The holder of the position shall in particular be responsible for:

• Supporting the PROJECT UFR Vessel Company Representative/RSES-D and HSE Team onboard the vessels to ensure all lifting operations are carried out safely in line with COMPANY and Project HSE expectations and objectives.
• Continually liaising with DW CPLO to ensure that lifting and handling standards within TUCN and Project specification are consistently respected on offshore installation activities at SITE.
• Ensuring that Company Rules and Procedures (Lifting Management System) regarding handling & lifting operations are well understood and applied by the UFR Contractors.
• Participating/assisting the DW CPLO in the annual evaluation and review of TUCN approved 3rd Party Lifting Equipment Certifiers list which will be deployed on UFR offshore installation activities at SITE.
• Providing expertise in day to day handling and lifting activities on offshore installation activities at SITE, which include: categorizing lifts, hazard identifications and risk assessment and technical review (lifting procedures and organizations).
• Acting as Company Lifting representative for lifting operations on UFR offshore installation activities at SITE.
• Working with UFR Contractors to ensure technically acceptable lifting procedures and other related documentations are prepared in advance of lifting activities.
• Assisting the CPLO during assessment of UFR Contractors’ personnel competence to carry out lifting of handling operations.
• Reviewing Lifting Operations Plans for all critical lifting or handling operations on UFR offshore installation activities at SITE.
• Performing toolbox talks prior to the beginning of each working shift or when critical lifts are being carried out.
• Participating in the actual lifting activities and carrying out post-SERVICE debriefs in order to ensure good assessment of completed SERVICEs with a view towards providing performance feedbacks.
• Performing technical inspection and evaluation of cranes and selected lifting equipment proposed for use on UFR offshore installation activities at SITE.
• Ensuring that the SLS pre-lift checklist is completed and signed prior to every lifting operation.
• Ensuring regular site feedback to DW CPLO.
• Specifying the testing/proof load requirements in accordance with statutory requirements, relevant standards and company rules on consultation with DW-CPLO.
• Specifying the marking requirements in accordance with company rules.
• Reviewing and signing of all critical, complicated/complex lifting plans and JSA/RA after obtaining approval from CPLO.
• Doing periodic reviews of generic lifting plans.
• Developing and keeping up-to-date lifting and handling procedures / instructions at the UFR offshore installation activities at SITE.
• Coaching and mentoring personnel involved in lifting and handling operations (crane operators & riggers, etc.) on UFR offshore installation activities at SITE.
• Carries out post lifting SERVICE de-briefs.
• Ensures and witness the daily lifting and handling activities are carried out as per project requirements and promote best industry practices
• Verify all lifting equipments (lifting appliances and accessories) certification used for any lifting operations are valid and colour coded.

Job Requirement

• The SERVICE holder must be capable of ensuring the application of handling and lifting procedures implemented at the UFR offshore installation activities at SITE.
• Has valid certificates of trainings BOSIET or FOET or HUET & SAS
• The SERVICE holder must have knowledge of all types of cranes (e.g. crawler, mobile crane with outriggers & pedestal, barge crane, offshore cranes with AHC) and lifting operations that occur at UFR offshore installation activities at SITE.
• Knowledge of all aspects of lifting engineering including such items as onshore and offshore load charts, effects of ground bearing capacity, barge stability.
• The ability to prepare (or check) lifting engineering calculations and risk assessments.
• Hold appropriate technical qualification(s) and have sufficient practical experience to demonstrate technical competence.
• Good knowledge of the English Language for effective communication.

NDT ACTIVITIES
As the specialist in pipeline/structural Non Destructive Testing, on board the UFR CTR flowlines laying vessel the NDE Interpretor shall:

• Make sure the weld preparation and fit-up are acceptable as per specifications.
• Make sure the welds and their non destructive testing are duly identified.
• Ensure that NDE equipment and procedure on use onboard are in accordance with the project specifications.
• Ensure all pipeline welds AUT or X-rayed during his shift are duly interpreted by the NDE agents of CONTRACTOR.
• Supervise NDE processing and make sure it is done according to good workmanship.
• Witness all the NDE done during his shift, make his own interpretation of the results and agree with the NDE
• CONTRACTOR about the status to be given to the welds. In the absence of TPA onboard the vessel, the NDE
• Supervisor will act as the highest technical authority on board to validate NDE interpretation.
• Inform the COMPANY Main Representative about all shortcomings, problems and/or major defects detected in the
• fabrication.
• Ensure that the traceability of NDE results is well maintained onboard through appropriate QC records.
• Collect the reports carried out during its shift and file them properly on board available for the CY main representative.
• Liaise with UFR welding specialist when required

During the mobilization phase, he shall be able to judge the capability and skillfulness of welders in order to support the following:

Inspection and expertise of any NDE carried out on installation aids or auxiliary fabrications as per specifications.

