    Transmission Expert

    Project Summary

    • Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity. Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria. Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector.

    Position Summary

    • Tetra Tech is recruiting a Transmission Expert that will support the Empower Nigeria team and liaise with Government of Nigeria bodies related to electricity, private sector companies, investors, donors, local banks, and end-user financiers to provide technical assistance that catalyzes improvement of the transmission sector, new transmission transactions and access to finance in the on-grid sector. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria. In-country travel may be required.

    Position Responsibilities

    • Engagement with key transmission sector stakeholders and support other related activities including, but not limited to:
      • Contribute to Empower Nigeria key metrics to help catalyze new transmission lines achieving financial Close in Nigeria by the end of 2029.
      • Identify technical assistance opportunities on on-going transactions in the transmission space and over a menu of interventions including but not limited risk allocation support, transaction advisory services, and building capacity activities, among others.
      • Support Transmission Company of Nigeria (TCN) improvement program and support any agreed ongoing initiatives to improve technical operational capacity.
      • Collaborate closely with participants to the Power Africa Partnership program, ensuring for any requests aligned with Empower Nigeria overall objectives.
      • Maintain a close collaboration with DFIs and non-governmental organizations active in the sub-region, as well a good knowledge of all USG agencies supporting the energy activities in the sub-region.
      • Act, in a proactive manner, to find opportunities that meet USAID’s and the host governments expectations.
      • Identify opportunities to implement Gender Lens Investment and collaborate to advance other cross cutting activity objectives.
    • Interact and coordinate with experts from other Tetra Tech operating units, as necessary.
    • Interact with client, suppliers and subcontractors.
    • Appraise the work carried out by the technical staff.
    • Build a transaction log and update it regularly.
    • Contribute to the program goals and Tetra Tech contractual objectives.
    • Manage field-based teams and home office staff on work-planning, activity design, scheduling and implementation, drafting technical justifications for client approvals, and reporting and budgeting.
    • Supervise and coordinate technical services, prioritize the activities in-country, and provide thought leadership and technical support as needed to accelerate a support activity.
    • Support the senior management team in the design, development and implementation of the Work Plan requested by the client.
    • Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines.
    • Supervise the development of Terms of References, SOW, Job Description, or any technical work description necessary for Empower Nigeria to hire subcontractors, consultants or employees related to the reporting and communications work.
    • Support all budgetary exercise necessary for the project.
    • Participate to all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications.
    • Autonomously lead discussions and engagements with utilities and relevant stakeholders in engineering activities.
    • Independently produce and review scope of works, engineering designs, specifications, schematics, single line diagrams, general arrangements, protection and SCADA architecture and technical reports.
    • Perform other related duties as assigned.

    Required Qualifications

    • Bachelor’s degree in electrical engineering.
    • Seven years of relevant work experience in transmission and distribution infrastructure.
    • Experience and knowledge of engineering design in the field of HV and MV power networks including substations, protection and automation, overhead lines, SCADA and telecoms.
    • Professional electrical engineer with expertise in design and implementation contracts for HV and MV energy infrastructure in West Africa.
    • Experience working with or for electrical utility.
    • Adaptable and able to work both independently and as part of a team.
    • Able to confidently build and maintain external and internal relationships.
    • Detail-oriented and careful approach to completing assignments and strong research capabilities, using a variety of primary and secondary sources.
    • Ability to prioritize and manage time effectively to meet deadlines and client needs.
    • Highly motivated to learn on the job, interface with clients, and undertake training and capacity building.
    • Excellent oral and written communication skills in English.

    Gender Specialist

    Position Summary

    • Tetra Tech is recruiting a Gender Specialist to ensure gender equality and social inclusion (GESI) integration across all Empower Nigeria activities. The Gender Specialist will be responsible for planning, designing, delivering, and reporting on GESI-related tasks contributing to Empower Nigeria’s overall goal and targets. This position is full-time.

    Position Responsibilities

    • Develop project- and activity-specific gender equality and social inclusion assessments and analyses, in accordance with USAID ADS 205 and the USAID Gender Equality and Female Empowerment Policy (2023) , based on previous analyses conducted, literature review, and fieldwork involving primary data collection and/or collaboration with local partners. Identify problems faced in the energy sector in different countries in the region and provide strategic recommendations for successful design and implementation of Empower Nigeria activities.
    • Based on GESI analysis, develop annual GESI strategies and action plans for Empower Nigeria implementation, including but not limited to:
      • Increase women’s representation in Nigeria’s energy sector workforce,
      • Support women’s entrepreneurship in the sector,
      • Engage men for gender equality in Nigeria’s energy sector workplaces,
      • Support gender-lens investing opportunities.
    • Develop Terms of References, Scopes of Works, concept notes, and any other documents related to planning and design of gender equality and social inclusion-related activities.
    • Provide on-demand technical assistance and advisory for project staff and Empower Nigeria stakeholders including capacity building and training to support gender integration into Empower Nigeria’s energy sector activities.
    • Collaborate with project staff to ensure gender integration across Empower Nigeria activities based on GESI assessment, strategies and action plan.
    • Support implementation of activities related to gender equality and social inclusion assessments by organizing events, meetings, or trainings, or other relevant engagements as needed.
    • Provide inputs for GESI integration into Empower Nigeria Annual Work Plan, Monitoring and Evaluation Plan and communications plans and materials.

    Guiding Principles Lead

    Position Summary

    • Tetra Tech is recruiting a Guiding Principles Lead. The Guiding Principles Lead will be responsible for supervising a team of subject matter experts working to integrate Guiding Principles (including gender, climate, reaching underserved markets, and just energy transition) throughout all Empower Nigeria interventions. This position is full-time.

