    Job Overview/Summary:

    Under the supervision of the Senior Environmental Health Manager, the Environmental Health Manager will be responsible for IRC WASH component in restoring and strengthening health services in Borno state ensuring WASH intervention through health centers within Gwoza, Konduga, Magumeri, etc. LGAs in Borno are in accordance with IRC and donor requirement.     Major Responsibilities:

    Project implementation

    • Ensure that all IRC WASH related activities across Borno meets the need of the beneficiaries and in line with sphere, IRC, donor regulations and in line with Nigeria’s standards.
    • Ensure high quality implementation of the WASH component across health centers in Borno field sites, in a timely manner, within budget, and in full compliance with the donor contract and IRC rules and regulations.
    • Ensure that WASH interventions are appropriately-planned, adequately resourced and implemented in according to the IRC integration strategy for WASH and other sector in line with accountability guidelines.
    • Ensure good internal and external coordination, communication and spirit with the SPHCDA, WASH and Health teams across Borno state.
    • Actively participate in external coordination with relevant agencies to ensure project quality and avoid work duplication.
    • Establish good relations and coordination with WASH and Health humanitarian actors in LGAs of Borno state where the IRC is addressing the WASH needs in health facilities.
    • In collaboration with the other IRC sectors including RH, Health, Protection, and WPE by ensuring that protection mainstreaming and menstrual hygiene management (MHM) cut across WASH activities in Borno whilst the quality and timeliness of all WASH outcome are met during project implementation.
    • Work closely with M&E team in Borno to develop and improve M&E and feedback mechanisms for IRC WASH project in Health centers of Borno project, ensuring that the EH teams in the field actively monitor set indicators and effectively address concerns of the target communities.
    • Work closely with Supply Chain department to develop and monitor procurement and distribution plans for all active grants in Borno on a monthly basis. Lead in all WASH assessment with in Borno location ensuring that proposals and reports are informed by the findings of the assessments.
    • Actively participate in the internal and external reporting and proposal development for WASH in Borno by ensuring that all reports and proposal are submitted to EH coordination on time to allow for review before final submission to the country office.
    • Review progress of EA063 grant on a weekly and monthly bases in Borno in achieving program objectives and targets in collaboration with the supervisor and Health team.
    • Draft technical aspects of internal and external reports within agreed deadlines using IRC and donor formats, as required and share with the supervisor appropriately.
    • In collaboration with the program support officer, other EH managers, review Budget vs. Actual expenditures for EH programs on a monthly basis. Bring any over/under expenditure issues to the attention of the EH Coordinator in a timely manner.

    Human resources, finance, logistics and security

    •  Supervise a technical team of one Officer and two assistant in Borno by applying the IRC's performance management tools and by providing technical and non-technical management support and advice appropriately.
    • Participate in the recruitment of new WASH staff and  Manage the WASH budget lines of related active grants
    • Provide support to others WASH Managers in Borno by ensure that all IRC WASH spending in different grants is carried out and accounted for in a manner that is compliant with IRC procurement and financial regulations ensuring no overspending or under-spending.
    • Provide support to others WASH managers by working with the logistics department to ensure that WASH teams receive the necessary support in terms of transport, procurement and warehousing.
    • Ensure compliance with IRC security procedures for WASH interventions, as well as a high degree of security awareness and preparedness among the WASH teams. 

    Technical guidance and training

    • Spend significant time on WASH intervention sites to monitor activities and provide practical technical guidance to the team.
    • Based on needs and gaps, provide formal and informal technical training to WASH Officers and assistants and identify external training opportunities as needed.
    • Proactively liaise with the Senior EH manager for additional technical support.

    Others

    • Actively participate in the couching and capacity building of other Officers on report writing and proposal development.
    • Ensure that all EH work meets the IRC standard within the targets LGAs in Borno by visiting the sites appropriately.
    • Work closely with the senior environmental health manager Adamawa to coordinate activities with Borno and enhance consolidation and reports to the EH Coordinator.

    Qualifications

    • M. Sc/B. Eng/B. Sc. In geology, Civil and water resources engineering, Public health, Environmental health, and other WASH related courses with minimum of three years’ experience practicing WASH in humanitarian and development context.
    • Practical experience in project development, proposal writing and donor reporting.
    • Command of written English to produce documents and reports in good standard
    • Ability to maintain good working relationship with colleagues and partners
    • Experience in collecting and collating qualitative and quantitative data
    • High experience in budget analysis related to budget tracking for different donor funds
    • Ability to work with data collection and analysis software
    • Accuracy and keen attention to details, in order to produce high quality documents and maintain good records.

