    State Programme Manager

    Details

    Specifically, the functions include:
    •     Effective programme management:
    ?    Delivery of state programme outputs and outcomes. including overall responsibility for the delivery of logframe output milestones and the implementation of the activity logs, and the delivery of the agreed budget.
    ?    Collation of information needed for measuring performance against the state log frame (e.g., state annual budgets, accounts and Measures of Political Commitment').
    ?    Managing the resident state team and technical assistcnce provided to the state, including conducting regular state team meetings and Technical Stream Lead (TSL) meetings.
    ?    Facilitation and coordination of activities - including rnsurinq that required
    meetings and workshops are arranged and that appropriate state partners are prepared in advance of any inputs (including scheduling consultancy visits).
    ?    Reporting. monitoring and evaluation at state level.

    •     Effective Relationship Management, including:
    ?    State Government (including preparation for and facilitation of State Annual Review). State Level Programme (SLPs). DFID State Representatives. Other DFID programmes in the state and other donors.

    •     Effective office operations and management, including:
    ?    Ensuring that SPARC technical and finance! admin staff provide timely, effective and efficient support to TSLs and other consultants.
    ?    Security management, including the conduct of regular security meetings, and reporting this to the National Finance and Administration Manager (NFAM).
    ?    Managing programme resources (including cash and office equipment) and the filing of appropriate financial returns and inventories.
    ?    Management and development of SPARC staff, including appraisals and performance evaluations.

    •    Effective Reporting, including:
    ?    Budget and expenditure reporting, including timesheets.
    ?    Communications/reporting/information flows, including direct oversight of the Management Information System (MIS) and the SPARC Fountain.

    Experience and Qualifications Required
    1.    Master's degree in Public Administration, social sciences or another relevant field
    2.    Technical expertise and at least 8 years experience in public financial management, public sector reform or policy and strategy development. A general awareness of the interdependencies between all three would be preferable.
    3.    Knowledge of various key development sectors and competence in collating, analysing and disseminating a broad range of technical information
    4.    Excellent interpersonal skills and an ability to relate to high-level politicians and technocrats
