coalition on Education for All (CSACEFA), Reading Association of Nigeria (RAN), the Federation of Muslim Women’s Associations in Nigeria (FOMWAN), and more than 46 local Civil Society Organizations (CSOs).
    • The Initiative is focused on building programmatic ownership among Federal, State and Local Government Education Authorities (LGEAs), as well as increase their commitment to quality early grade reading instruction and increased access.
    • The Initiative will need the services of consultants who will be responsible for supporting development of scope and sequence curriculum materials in Igbo based on the developed scope and sequence for pupils and teachers. The consultants needed are as follows: Igbo Teacher Education Expert, Igbo Language Expert, Igbo Graphics Designer, Igbo Illustrator, Igbo Reading Advisor and Igbo Curriculum Materials Developer.

    Grants Officer

    Details:

    Position Location: Abidjan, Cote d Ivoire.

    Position Summary:

    The Grants Officer will support the Grants Manager with the oversight of all grants activities, including ensuring efficient and proper controls for USAID grant compliance and reporting; coordinating training and grants administration with grantees; and review and submission of financial reports as required for each grant.

    Reporting & Supervision:

    The Grants Officer will report to West Africa Grants Manager

    Primary Responsibilities:

    • Review sub-grantees’ liquidation and financial reports and provide summaries to the project’s West Africa Grants Manager on a monthly basis;
    • Implement procedures and templates to be used for formulating, negotiating, executing, monitoring, and closing grants according to USAID regulations and the project’s Grants Manual;
    • Monitor grantee to ensure compliance with USAID regulations, Grants Manual and the content of sub-agreement;
    • Responsible for maintaining grant files and ensuring they stay up-to-date;
    • Support project audits, grantor’s audit, or monitoring visits.
    • Responsible for entering and maintaining Creative’s)online System for the Management of Activities, Reporting and Tracking (SMART) for sub-grantees;
    • Support the West Africa Grants Manager in enforcing and maintaining policies for grant processes
    • Provide mentoring support to strengthen and improve sub-grantees’ management capacity for improved performance; and
    • Perform other tasks as assigned.

    Required Skills & Qualifications:

    • High school diploma is required, Bachelor’s Degree or professional accounting/financial qualification is preferred;
    • Minimum two (2) years’ experience in grant management, including disbursements and reporting and four years of general experience.
    • Demonstrated experience in financial administration, budget and cost control management is essential;
    •  Knowledge of USAID Rules and Regulations, previous experience working on USAID-funded projects is preferred;
    • Ability to analyze data and suggest areas of improvement
    •  Excellent record keeping, and documentation skills;
    • Have a good computer literacy;
    • Understanding of cost-share and/or leveraging preferred; and
    • Good communication and interpersonal skills.