    Job Overview/Summary

    The WPE Community Mobilization Assistant will be focal in the awareness raising component of IRC WPE programming. This component aims to facilitate a change in attitudes and behaviors that condone and perpetuate Gender-Based Violence: this involves encouraging men and women to reflectively examine gender roles and inequalities in order to support a safer environment for women and girls, and to facilitate gender-inclusive development in the community.  S/he will work with communities to develop and implement plans to improve the safety and security for women and girls in the community.     Major Responsibilities

    Program Management, Technical Quality, and Strategy

    Outreach, information dissemination and community mobilization                                                             

    • Design and participate in awareness raising activities aimed at promoting changes in attitudes and behaviors regarding gender, gender equality and GBV.
    • Identify strategies to promote active community participation in prevention and response interventions designed to address GBV.
    • Play a lead role in the formation of community groups for response and prevention activities.
    • Lead on formation of community structures
    • Work with the WPE Trainer, Comprehensive Women Center, Case Worker to facilitate Trainings and sensitizations to community groups, local partners and Community Based Organizations   on GBV issues.

    • Promote women’s active participation in the leadership and decision-making of the community.

      REPORTING and MONITORING 

    • Compile and summarize weekly statistics to the Officers for monitoring purpose.
    • Submit weekly narrative reports to the officers in a timely manner.
    • Communicate all obstacles/Problems to supervisors and WPE Program Manager for further action.
    • Support on monitoring of EASE activities and community structures
    • Follow-up on psycho-social support activities and ensure that these activities are conducted appropriately and meet the needs of purpose for which they are intended.

    FINANCIAL

    • In collaboration with other WPE Staff submit monthly activity cash projections for prevention activities in a timely Manner to program manager.

    Job Overview/Summary

    Under the management of the WPE Manager, The WPE case management Officer will be based in Gwoza. She will coordinates with other WPE staff/sectors to ensure survivors needs are met and provide supportive supervision to WPE Case Workers to ensure properly and timely case documentation, services provision and follow up are provided for identified GBV survivors, with the use of GBVIMS incident recorder and be able to make analysis of trends for an informed programing, strengthen prevention activities and decision making. Will ensuring that hard copies of all cases documented are kept in a safe and secured cabinet with lock and key

    Major Responsibilities

    • Provide regular supervision to case workers and make sure that staff correctly document cases in GBVIMS+
    • Participate actively in GBV sub working group at LGA level

    • Ensure case workers follow the steps involved in case management, document the action plan and work with survivor to implement plan.
    • Follow-up with case workers to ensure developed plans are implemented.
    • Ensure case management steps are followed, referrals and documentation are happening in an appropriately and timely manner.
    • Maintain files on all GBV documented cases and follow-ups in all operational areas.
    • Regularly update documentation and maintain database for all documented cases, plan of action and follow-ups visits using the GBVIMS.

    • Manage Database of documented cases: to include statistics, and all other relevant information.

    Background

    The International Rescue Committee is an NGO that serves refugee and communities victimized by oppression and violent conflict worldwide.

    Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The initially intervened in response to flood disaster that affected over 7 million people across the country, destroying harvest and damaging home

    IRC is currently implementing programs in Health, Child Protection, WASH, Protection and Rule of Law, Nutrition and Women’s Protection and Empowerment in Damaturu, Yobe State, and North-Eastern Nigeria.

    WPE program implement prevention and response activities to address gender-based violence.

    Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole. 

    The IRC Women Protection and Empowerment  Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

    The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Yobe, North-Eastern Nigeria in a timely manner. 

