    Monitoring & Evaluation Officer

    Details:
    The M&E Officer will work in close collaboration and provide direct support to nutrition & WASH programs under the guidance of the Nutrition PM to ensure implementation of the M&E plan for the on-going programme, including monitoring progress against activity and providing support and guidance to the program team.

    Objective 1:
    Provide support to the program team in the collection, compilation, analysis and reporting of CMAM, IYCF, WASH data.

    Key activities & responsibilities to achieve this objective:
    .         Support the development and implementation of M&E plans for CMAM, IYCF & WASH in consultation with the program team
    .         Conduct data validation & quality check together with the program team in each HFs at regular basis
    ·         Work together with the health workers to ensure correct & quality reports are delivered to the state level in each month
    ·         Collect monthly program data from each HFs at the end of each month
    .         Document, maintain and analyze the programme data and provide complete report based on the program outcome in each month.
    .         Establish & review data collection systems and tools within programmes when requested
    .         Support the team on the implementation of the MNCHW, specially on quality checking, validation of the data and ensure reports are submitted on time

    Objective 2:
    Build the capacity of health staff, Community Volunteers and conduct regular monitoring and evaluation at LGA and health facility level.

    Key activities & responsibilities to achieve this objective:
    .         Conduct regular visits to all ACF operational LGAs & health facilities to monitor and supervise the program performance and assess hygiene status of health centers using the hygiene and sanitation checklist. Outcome of these assessments will be shared with health Workers at coordination meeting.
    ·         Provide joint supportive supervision together with the program team and MoH and  identify gaps in program performance quality through supervision & monitoring visits
    ·         Plan and organize trainings for health facility staff on data collection, recording, compilation and reporting, as well as data quality, based on the gaps identified during the supervision and monitoring.
    ·         Establish training database to track progress on trainings provided to health workers & community volunteers at different levels.

    Objective 3:  
    Coordination and support at the LGA & health facility levels

    Key activities & responsibilities to achieve this objective:
    ·         Organize and conduct meetings with LGA M&E officers and others relevant persons at LGA level on regular basis to discuss issues related to supply management, program performance and relevant action points.
    ·         Exchange program data (Nutrition & WASH) with LGA health facilities on a regular basis, sharing relevant information with program team.
    ·         Coordinate with other program team members within ACF (WINNN STA, M&E TA etc.) to share information & learn best practices on program monitoring and evaluation
    ·         Work together with the program team in the preparation of IYCF/Nutrition & WASH M&E plans and its implementation

    Qualifications & Essential Skills:

    •     Bachelor of Science in public health, statistics or demography with previous experience  In data collection, program monitoring and evaluation
    •     Commitment to and understanding of ACF aims, values and principles.
    •     Experience of data collection, analysis, and report writing.
    •     Excellent computer skills, particularly with Microsoft Word, Excel,
    •     Willing and able to be based and travel regularly within remote areas, where services are limited.
    •     Strong organizational and analytical skills, and ability to work under pressure
    •     Strong interpersonal and community norms understanding.
    •     Highly motivated, and flexible
    •     Excellent verbal and written skills in English and local language
    •     Knowledge on  SPSS, SMART or any statistical software
    •     Working experiences in nutrition or health project
