    WASH State Consultant -Ekiti State (Focus State) & Others states in Nigeria

    Purpose of the Assignment

    • The purpose of this consultancy is to support the Field Office to assist State and LGA partners in the implementation of sustainable WASH services to achieve planned results under the FGN-UNICEF WASH Programme. 
    • The consultancy will be based on UNICEF approved Special Service Agreement (SSA) guidelines and managed by the WASH Specialist Akure Field Office to ensure effective implementation of all the planned WASH activities in the concerned states.

    Assignment Task

    • Assist the state to strengthen the capacity of WASH sector institutions at State & LGA levels including the LGA WASH Facilitators to plan and implement WASH programme in rural communities.
    • Support the Field Office to organize activities for building capacities of WASH institutions; and review activity proposals from partners for recommendation to the WASH Specialist for approval.
    • Provide technical assistance to the State Rural Water and Sanitation Agencies (RUWASAs) in the implementation, monitoring and supervision of agreed annual work plans with greater focus on ensuring quality of interventions.
    • Assist the Field Office to conduct regular supportive supervision and monitoring of WASH interventions in the state and end-use monitoring of WASH-related supplies.
    • Provide regular update on the availability of Operational funds and Counter Part Funds at State and LGA levels especially in donor-funded projects.
    • Assist the field Office to facilitate tracking of progress and produce reports with disaggregated indicators for planned project interventions in terms of quantity, quality, coverage, etc. and access of disadvantaged and marginalized groups.
    • Assist the Field Office to support RUWASA in maintaining a regular flow of information among stakeholders at all levels and establishing data room where all information and documents relating to the tendering/contracting/payment processes, monitoring and progress can be obtained.
    • Support the state in the documentation of process, progress and best practices of the project implementation to support evidence-based advocacy and learning (produce documentaries, human interest stories, case studies, etc.)
    • Any other relevant assignment that the supervisor may give to help achieve the planned WASH results.

    Expected Deliverables:

    • Detailed work plan for the implementation of the consultancy
    • Monthly Work plan for implementation of WASH Activities within the state
    • Monthly reports of WASH activities implemented within the state and progress reports on planned activities from the Field.
    • Final consultancy report of all activities carried out.

    Qualifications of Successful Candidate

    • University Degree in Civil/Environmental Engineering; Water & Sanitation; and Public Health.
    • At least 3 years of relevant experience in programme planning, implementation and monitoring preferably in water and sanitation sector.
    • Good communications and writing skills in English.
    • Excellent presentation skills, both in terms of written and oral communication.
    • Willingness to travel to rural and semi-urban areas of the country.
    • Ability to work in a multi-cultural environment.

    WASH Zonal Consultant - River Field Office

    Purpose of the Assignment

    • The purpose of this consultancy is to support the Field Office to assist State and LGA partners in the implementation of sustainable WASH services to achieve planned results under the FGN-UNICEF WASH Programme.

    • With the creation of Rivers FO and the resign of the former WASH state consultant position based in Rivers RUWASSA, the WASH section in Abuja and the Field Office in Rivers have approved this new SSA Wash Consultant in order to have additional human resources to support the WASH specialist managing 4 out of 5 states of the Niger Delta Support Programme (NDSP) that released counterpart funding after more than three years of advocacy.

    Assignment Tasks

    Monitoring and Evaluation (M&E) Consultant - (NOB)

    • To provide technical support in monitoring and evaluation to EU-MNCHN project, ensuring quality assurance support to project implementation and adequate documentation of progress made against planned results and achievements