• Stop immediately all unsafe acts by COMPANY, CONTRACTOR or third party personnel
• Be a safety leader for all CONTRACTOR and subcontractor staff in his domain of supervision
• Not engage in any unsafe acts

Job Requirement

• Previous offshore AUT experience on board J-Lay a pipe laying vessel
• AUT and X-ray radiography interpretation qualification up to date
• Certified UT inspector:
• Level 2 (3rd party) as per ISO 9712 or,
• Level 3 as per ISO 9712
• Fully conversant with DNV OS-F101 / API 11-4 welding code as well as GS EP PLR 420/421 and 430
• Having a solid experience in AUT and film reading for offshore pipeline
• Fluent in English (verbal and written).

Description

NDT ACTIVITIES

The Offshore Welding Supervisor shall:

• Review all Contractor Project documentation relating to welding, NDE and fabrication in general prior to the commencement of the welding activities on board the vessel
• Supervise any welding/welders qualifications done on the vessel
• Supervise any preparatory work to be done on the vessel before proceeding to the welding production offshore
• Make sure the welds are carried out according to the approved WPS.
• Make sure the weld preparation and fit-up are acceptable as per specifications.
• Agree with Contractor technical representatives on board on correction actions to be taken to meet project technical requirements whenever needed. Make sure actions are enforced accordingly.
• Make sure the welds and their radiography are duly identified and liaise with the offshore Company NDE Interpretor.
• Liaise with the offshore Company NDE Interpretor to ensure all pipeline welds NDE done during his shift are duly interpreted by the NDE agents of CONTRACTOR.
• Inform the COMPANY Main Representative and the Construction Manager about all shortcomings, problems and/or
• major defects detected in the fabrication
• Collect the inspection reports carried out during its shift and file them properly on board available for the CY main representative.
• Report any conformity to Offshore Company Representative

Job Requirement

Formal education:

• Welding or material science diploma
• CSWIP certified welding inspector level 3.2 or equivalent
• Fully conversant with API 1104 / DNV OS-F101 welding code and COMPANY specifications GS EP PLR 420/421
• Having a solid experience in NDE (AUT is a plus)
• Fluent in English (verbal and written).

The SERVICE holder is UFR Contractor’s focal point for day to day activity onboard the installation vessel.

In a narrow coordination with the UFR Installation team based in Lagos, the SERVICE holder shall:

• Supervise that the agreed procedures are respected during all the offshore presence of the installation vessel on PROJECT site, mainly for the following activities performed onboard the vessel by URF Contractor:
• Supply / Barge activities alongside or at close vicinity of the vessel
• Transfer of equipment onboard the vessel
• Deck operations
• Lifting, overboarding, lowering and landing of subsea structures
• Subsea ROV works
• Ensure that any modification of the agreed procedure is covered by the Management Of Change agreed process
• Sign in due time and when satisfactory preparation level has been achieved each specific Ready for Installation certificate.

Communicate with onshore support to:

• Plan the coming operations
• Mobilize offshore relevant personnel from other packages (i.e. SPS & Umbilical Contractor Personnel)
• Communicate, in accordance with the defined project procedures, with COMPANY Representative acting onboard other vessel(s) working at Site in case of co-activities or SIMOPS activities.
• Ensure, when relevant, the interface onboard the vessel between MWS Representative and URF Contractor and ensure, in accordance with MWS agreed scope, that relevant MWS certificate has been issued.
• Ensure that ICAPS are filled, signed and transferred to URF Contractor’s ICAPS Coordinator
• Ensure recording of daily report activities on board and approves the daily report issued by CONTRACTOR. This reporting shall include activities on board the vessel but also any other activities interfacing with his activities.
• The SERVICE holder will lead the COMPANY supervision team onboard the vessel.

HSE
The SERVICE holder is responsible, onboard the installation vessel, to ensure that COMPANY HSE standards are applied throughout the operations and participates to hazard assessments for any activity involving the vessel.