     SCOPE OF WORK

    The Case Worker will provide psychosocial support, basic case management support to survivors of gender-based violence through individual counselling follow up support, referrals and dissemination of information on available GBV services to encourage access to services. She/he will in collaboration with the Response Officer oversee provision of   psychosocial /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with women and girls at the women and girls centres/safe spaces

    SPECIFIC RESPONSIBILITIES:

    The responsibilities of the Case Worker include but are not limited to the following:

    MAIN DUTIES:

    GBV Case Management

    • Provide direct support and care for adult and child survivors of gender-based violence, including counseling and basic case management. Case management services will include:
    • Assessment of needs of clients
    • Developing an action plan with clients
    • Implementing the plan with clients
    • Provide physical accompaniment to GBV survivors if requested  to access medical and other services according to their wishes, choices and decisions
    • Conduct direct and regular follow up of GBV survivors through home visits and based on survivors wishes and consent.
    • Case closure (if and when appropriate)
    • Conduct direct follow up of GBV survivors through home visits and regular follow up visits based on survivors’ wishes and consent.
    • Ensure proper documentation of reported GBV incidences through utilization of GBVIMS case intake, action, follow up and other case management forms appropriately.
    • Provide physical accompaniment  to survivors of GBV to access other services in accordance with their wishes, choices and decisions
    • Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services to women and girls.
    • Monitor how the GBV referral pathway is working through making direct follow ups with other organizations that are providing services to survivors.

    Psychosocial/Group Support/Safe Spaces

    • Conduct and help plan and organize psychosocial/ group support activities with women and adolescent girls to meet the emotional needs of survivors, build support networks among women/girls, and promote social integration of survivors and other vulnerable women.
    • Work with women and girls in the community to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls.
    • Ensure that vulnerable women and girls including GBV survivors are engaged on psychosocial activities of their choice that will support their healing and recovery.

    Outreach and Community Mobilization

    • In collaboration with the WPE Assistant Community  Mobilizers, conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls from accessing support and services with activities for female only group.
    • Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability and needs
    • Lead sessions to increase awareness on the consequences of GBV, promote available services to women and girls and address stigma preventing access to services at the women centers.
    • In collaboration with the WPE team, participate in meetings with community leadership structures when necessary  to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities
    • Identify and form women action groups in communities of intervention to ease prevention and response activities.

    Other duties and responsibilities

    • Support  mentorship and trainings to IRC and other NGOs  outreach workers/volunteers to improve their skills and capacity to support and refer survivors to services and adhere to guiding principles
    • Assess gaps on how the referral pathway is functioning through direct follow ups with service providers and make suggestions for improvement to the supervisor.
    • Support community mobilizers in facilitating EMAP (Engaging Men Through Accountable Practices) women weekly session as a key prevention strategy, behavioral change and also involving men ending violence against women in girls in community of operations
    • Ensure that GBV survivors, vulnerable women and girls are assessed, registered and distributed with dignity and/or household kits base on the WPE criteria
    • Ensure supplies/resources for counseling spaces, women centers and other program activities are requested on a timely manner and are efficiently utilized.
    • Adherence to the IRC code of conduct (IRC WAY) that ensures transparency, services and accountability to beneficiaries and reports any abuse of beneficiaries by other IRC staff, including sexual exploitation and abuse in accordance with the IRC reporting procedures.

    Job Overview/Summary

    The EH Assistant-Hygiene Promotion will be based in Damaturu and report to the EH Officer – Hygiene Promotion. S/he will be primarily responsible for supervising the implementation of hygiene promotion activities at village level as directed by the EH Officer-Hygiene Promotion.

    The main objective of this position is to support the EH Officer-Hygiene promotion in implementing hygiene promotion activities in the communities.  This includes training of Community Hygiene promoters, establishing and training WASH committees, community hygiene clubs and directly carrying out hygiene awareness in the communities.

    Major Responsibilities

    Technical Quality

Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world.     • The IRC Women Protection and Empowerment  Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

    Summary of Responsibilities

    • The GBV Prevention Staff   assists the Program Manager/Coordinator with activities of the WPE program specifically in the spectrum of GBV prevention
    • The Prevention staff will performs training functions in the camps and host communities in Yobe state.  She/he will help design prevention activities that will improve on program quality.     • The IRC Women Protection and Empowerment  Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.
    • The focus of this program is to provide good quality health and psycho social response services to conflict-affected women and girls in Yobe, North-Eastern Nigeria in a timely manner.

