    Supervisor, Medical Data Entry

    Main Duties and Responsibilities

    • Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organize and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.
    • Supervise, organize and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide good service support and reliability of the data collected.
    • Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc) into the appropriate data management system while ensuring quality of data.
    • Do quality control data officers’ performance on a regular basis?
    • Know and ensure proper use of software used for recording (i.e. Fuchia, Epi Info, etc.).
    • Ensure the accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.
    • Provide technical support to data entry officers/operators in project sites and give respond to their training needs.
    • Provide regular statistical reports for the medical team as well as inform the superior of any missing information, major changes or big differences in data

    MSF Section / Context-Specific Accountabilities

    • Collecting data to support epidemiological activities in outbreak investigation (data on time, place, people with emphasis on mapping when it is needed) with support from Mission Epi.
    • Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support either of Epi Mission.
    • Managing data systems and ensuring accurate, high quality databases; analyzing results and preparing regular written reports on progress and findings for Project Medical Referent and when appropriate to external collaborators/networks (MoH, other NGOs, etc.)
    • Providing training sessions to medical teams on relevant aspects of data collection, management and epidemiology to enhance team response capacity.
    • In line with LGAs/sMOH, monitor and report to PMR news of the outbreak
    • Give technical support to medical doctors and nurses to indicate needed information in the patients files
    • Conduct and support in analyses of project data for the purpose of routine reporting and ad-hoc requests as needed.
    • Support organizing and archiving patients' file in the archive room
    • Drive the implementation and maintenance of new/existing data collection tools and processes (e.g., reviewing patient/data flow, reconciling data collection, encoding and entry for the purpose of monitoring and evaluating activities) with support from Mission Epi.
    • Timely identification of needs within the data team (associated with HR, learning and development, technical support etc.) to ensure high-quality data/data system management, ensuring that issues are promptly reported to Project Medical Referent/Activity Manager to address needs.
    • On a weekly basis or as needed, ensure that all project databases are diligently checked for any errors and eliminate bad data (redundant, incomplete, and incorrect data).

    Minimum Required Skills and Qualifications

    Education:

    • Essential proven computer literacy, secondary education or qualifications either in administration, data entry or in statistics.
    • A Degree in Information and Technology (IT) desirable.

    Experience:

    • Essential working experience of at least one year with MSF.

    Laboratory Supervisor

    Main Duties and Responsibilities

    • Planning, organizing and carrying out laboratory activities and supervising the laboratory staff according to MSF protocols, security measures and hygiene standards, in order to support the MSF medical team in the diagnosis of patients’ diseases.
    • Participating in the project planning and follow-up and reviewing the laboratory budget when necessary in order to support MSF’s medical activities.
    • Ensuring the compliance of MSF hygiene and safety protocols, both individually and collectively as well as informing staff of existing biological risks.
    • Performing laboratory tests and carrying out sample collection (serology, haematology, biochemistry, bacteriology, parasitology ...) in accordance with prescriptions as well as ensuring that quality control tests are carried out regularly. Informing the doctor of the results of the tests and keeping a record of the analysis with data from patients.
    • Ensuring proper management (cleaning, maintenance, arranging) of all laboratory equipment and the adequate supply of needed equipment and material in order to prevent stock-outs. This includes being responsible for all required automatic instrument calibration, ensuring that no material is taken out of laboratories without prior authorization and carrying out a proper storage system and conditions, inventory, etc. In cooperation with logistics department, ensuring that cold chain is properly maintained in Laboratory areas for both, samples and reagents.
    • In the absence of a Laboratory Manager, ensuring proper registration and needs of all lab related activities in order to have a proper recording of laboratory activities. Preparing and sending slides/samples for external quality control.
    • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, coaching, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Producing regular reports on the testing and on any issues / problems related to laboratory personnel and / or the material used.

    MSF Section / Context Specific Accountabilities

    • Provide technical support to any designated counterparts supported by MSF
    • Implement on-site capacity-building trainings to standardise laboratory related Standards of Procedure (SOP) according to the project’s medical strategy.
    • Ensure SOPs for Lassa Fever (LF) detection are standardised across all MSF supported facilities.
    • Develop (or adapt) any necessary SOPs for LF sample collection, storage and transportation according to the working context.
    • Secure IPC standards throughout the process of sample collection, transporation and processing.
    • Strengthen communication with counterparts to secure sample transportation and processing is done following international and national standards.
    • Support any laboratory-related data collection and analysis in collaboration with data officers and/or supervisors.
    • Propose incentive-free alternatives that can strengthen collaboration with counterparts
    • Follow-up on laboratory supply stock to avoid any potential ruptures or general misuse in all MSF supportedfacilities.
    • Design any necessary forms or registers needed for sample collection follow-up.
    • Support laboratory facilities in case of HR gaps (only when these pose a threat to delay sample processing).

    Minimum Required Skills and Qualifications
    Educational Qualification:

    • Essential Degree as Laboratory Technician
    • Medical Laboratory Science degree is desirable but not essential

    Experience:

    • Essential 2-year experience in a laboratory, preferably as a Lab Tech.
    • Desirable in MSF or another NGO, desirable in a clinical laboratory

    Language:

    • Local language and mission language essential

    Knowledge:

    • Essential computer literacy (word, excel and internet)

    Storekeeper

    Main Duties and Responsibilities

    • Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities
    • Supervising materials and goods orders and dispatch in order to ensure its rational use.
    • Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
    • Checking the received cold boxes and controlling the cold chain-monitoring card
    • Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organised and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
    • Monitoring the store temperature and ensuring Cold Chain items are stored in an adequate temperature. Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
    • Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, way bill number, weight and mode of transport in accordance with the line manager’s instructions
    • In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
    • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
    • Assisting the line manager with preparation of the stock reports

    MSF Section/Context Specific Accountabilities

    • Participate actively in MSF emergency response to different disease outbreaks (Cholera, Yellow Fever, and other potential health hazards (internal displacement, influx of wounded patients) in the South East Region, being available to respond on short notice if needed.
    • Maintain consistent up to date records of Lassa Fever, Yellow Fever, Cholera, and MCP stocks and properly inform and support owners about needs and actions to be taken regarding stock levels.

    Minimum Required Skills and Qualifications:
    Educational Qualification:

    • Literacy essential
    • Desirable secondary education and warehouse management related studies

    Experience:

    • Previous experience as storekeeper desirable
    • Previous experience with an NGO or MSF is an asset.
    • Knowledge of pharmaceutical and mechanical items will be considered an asset
    • Previous experience with ERP software and good computer skills (e.g. Ms Office Suite) will be considered an asset
    • Essential basic mathematics and use of measuring equipment
    • Desirable, ability to do basic repairs

    Language:

    • Fluent in English and Igbo desirable

    Other Abilities:

    • Commitment to MSF priniciples and values
    • Good team working skills and open-mindedness
    • People management/supervising skills
    • Awareness of and sensitivity to the local cultue, norms and practices
    • Knowledge of the context of Ebonyi state