    Position Responsibilities

    • Collaborate with project staff and local partners to ensure integration of GPs across the planning, design, and delivery of Empower Nigeria activities.
    • Ensure compliance with USAID policies regarding Guiding Principles, such as USAID ADS 205 , the USAID Gender Equality and Female Empowerment Policy (2023) and the USAID Local Capacity Strengthening Policy (2023), and USAID Climate Change Strategy (2022), among other USAID policies and strategies related to Guiding Principles.
    • Manage a diverse team to develop innovative approaches and deliver results.
    • Review or conduct assessments, workplans, and reports to identify opportunities for integration of Guiding Principles.
    • Provide inputs for Guiding Principles integration into Empower Nigeria Annual Work Plan, MEL plan, and communications plans and materials.
    • Coordinate with project staff and Empower Nigeria stakeholders to support the provision of on-demand technical assistance and advisory, including capacity building and training to support Guiding Principles integration into Empower Nigeria activities though gender-lens investing and other relevant activities.

    Required Qualifications

    • Bachelor’s degree in international affairs, international development, gender studies, anthropology, sociology, environmental science, energy, or another related field.
    • Ten years of implementation experience in a topic related to at least two of Empower Nigeria’s Guiding Principles.
    • Adaptable and able to work both independently and as part of a team.
    • Experience managing multidisciplinary teams.
    • Able to confidently build and maintain external and internal relationships.
    • Detail-oriented and careful approach to completing assignments and strong research capabilities, using a variety of primary and secondary sources.

    • Tetra Tech is recruiting a Human Resources Manager to provide advice and lead on recruitment, employee relations, employment law, benefits, policies, procedures, and immigration in compliance with Tetra Tech policies, local labor law and USAID regulations for a project office in Nigeria. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria.

    Position Responsibilities

    • Provide guidance to the project’s management on the application of Nigeria employment laws, employee agreements and policies, collaborating with external legal support as required.
    • Draft and issue the employment agreements, amendments/updates of employment, employee handbook, hiring documents and other project specific policies and procedures in coordination with Home Office (HO)Senior Project Operations Manager, Contracts and HO HR teams.
    • Research and respond to inquiries involving benefits including salary benchmarking and other HR related matters for Nigeria and oversee various benefits plans - including various leave types and health insurance plans.
    • Ensure compliance with various in-country labor laws and the project’s employee handbook through education, enforcement, and required updates.
    • Support on immigration matters for project staff as needed.
    • Establish and maintain positive working relationships with managers and team members; advise and support project staff and managers on employee relations matters; and collaborate with HO HR to respond to and investigate claims of ethical, grievance and unlawful concerns.
    • Manage the full cycle recruitment process for all project staff and manage onboarding process for project new hires.
    • Support performance review process and professional development and manage disciplinary action/ performance improvement plan process in collaboration with HO HR.
    • Manage employee departure process and ensure compliance with in-country labor laws.
    • Communicate to employees on HR related topics.
    • Assist with other HR tasks assigned.

    Required Qualifications

    • Bachelor’s degree in human resources management or related field.
    • Six years of human resource management experience in Nigeria including recruitment, performance management, employee relations, and compliance.
    • In-depth knowledge of HR laws and regulations in Nigeria, including employment contracts and benefits.
    • Experience in managing employee relations.
    • Excellent writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
    • Fluency (speaking, listening, writing, reading) in English.
    • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.

    Monitoring, Evaluation and Learning Manager

    • Tetra Tech is recruiting a Monitoring, Evaluation and Learning (MEL) Manager that will lead the design and operation of the MEL system under Empower Nigeria; coordinate with all project entities to ensure proper monitoring, data collection and quality; contribute to reporting to USAID and any entity approved by the Chief of Party. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria.

    Position Responsibilities

    • Design and implement ENigeria’s MEL Plan, ensuring its alignment with contract requirements and USAID policies, standards, and guidelines by providing overall technical leadership, compliance, and quality assurance for all MEL activities and reporting under ENigeria.
    • Lead the design, operation, and review of ENigeria’s MEL methodologies and tools to ensure standardization across country programs in indicators, data collection and quality, and reporting.
    • Conduct entries to the Power Africa Tracking Tool (PATT) and the Power Africa Information System (PAIS).
    • Oversee the collection of data and reporting on program management, output, and outcome indicators for the Nigeria program.
    • Conduct quarterly indicator performance quantitative and qualitative progress analysis.
    • Support the development of quarterly and annual reports via preparation of the indicator performance tables and drafting relevant content for reports.
    • Provide support including capacity building to ENigeria staff and other stakeholders to report ENigeria’s KPIs, assess progress, and continuously refine programming.
    • Maintain alignment with key concepts in the project MEL framework including the theory of change and the project’s role in the USAID Nigeria Country Development Cooperation Strategy.
    • Contribute to program adaptive management exercises and lessons learned by leveraging MEL data and analysis.
    • Support all budgetary exercise necessary for the project.
    • Participate in all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications.
    • Perform other related duties as assigned.

    Required Qualifications

    • Bachelor's degree in statistics, economics, engineering, management, or any other relevant field.
    • Eight years of experience in the implementation of M&E frameworks for donor-funded projects.
    • Demonstrated track record in Monitoring, Evaluation and Learning (including experience with log frames/results-based frameworks, collecting & reviewing monitoring information, coding qualitative data, and conducting evaluation research).
    • Experience in data collection, analysis and using tools such as MS Excel and statistical packages.
    • Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements desired.
    • Expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, and data analysis and visualization.
    • Experience in conducting MEL activities for USAID funded contracts.
    • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
    • Excellent verbal and written communication skills in English.