    Scope of Work

    • The Case Worker will provide psycho social support, basic case management support to survivors of gender-based violence through individual counselling follow up support, referrals and dissemination of information on available GBV services to encourage access to services.
    • She/he will in collaboration with the Response Officer oversee provision of   psycho social /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with women and girls at the women and girls centers/safe spaces

    Specific Responsibilities
    The responsibilities of the Case Worker include but are not limited to the following:

    Main Duties

    GBV Case Management:

    • Provide direct support and care for adult and child survivors of gender-based violence, including counseling and basic case management. Case management services will include:

    • Work with women and girls in the community to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls.
    • Ensure that vulnerable women and girls including GBV survivors are engaged on psycho-social activities of their choice that will support their healing and recovery.

    Outreach and Community Mobilization:

    • In collaboration with the WPE Assistant Community  Mobilizers, conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls from accessing support and services with activities for female only group.
    • Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability and needs
    • Lead sessions to increase awareness on the consequences of GBV, promote available services to women and girls and address stigma preventing access to services at the women centers.
    • In collaboration with the WPE team, participate  in meetings with community leadership structures when necessary  to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities
    • Identify and form women action groups in communities of intervention to ease prevention and response activities.

    Job Overview/Summary

    Job Overview/Summary

    The WPE Community Mobilization Assistant will be focal in the awareness raising component of IRC WPE programming.     Major Responsibilities

    Job Overview/Summary

    Under the management of the WPE Manager, The WPE case management Officer will be based in Gwoza. She will coordinates with other WPE staff/sectors to ensure survivors needs are met and provide supportive supervision to WPE Case Workers to ensure properly and timely case documentation, services provision and follow up are provided for identified GBV survivors, with the use of GBVIMS incident recorder and be able to make analysis of trends for an informed programing, strengthen prevention activities and decision making.     • Provide regular supervision to case workers and make sure that staff correctly document cases in GBVIMS+

    Background

    The International Rescue Committee is an NGO that serves refugee and communities victimized by oppression and violent conflict worldwide.

    Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The initially intervened in response to flood disaster that affected over 7 million people across the country, destroying harvest and damaging home

    IRC is currently implementing programs in Health, Child Protection, WASH, Protection and Rule of Law, Nutrition and Women’s Protection and Empowerment in Damaturu, Yobe State, and North-Eastern Nigeria.

    WPE program implement prevention and response activities to address gender-based violence.

    Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole. 

    The IRC Women Protection and Empowerment  Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

    The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Yobe, North-Eastern Nigeria in a timely manner. 

     SCOPE OF WORK

    The Case Worker will provide psychosocial support, basic case management support to survivors of gender-based violence through individual counselling follow up support, referrals and dissemination of information on available GBV services to encourage access to services. She/he will in collaboration with the Response Officer oversee provision of   psychosocial /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with women and girls at the women and girls centres/safe spaces

    SPECIFIC RESPONSIBILITIES:

    The responsibilities of the Case Worker include but are not limited to the following:

    MAIN DUTIES:

    GBV Case Management

    • Provide direct support and care for adult and child survivors of gender-based violence, including counseling and basic case management. Case management services will include:
    • Assessment of needs of clients
    • Developing an action plan with clients
    • Implementing the plan with clients
    • Provide physical accompaniment to GBV survivors if requested  to access medical and other services according to their wishes, choices and decisions
    • Conduct direct and regular follow up of GBV survivors through home visits and based on survivors wishes and consent.
    • Case closure (if and when appropriate)
    • Conduct direct follow up of GBV survivors through home visits and regular follow up visits based on survivors’ wishes and consent.
    • Ensure proper documentation of reported GBV incidences through utilization of GBVIMS case intake, action, follow up and other case management forms appropriately.
    • Provide physical accompaniment  to survivors of GBV to access other services in accordance with their wishes, choices and decisions
    • Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services to women and girls.
    • Monitor how the GBV referral pathway is working through making direct follow ups with other organizations that are providing services to survivors.

    Psychosocial/Group Support/Safe Spaces

    • Conduct and help plan and organize psychosocial/ group support activities with women and adolescent girls to meet the emotional needs of survivors, build support networks among women/girls, and promote social integration of survivors and other vulnerable women.
    • Work with women and girls in the community to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls.
    • Ensure that vulnerable women and girls including GBV survivors are engaged on psychosocial activities of their choice that will support their healing and recovery.