The company rep shall lead the offshore team and shall demonstrate exemplary HSE behavior to en ensure all works on the vessel shall be conducted in a safe manner according to the Total Golden Rules, CONTRACTOR HSE rules and international and local regulations. He is the COMPANY’s focal point in case of an emergency onboard the vessel and ensures proper implementation of the emergency response procedures. In particular the UFR OFFSHORE COMPANY REPRESENTATIVE shall:

• Regularly call meetings to remind and motivate the COMPANY and CONTRACTOR offshore team of the HSE principles
• Ensure all meetings start with a Safety Moment
• Ensure all offshore works are risk assed
• Ensure that toolbox talks are conducted at the start of each shift and Total Golden Rules are enforced for each operation
• Stop all unsafe acts onboard the vessel and enforce the authority of all his team members to stop unsafe acts
• Report improvement, anomalies and incidents according to the HSE management system on board the vessel and to the UFR HSE Manager according to the project procedures
• Not engage in any unsafe acts

Job Requirement

• Construction.
• Minimum 10 years experience in Design and Installation of Subsea / Deepwater Steel Structures or previous exposure to UFR EPCI projects.
• Good knowledge of international structural design codes / standards and COMPANY general specifications.
• Good organizational skills

Description
The UFR HSE Supervisor will report on daily basis to Company Representative on board the vessel/RSES-D. The role will also have a functional reporting line to the UFR Package HSE Coordinator. The SERVICE holder will have the responsibility to ensure that for all Project UFR vessel Construction activities offshore SITE, HSE is given the right level of attention throughout all phases of the project and that corresponding requirements stated in Contracts Exhibit L and COMPANY General Specification are properly implemented by all involved.

The SERVICE holder is directly responsible to:

• Assisted and advised the Company Representative on board the vessel/RSES-D on HSE matters as per Contractors’ compliance to the Company Project HSE plan, Approved HSE Bridging procedure and Exhibit L
• To monitor the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including HSE bridging documents
• Participate in Risk Assessment and SERVICE Safety Analysis studies dedicated to vessel construction operations in hands on board and ensure they comply with related COMPANY General Specifications and Guide manuals.
• Monitoring and reporting the Health, Safety and Environmental performance of the Contractor and its sub-contractors on site.
• Undertake site regular weekly HSE audits & inspections, and ensure corrective action recommendations are conclusively closed-out.
• Participate in the site emergency preparedness and follow-up the improvement measures undertaken after the regular drill/exercise.
• To participate in daily/shift tool box meeting, monthly/weekly HSE Meetings and any required specific HSE meetings.
• Take part in the preparation and attend the meetings of the site HSE committees
• To focus on the early identification of potential problems and to propose appropriate solutions to HSE Superintendent.
• To attend regular meetings with contractors’ HSE representatives to discuss and agree on HSE concerns and potential hazards.
• To be proactive in promoting HSE awareness at all levels within the project team and contractor personnel.
• To monitor the implementation of control measures identified during risk analyses while carry out the construction activity.
• To assist in the investigation of accidents and incidents to determine their underlying causes, report anomalies and check corrective actions.
• To monitor the implementation of actions arising from incident, accident, audit and inspection analyses
• To check first aid materials and HSE equipment are available on board the vessel.
• To carryout daily site surveillance of all work area onboard the vessel, carry out audit on validated PTW in use at various work stations for compliance with Company rules and international and Local safety Regulations.
• To carry out an initial HSE inspection of work area and assess the task to be carried out, and ensure it’s done as per procedure and the safest manner possible as stipulated in the PTW.
• To ensure proper Environmental Management practices and correct waste management system is in place as stipulated.
• To assist in the implementation of emergency procedures and on board vessel Drills to ascertain crew preparedness to emergency situation and recommend improvement on required areas.
• To report anomalies and incident and participate in Contractor incident investigation and report in Company format as required in Company Synergi system.
• To prepare and submit HSE daily and weekly report to UFR HSE Coordinator and the Project Management Team through Company Representative on board the vessel/RSES-D.
• To ensure suitable and task related Training courses/HSE campaigns are being carried out to promote HSE awareness and practice to all crew member on board.
• Work also as a Company PTW coordinator on board the Contractor installation vessels in Liaison with the Company PTW Coordinator of the FPSO and Drilling Rig.
• To carry out any other duties or tasks that may be assigned by his hierarchical superiors.

HSE

• To stay vigilant and maintain continuous awareness of hazards and surroundings.
• To also take care of colleagues safety and behaviour without hesitating to intervene as much as necessary.

Job Requirement

• Graduate Bachelors Degree (BSc) or equivalent in any engineering or physical science, and formal training in HSE with recognized qualification or certification i.e. BOSIET/FOET/HUET & SAS, Safety Management by HSE Professional, HSE auditor, Professional Incident Investigation and all related trainings related to the SERVICE Function
• Familiar with Offshore related HSE recognize international standard i.e. IMO SOLAS/MARPOL/STCW/ISM, IMCA, etc
• Minimum 15 years working experience in the Oil and Gas production projects, with minimum 5 years on position(s) of similar HSE responsibilities.
• Knowledge of risk assessment techniques and experience at organizing HAZOPS, HAZIDS, HAZAN and other reviews.
• Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc).
• Fluent in English language and ability to communicate well at all levels within the Company. In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills.
• Ability to work on rotation bases.
