    Senior Finance Officer

    Overview

    • The Policy Innovation Centre (PIC) is seeking to hire a Senior Finance Officer who will provide high-level financial management support to the project accountant, staff, and management of the Policy Innovation Centre (PIC). This role involves ensuring that all financial operations, reporting, and controls are executed efficiently in compliance with organizational and donor requirements.
    • The ideal candidate will oversee financial planning, budgeting, and management of funds, providing strategic guidance on the effective allocation of resources to achieve project objectives.

    Job Responsibilities
    Financial management:

    • Ensure accuracy in the preparation and posting of payment vouchers and journal entries.
    • Provide adequate support to the Project Accountant in ensuring that all necessary controls are in place over PIC assets.
    • Support the Project Accountant in producing accurate and timely reports to donors and internal financial documents required by Management

    Accounting Services:

    • Ensure effective cash management, internal control, tax and statutory compliance.
    • Computation and payment of monthly salary.
    • Ensure timelines of funds disbursements and accurate recording.
    • Monitor Advances to ensure timely and accurate liquidation.
    • Assist when required in the preparation of vouchers for all the financial accounting-related transactions on a daily basis for review by the authorized personnel.
    • Monitor the bank balances on a daily basis and prepare bank reconciliation statements on a monthly basis.
    • Support the development of Financial Management Policies and Procedures and conduct training on financial matters for PIC staff when necessary.
    • Ensure staff compliance with the financial policies of PIC and that of the donor.
    • Preparation of the monthly National Staff Benefits report.
    • Taking an active part in the preparation of monthly and end-of-year financial reports.

    Budgeting:

    • Assist and guide programmatic staff members regarding timely responses to bids and proposals.
    • Provide general budget preparation guidance on such matters as: cost proposals, best and final offers, and budget modifications.
    • Review and analyse the solicitation final requirements.
    • Development of a strategic approach to pricing projects.
    • Monthly budget tracking of project and departmental budgets, ensuring that spending aligns with financial plans.
    • Provide financial analysis to support decision-making and strategic planning.
    • Support development of annual and project budgets by incorporating estimates, data, and selected analyses that impact such factors as direct and indirect costs and life-to-date funding.

    Grant Management:

    • Ensure that all subawards comply with donor budgetary and billing requirements, by tracking all subaward commitments, obligations, and available funding.
    • Review subaward invoices and financial status reports for accuracy.
    • Track and report on grant income and expenditure, ensuring funds are utilised according to donor agreements
    • Prepare financial reports for donors, ensuring accuracy and adherence to donor guidelines

    Risk Management:

    • Identify and address financial risks, implementing internal controls to safeguard the organisation’s assets.
    • Ensure that financial systems and procedures are robust, compliant, and support future growth.
    • Ensure the provision of timely, efficient, and accurate analytical consulting services regarding the program’s finances and budgets.

    Job Responsibilities

    • Bachelor’s Degree in Accounting or its equivalent.
    • Must be a qualified Accountant with a professional institution such as ICAN, ACCA,
    • At least 5 years of professional experience in an international non-governmental organization or a related field.
    • Excellent command of the English language

    Procurement and Logistics Officer

    Overview

    • The Policy Innovation Centre (PIC) is seeking to employ a Procurement and Logistics Officer to support the efficient operation of procurement, logistics, security, and office management activities in line with PIC and donor policies and regulations.
    • This role will ensure the timely acquisition of goods and services, implement security protocols, and manage logistics for staff and office operations.
    • Additionally, the officer will oversee office administration, supervise inventory management, and maintain a clean and organised office environment

    Job Responsibilities
    Procurement Activities:

    • Procure goods and services in line with PIC and donor procurement rules and regulations.
    • Coordinate the review of procurement-related documents, and prepare pricing/bid analysis.
    • Issue purchase orders and ensure prompt delivery of ordered items.
    • Adhere to the procurement policy at all times and develop/maintain a procurement tracking tool.
    • Verify the quality of goods and services against outlined specifications.
    • Receive goods and services from vendors and other service providers.
    • Verify and process all vendor invoices for payment.
    • Maintain and update the inventory register.
    • Supervise the Office & Facility Assistant to ensure the receipt and issuance of goods from the store are properly documented. Properly document PIC property issued to employees and frequently update the PIC Asset List.
    • Ensure all equipment and furniture are tagged and listed in the inventory.
    • Ensure office equipment insurance is in place and regularly updated.
    • Support inventory verification.

    Security Issues and Activities:

    • Conduct security assessments and mapping for all PIC project implementation states.
    • Provide daily security updates for staff.
    • Offer security advice regarding staff travel.
    • Liaise with security agencies within project states and at the national level.

    Logistics Support for Staff and Office Operations:

    • Coordinate flight bookings, and pick-up/drop-off to and from the office and airport, including lodging arrangements for staff and consultants.
    • Coordinate ground travel logistics.
    • Establish and maintain business relationships with hotels; negotiate and establish cost-effective rates for PIC-identified hotels after performing due diligence checks. Ensure all service contracts are up to date and in PIC's and donors' best interest.
    • Provide logistics support for workshops, trainings, and meetings.
    • Ensure smooth coordination of travel protocols for special guests invited by PIC.

    Support Office Management and Administration:

    • Ensure that office furniture, equipment, and facilities are adequate and in good working condition.
    • Support the Administrative Assistant in ensuring workstations are available for staff, and that repairs are done in a timely manner.
    • Ensure adequate space allocation for staff and resolve space-related issues promptly.
    • Supervise general clerical duties, including photocopying, mailing, and filing.
    • Assist the Finance & Administration team in managing requisitions and updating the inventory.
    • Supervise and monitor the use of office equipment.
    • Ensure the office environment remains clean, orderly, and hygienic.

    Qualifications/Job Requirements

    • Minimum BSc or its equivalent in Administration.
    • Good oral and written English skills.
    • Minimum of 5 years of work experience.
    • Previous administrative experience in an office setting.
    • Strong computer and internet skills, including proficiency in Microsoft Word, Excel, and other commonly used software. (Access database skills are a plus.)

    Job Responsibilities
    Research and Analysis:

    • Project Leadership: Lead or support the entire lifecycle of research projects, from conceptualization, methodology design, data collection, and analysis, to report preparation. Ensure research outcomes align with the Centre’s strategic objectives and contribute to advancing gender equality in economics.
    • Situational Analysis: Conduct comprehensive situational analyses to identify barriers and opportunities related to women’s participation in economics within academic institutions. Develop and apply evidence-based strategies to address these challenges.
    • Publication and Dissemination: Draft, review, and contribute to high-quality publications, including research reports, policy briefs, and blogs. Oversee the peer review, editing, and dissemination processes, ensuring that evidence products reach and influence key stakeholders.
    • Evidence Representation: Represent the Centre’s research work at national and international forums, including conferences, working groups, and seminars. Advocate for policy changes based on research findings, positioning the Centre as a thought leader in gender economics.
    • MEAL Support: Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop and implement robust MEAL frameworks. Ensure research outputs are systematically monitored, evaluated, and integrated into broader learning agendas.

    Stakeholder Engagement & Advocacy:

    • Stakeholder Mapping and Advocacy: Conduct stakeholder mapping to identify key gatekeepers, champions (male allies and female leaders), and influential stakeholders. Lead advocacy efforts to promote women’s leadership in economics and build strategic partnerships.
    • Strategic Engagement: Develop and implement multi-level stakeholder engagement strategies, creating and executing advocacy campaigns that promote institutional change and women’s empowerment in economics.