    Outreach and Community Mobilization

    • In collaboration with the WPE Assistant Community  Mobilizers, conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls from accessing support and services with activities for female only group.
    • Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability and needs
    • Lead sessions to increase awareness on the consequences of GBV, promote available services to women and girls and address stigma preventing access to services at the women centers.
    • In collaboration with the WPE team, participate in meetings with community leadership structures when necessary  to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities
    • Identify and form women action groups in communities of intervention to ease prevention and response activities.

    Other duties and responsibilities

    Job Overview/Summary

    The EH Assistant-Hygiene Promotion will be based in Damaturu and report to the EH Officer – Hygiene Promotion. S/he will be primarily responsible for supervising the implementation of hygiene promotion activities at village level as directed by the EH Officer-Hygiene Promotion.

    The main objective of this position is to support the EH Officer-Hygiene promotion in implementing hygiene promotion activities in the communities.  This includes training of Community Hygiene promoters, establishing and training WASH committees, community hygiene clubs and directly carrying out hygiene awareness in the communities.

    Major Responsibilities

    Technical Quality

    • Directly implement hygiene promotion activities in the communities; this includes household visits, hygiene awareness sessions and distribution of hygiene promotion materials.
    • Coordinate closely with the EH Officer-Water and Sanitation and Hygiene Promoters over water quality and beneficiary needs and preferences regarding water collection points

    Scope of Work

    • The Senior Grants Coordinator (SGC) will be directly supervised by the Deputy Director for Programs (DDP).

    Key Responsibilities
    Business Development:

    • Together with the DDP, lead the development process of a comprehensive and coherent business development strategy and help prioritize approaches to donors for the Country Program.
    • Research and analyze the changing donor environment and strategies and advise on effective influencing of donors, linking in with affiliate HQ (donor leads) as appropriate.
    • Oversee the delivery of the grants and partnerships commitments in the implementation of the IRC Nigeria 2020 Strategic Action Plan (SAP).

    Program quality and development:

    • WPE program implement prevention and response activities to address gender-based violence. Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole
    • The IRC Women Protection and Empowerment  Program is a multi-sectorial prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.
    • The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Yobe, North-Eastern Nigeria in a timely manner. 

    Summary of Responsibilities

    • The GBV Prevention Staff   assists the Program Manager/Coordinator with activities of the WPE program specifically in the spectrum of GBV prevention
    • The Prevention staff will performs training functions in the camps and host communities in Yobe state.  She/he will help design prevention activities that will improve on program quality. Will take the lead in planning and conducting Trainings on GBV and human rights issues and the monitoring and evaluation of training and sensitization activities. 
    • The Prevention staff   will take the lead in developing IEC materials that will improve on prevention and response of GBV, collates reports and statistics on trainings and sensitizations conducted in the field and submit to program Manager/Coordinator
    • She/he, in collaboration with GBV Program Manager/Coordinator, provides technical assistance in relation to prevention activities and prepares standardized training modules. 
    • The Capacity Building Assistant further  helps to establish collaborative relationships with collaborating partners, local Partners, local  authorities in particular the  SEMA and NEMA, Police,   medical personnel,  all IRC Sectors ,  women groups, and  youth’s groups,  and ensures that trainings are developed to meet their needs and also work with GBV Actors for a coordinated referrals for GBV Survivors.

    Key Duties and Responsibilities
    Training:

    • Take lead in all GBV training activities.
    • In collaboration with IRC Local partners, community mobilizer and case worker plan and conduct prevention activities including but not limited to awareness raising campaigns and community sensitizations.
    • Carryout a GBV training needs assessment for WPE staff, IRC sector staff, Partners, Women’s groups, community groups and other community stakeholders.
    • In collaboration with community mobilizer, case worker, conduct sensitizations and Trainings to Women’s groups Youth groups, and CBOs on GBV issues.

    • In collaboration Community Mobilization Assistant, hold weekly meetings with Women’s group’s to discuss issues like women’s rights, decision-making and gender equality.

    • She/he will in collaboration with the Response Officer oversee provision of   psycho social /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with women and girls at the women and girls centers/safe spaces

    Specific Responsibilities
    The responsibilities of the Case Worker include but are not limited to the following:

    Main Duties

    GBV Case Management:

    • Provide direct support and care for adult and child survivors of gender-based violence, including counseling and basic case management. Case management services will include:
    • Assessment of needs of clients
    • Developing an action plan with clients
    • Implementing the plan with clients
    • Provide physical accompaniment to GBV survivors if requested  to access medical and other services according to their wishes, choices and decisions

    • Monitor how the GBV referral pathway is working through making direct follow ups with other organizations that are providing services to survivors.