    Assignment Tasks

    • Work with the SMOH, SPHCDA and other partners to support the monitoring and evaluation of EU-UNICEF MNCH Project
    • Systematic monitoring of project results at the State, LGA and Primary health care facilities based on the project M&E framework and agreed theory of Change (ToC)
    • Provide technical assistance to the SMOH and SPHCDA  to strengthen the M&E system at the state and LGA levels
    • Support SMOH and SPHCDA in the collation and update of EU–MNCHN project database at the State level.  Support the preparation of EU-MNCHN project quarterly, mid-year and annual reports
    • Support state to develop result-based annual work plans with clear measurable targets
    • Support State to conduct quarterly, mid-year and annual reviews and to document progress made against planned results.
    • Support the conduct of Nutrition SMART Surveys and other surveys for the purpose of generating performance data on project implementation
    • Set up and implement a quality monitoring plans, and data collection system at the facility level and linked it up to the State Monitoring system and indicators;
    • Ensuring that the Monitoring data tools are available at all service delivery points in adequate quantities.
    • In collaboration with state and LGA Trainers, organize and conduct trainings for health services providers in the use of the data collection tools, and analysis of data of the integrated high impact interventions.
    • Support the end user monitoring of equipment and supplies provided to health facilities.
    • Participate in on the Job Training, Supportive Supervision and mentoring of health workers related to data collection and ensure report is timely done and submitted.
    • Produce regular monitoring reports using the information provided by the Health/PHC  Monitoring System
    • Support SMOH and SPHCDA  to establish and manage effectively a result-based monitoring framework
    • Ensure that DHIS 2.0 platform in the state is updated with service data from the  EU-MNCHN project
    • Support the SMOH and SPHCDA to document and disseminate lesson learnt
    • Support the conduct of baseline, mid-term and end-line evaluation of the EU-MNCHN Project
    • Monitor implementation of updated Mama/CHEW/CBNC kits as entry point for promotion of desired health seeking behaviour and link with immunization/polio related activities.

    • Five years’ experience working on monitoring and evaluation of health projects.
    • Knowledge of the latest developments and technology in M&E field.
    • Knowledge of DHIS 2.0 platform for health data collection and collation considered as an advantage.
    • Ability to make timely and quality judgments and decisions and very good training skills.
    • Computer skills, including internet navigation and various office applications.

    Communication for Development Consultant (NOB)

    Purpose of the Assignment

    • This position is to support the State Ministry of Health, State Primary Health Care Development Agency and other partners in the implementation of evidence-based interventions that will result in the scale-up of and improved access to Maternal and Newborn Health Services with a particular focus on systems strengthening, local capacity building, focused mentoring in local facilities and communities in Adamawa, Kebbi and Bauchi States.
    • The officer will support the SMOH, SPHCDA and other partners in the implementation of various strategies and interventions that will strengthen partnership for policy reforms, sector governance and stewardship at LGA level, increased transparency and accountability, capacity building, provision of sustainable and scaled-up integrated MNCH service delivery with equity and community participation.

    Assignment Tasks

    • Under the supervision of the Communication for Development Specialist (NOC) and coordination of the State EU Programme Coordinator, work with State EU project team to guide implementation and monitoring of C4D interventions, in line with the workplan and results framework
    • Facilitate partnership at LGA and community levels (working with all institutions and structures) on effective implementation of the EU-MNCH programme
    • Participate in, facilitate and provide reports on implementation of interpersonal communication, community dialogue sessions and engagement with various participant groups under the EU Project
    • Lead processes of advocacy to key influential persons in Adamawa, Kebbi and Bauchi States (especially Traditional and Religious Leaders and Heads of Ward Development Committees) for support to EU-MNCH programme, especially promotion of MNCH behaviours
    • Support capacity development activities on C4D for Community-Oriented Resource Persons (CORPs), Voluntary Community Mobilizers (VCMs), Ward Development Committees (WDCs), Faith-based groups, women and youth groups for effective promotion of MNCH behaviours at community level
    • Document processes, key outputs, constraints and lessons learnt in the various platforms of C4D programming
    • Supervise community activities that promote health seeking behaviour among caregivers in Kebbi, Bauchi and Adamawa states in line with the EU project, including social events, festivals and commemorative events
    • Participate in and provide short Reports on the activities of the state Social Mobilisation Technical Committees (SOMTECs)
    • Support extensive documentation of all activities under the EU Project, including development and publication of 8 Human Interest Stories per year and a Quarterly EU Programme Newsletter and frequent Social Media outputs

    Expected Deliverables:

    • Monthly progress reports, including outreach services data, etc.

    Qualifications of Successful Candidate

    • 5 years’ experience working on Programme Communication/Communication for Development
    • Fluency in oral and written English is required. Knowledge of another UN working language an asset. Knowledge of local working language of the duty station, an asset.
    • Knowledge of the latest developments and technology in related fields.
