    State Team Lead

    Reports to: Associate Director, Health Financing
    Duration: 3 years

    Project Background

    • HSCL with support from a key donor is implementing the Nigeria State-led Strategic Purchasing for Family Planning and Maternal Newborn and Child Health Project in Lagos State (SP4FP) and a few other states. The project involves the provision of technical assistance to the states for the strengthening of the strategic purchasing function of their health insurance schemes, with emphasis on integrated primary health care services including Family Planning (FP) and Maternal, Newborn and Child Health (MNCH) services.
    • HSCL is providing technical support to the Lagos State Health Management Agency (LASHMA), Health Facility Monitoring and Accreditation Agency (HEFAMAA), Reproductive Health/Family Planning (RH / FP) Unit and other relevant stakeholders within the Lagos State Ministry of Health (LSMOR) for the development and implementation of a workplan towards achieving the project’s goal.
    • We are seeking a suitable candidate for the position of State Team Lead (STL) on the SP4FP Project in Lagos State.

    Job Summary

    • The State Team Lead’s overarching responsibility will be to coordinate a team of technical support staff, to build capacity and to manage stakeholders. The STL will also ensure compliance with contractual requirements and deliver progress/technical reports as requested.

    Stakeholder and Risk Management
    The STL will:

    • Represent the firm at engagements with key stakeholders while building and maintaining cordial relationships.
    • Participate actively in relevant events planned by sub-grantees.
    • Regularly update the project’s risk management plan in response to implementation realities.

    The STL will also coordinate the project team towards the achievement of the following objectives:

    Health Financing:

    • Provide support to Lagos State Health Management Agency (LASH MA) and ether stakeholders for the implementation of an integration plan for the inclusion of Family Planning and Maternal, Newborn and Child Health services in the benefit packages for the scheme.
    • Provide technical support for the development and dissemination of an investment case for Family Planning in Lagos.
    • Review frameworks, processes, tools and operational guidelines for the Lagos State Health Scheme (LSHS).
    • Provide support to LASHMA for the conduct, validation and utilisation of an actuarial analysis for the redesigned health benefit package for the Lagos State Health Scheme (LSHS) - inclusive of FP & other MNCH services.
    • Support the implementation of the informal sector enrollment strategy.
    • Support the implementation of the Monitoring and Evaluation (M&E) systems for the scheme and facilitate reporting to the state’s Health Management Information System (HMIS).
    • Provide technical support to the healthcare financing unit of the Directorate of Healthcare Planning, Research and Statistics (DHCPRS) to fulfil its mandate

    Health Sctor Regulation:

    • Provide support for the design and implementation of a technical assistance plan for HEFAMAA.
    • Coordinate assessments of its existing structures, processes and capacity of relevant staff and develop plans to address gaps.
    • Provide support for the development and implementation of an M&E plan for HEFAMAA.

    Institutional Strengthening:

    • Support the development of an appropriate governance structure for LASHMA and HEFAMAA to enable the agencies deliver on their mandate.
    • Provide support for organisational development to HEFAMAA, LASHMA and other relevant state Ministries, Departments and Agencies (MDAS).
    • Track progress of capacity transfer and improvement of partner MDAs.

    Requirements

    • Candidate must possess an in-depth knowledge of Nigeria’s healthcare system and healthcare financing reforms.
    • Excellent knowledge of the healthcare landscape and relevant actors in Lagos State.
    • A minimum of 7 years’ demonstrated experience In implementing health financing/health insurance programs (especially in the areas of strategic purchasing for health and provider payment mechanisms). Experience implementing Family Planning programs would be an added advantage.
    • A master’s degree in Health Economics, Health Financing, Public Health, Public / Social Policy or a related field.
    • Proven experience in stakeholder management with ability to engage in technical and policy discussions with representatives of government and other development partners.
    • Experience in qualitative / quantitative research
    • Proficiency in Microsoft Office Suite and one or more of the following statistical software: SPSS, Stata, SAS and / or R.
    • Excellent oral and written communication skills.
    • Ability to develop policy briefs and other advocacy materials
    • Proven ability to provide on-the-job capacity building and mentoring.
    • Excellent time management skills and outstanding work ethic.

    Technical Assistant / Health Economist for Lagos State Ministry of Health

    Reports to: The Lagos State Honourable Commissioner for Health and, the Project Manager (Abuja) for HSCL
    Duration:  1 year (Renewable)

    Project Background

    • The Strategic Planning Unit of the Lagos State Ministry of Health undertakes various studies and research work for improving the efficiency and effectiveness of the state’s health system. These ongoing studies and research are conducted with the help of local and international partners, and findings directly feed into the formulation of strategies and decision making.
    • One of the key mandates of the SPU is to develop investment cases for health that communicate health benefits in terms that are appreciated by health, budget, and finance ministries, partners, and other stakeholders.
    • The unit also provides support for strategic planning for health, creation of appropriate roles for the private sector and efficient resource allocation within the public sector.

    Job Summary

    • The Health Economist will provide technical assistance to the Strategic Planning Unit of the Ministry, ensuring that all stakeholders and their inputs are harmonized to deliver on their mandate.
    • In addition, he will support capacity building of members of the Strategic Planning Unit as well as other relevant staff of the Ministry of Health.

    Working directly under the close supervision and guidance of the Honourable Commissioner for Health, the health economist will:

    • Play the leading role in conducting economic analyses and providing evidence for the public health initiatives proposed by the Strategic Planning Unit.
    • Coordinate the studies for the analysis of the impact of user fees versus health insurance on health care utilization in facilities and its implications, with equity analysis focused on utilization bywomen, vulnerable groups, and children.
    • Analyse the adequacy and allocation pattern of resources in the sector (especially for drugs and maintenance) and make recommendations for enhancing value for money.
    • Provide project management support for various programs being implemented by the Ministry of Health and contribute to identifying bottlenecks and proposing corrective steps to achieve the expected outcomes.
    • Support the Ministry of Health to build business cases for health through cost- effectiveness and/or cost-benefit analyses, and to conduct an analysis of the impact of health investments on key health indices (mortality and morbidity) and non-health indices (education, economic productivity, security etc).
    • Support the Strategic Planning Unit in conducting scenario modelling to visualize’ the expected direction and magnitude of changes resulting from proposed reforms, reveal crucial trade-offs associated with choices and estimate the cost implications of reform initiatives.
    • Take on an active role in the monitoring and evaluation of projects and provide progress updates on the various project components to the team (highlighting achievements and areas for improvement), regularly update monitoring indicators of the projects based on the project data and study outcomes, periodically prepare reports (using data generated by the projects) which will be used for policy purposes and to strengthen data collection methods.
    • Provide periodic reports on the progress and status of all assigned tasks and carry out any other tasks so assigned in pursuance of these objectives.

    Requirements

    • A master’s degree in Health Economics, Public Health, Public Policy, Statistics, or related field.
    • Minimum 7 years’ experience in the health sector and in health economics- related reviews.
    • Strong economic, statistical, and econometric skills, including experience with detailed, high-level data sampling and analysis.
    • Sound communication and technical writing skills.
    • Good knowledge of the Nigerian and state health systems and key health system actors.
    • Possession of cognate experience in providing technical assistance to the government at national or sub-national levels would be an advantage.
    • Ability to initiate and effectively manage policy reforms, especially in the development space.
    • Good interpersonal relationship skills.
    • Consistently approach work with integrity, energy, and optimism.
    • Proven ability to set priorities, multi-task, work independently and deliver results with limited supervision