    Psycho-social/Group Support/Safe Spaces:

    • Conduct and help plan and organize psycho-social/ group support activities with women and adolescent girls to meet the emotional needs of survivors, build support networks among women/girls, and promote social integration of survivors and other vulnerable women.
    • Work with women and girls in the community to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls.
    • Ensure that vulnerable women and girls including GBV survivors are engaged on psycho-social activities of their choice that will support their healing and recovery.

    Outreach and Community Mobilization:

    • In collaboration with the WPE Assistant Community  Mobilizers, conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls from accessing support and services with activities for female only group.
    • Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability and needs
    • Lead sessions to increase awareness on the consequences of GBV, promote available services to women and girls and address stigma preventing access to services at the women centers.
    • In collaboration with the WPE team, participate  in meetings with community leadership structures when necessary  to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities
    • Identify and form women action groups in communities of intervention to ease prevention and response activities.

    Other duties and responsibilities:

    • Support  mentor-ship and training to IRC and other NGOs  outreach workers/volunteers to improve their skills and capacity to support and refer survivors to services and adhere to guiding principles
    • Assess gaps on how the referral pathway is functioning through direct follow ups with service providers and make suggestions for improvement to the supervisor.
    • Support community mobilizers in facilitating EMAP (Engaging Men Through Accountable Practices) women weekly session as a key prevention strategy, behavioral change and also involving men ending violence against women in girls in community of operations.

    Contextual Background

    • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Gwoza and Monguno of Borno state and Damatru of Yobe State.
    • Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods

    Job Overview/Summary

    • Under the management of the WPE Manager, The WPE case management Officer will be based in Gwoza.
    • She will coordinates with other WPE staff/sectors to ensure survivors needs are met and provide supportive supervision to WPE Case Workers to ensure properly and timely case documentation, services provision and follow up are provided for identified GBV survivors, with the use of GBVIMS incident recorder and be able to make analysis of trends for an informed programing, strengthen prevention activities and decision making. Will ensuring that hard copies of all cases documented are kept in a safe and secured cabinet with lock and key

    Major Responsibilities

    • Provide regular supervision to case workers and make sure that staff correctly document cases in GBVIMS+
    • Participate actively in GBV sub working group at LGA level
    • Lead in case conferences sessions at LGA level 
    • Ensure case workers follow the steps involved in case management, document the action plan and work with survivor to implement plan.
    • Follow-up with case workers to ensure developed plans are implemented.
    • Ensure case management steps are followed, referrals and documentation are happening in an appropriately and timely manner.
    • Maintain files on all GBV documented cases and follow-ups in all operational areas.
    • Regularly update documentation and maintain database for all documented cases, plan of action and follow-ups visits using the GBVIMS.
    • Conduct regular meetings with caseworkers for debriefing and provide support as may be needed.
    • Manage Database of documented cases: to include statistics, and all other relevant information.
    • Use the GBVIMS Incident Recorder to analyze cases documented for weekly, monthly and quarterly statistics as required by program Manager / Coordinator for internal and donor reporting in a timely manner.
    • Actively develop and maintain effective working relationships with case management actors in the field, including government actors, UN agencies, NGOs, and other relevant actors.
    • Provide weekly/monthly reports of prevention activities to the Program Manager.
    • Update the service mapping as well as ensure that referral pathway at Gwoza level is solidified
    • Identify and provide capacity building training for cases management team

    Job Description

    • The Human Resources Lead is responsible for providing strategic leadership for the HR function for over 2000 staff and incentive workers across the Nigeria Country Program
    • The HR Lead will manage the HR team to ensure efficient and high quality staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, policy and labor law compliance, employee engagement and staff care. The position acts as an HR advisor to the Senior Management Team (SMT)
    • The HR Director reports to the Deputy Director of Operations, Nigeria and the Regional HR Director, of West Africa and is a member of the SMT.
    • The HR Lead will adapt and implement Global HR initiatives and practices and serve as an advisor to maximize staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of HR processes and procedures in the service of supporting IRC programs.

    Responsibilities
    Strategic HR Leadership and Management:

    • Devise and deliver a planned HR approach to attracting, developing, inspiring and retaining the right people, with the right skills to achieve high-quality programmatic outcomes in line with Strategic Action Plans (SAPs).
    • As a member of the SMT, determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalization of roles and staff retention.
    • Actively participate in proposal design and grants opening and review meetings (GRMs, GOMs) specifically advising on organizational structure, position scoping, demographic/staffing analysis and other inputs critical to ensuring a strong HR foundation to support program quality.
    • Lead a collaborative approach to employee engagement, gender equality and staff care strategy and supporting initiatives, drawing on country, regional and HQ inputs and resources.
    • Conduct monthly and quarterly strategic HR metrics and analysis to inform SMT and Regional HR decision-making; lead on country program inputs to global HR scorecards and action plans.
    • Continually assess and refine recruitment tactics; Develop candidate rosters, actively network and employ innovative, creative recruiting methods to attract and hire the best talent. Proactively position IRC as an Employer Brand of Choice in the country.
    • Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency.
    • Deliver international HR management, including policy, process and employee relations management, with support from Regional HR Director as needed.
    • Lead the performance management process with guidance from regional and HQ HR. Create a plan to manage annual and mid-year Performance Check-Ins, conduct training on goal-setting, utilize budgets to organize development activities and work one-on-one with managers and employees to create country wide development plans. Through HR initiatives and actions, support a culture of continuous feedback.
    • Participate in budget preparation and provide strategic compensation analysis to drive nationalization and ability to attract high-quality talent. Define and review salary structure, coordinate annual compensation review process and compensation adjustments, consulting with HQ compensation team to align with best practices.
    • Manage national benefit plans, communicate updates and conduct information campaigns for national and international staff. Consult with HQ benefits team to align with IRC best practices.
    • Devise staff care action plans that elevate morale and support the well-being of staff; create emergency staff care interventions. Consult with Regional HR Director and Global Duty of Care Director to align with IRC best practices.
    • Oversee HR administration and ensure 100% compliance with current labor laws; consult and partner with local counsel as needed.
    • Lead all employee relations with professional grace with the aim of empowering employees and supervisors to with the tools and resources necessary to resolve conflicts with mutual respect. Act as impartial mediator when necessary. Escalate code of conduct issues, lead or co-lead employee relations investigations and ensure issues are brought to resolution with appropriate follow-up carried out. Partner with and seek counsel from Ethics and Compliance Unit (ECU) as needed.
    • Advise supervisors in determining appropriate, consistent and judicious disciplinary measures in line with local labor law and global policy.
    • Manage any lay-offs or reorganizations in partnership with SMT, supervisors and regional HR to with an emphasis on compliance, due diligence, communications and staff care.
    • Lead exit management to ensure seamless and positive transition for all departing employees.

    Staff Performance Management and Development:

    • Serve as a model of supervisory excellence; supervise and mentor direct-report HR staff, including communicating clear expectations, setting/refining performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
    • Provide constructive feedback and counsel on career paths and professional development for HR team and IRC staff; foster a culture of continuous learning opportunities.
    • Support senior staff to continue to pursue nationalization of senior and management positions.
    • Promote and monitor staff care and well-being. Model and support healthy work-life balance practices.

    Communications:

    • Communicate and encourage active practice of the principles of the “IRC Way – Global Standards for Professional Conduct” throughout the country program.
    • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff by delivering employee engagement and communication action plans.
    • Maintain and leverage open communications and partnership on projects and shared goals with other HR Leads at the country level, regional HR and HR HQ levels.
    • Provide direct support and advise the CD and SMT on staff communications to ensure clear, consistent, timely and transparent communication on matters impacting staff.

    Qualifications
    Education:

    • Bachelor's Degree required. Master's University Degree in HR Management, International Relations or Development, MBA, Law or related field is preferred.

    Work Experience:

    • Minimum of 8 years of progressive experience as an HR generalist, including recruitment, performance management, complex employee relations, compensation, training and development and HR Administration.
    • Minimum 5 years successful staff management experience
    • At least 2 years of experience with an international organization or international experience.
    • Strategic leadership experience managing an HR function for large budget programs in the INGO sector is strongly preferred.
    • Remote management experience strongly preferred.
