    Research Assistant

    Purpose and Objectives

    • The purpose of the consultancy is to conduct a qualitative study to evaluate the perceived feasibility and acceptability of the integrated EQA-CQI intervention, as experienced by key stakeholders involved in its implementation and oversight.

    The specific objectives are to:

    • Explore stakeholder perspectives on the implementation of the integrated EQA-CQI intervention, including facilitators and barriers encountered.
    • Assess the acceptability of the intervention design, tools, and processes among key actors including hospital staff, project implementers, and government stakeholders.
    • Gather recommendations from stakeholders on how the intervention can be improved, institutionalised, or scaled up.

    Scope of the Assessment

    • The qualitative assessment will be conducted in selected project-supported hospitals and relevant oversight institutions, including the State Malaria Elimination Programme (SMEP) and the Hospital Management Board (HMB), in Kano State.
    • The assessment will involve key informant interviews (KIIs) with stakeholders engaged in the design, implementation, or oversight of the integrated EQA-CQI intervention.
    • These will include clinical and laboratory personnel, hospital managers, EQA supervisors, CQI facilitators, and government officials from SMEP and HMB.

    Approach and Methodology

    The assessment will follow a qualitative research design to complement the quantitative evaluation of the EQA-CQI intervention. This will involve:

    • Gathering data through key informant interviews to capture diverse stakeholder perspectives.
    • Using purposive sampling to ensure representation across relevant stakeholder groups.
    • Applying thematic content analysis to identify key patterns and insights.
    • Adhering to ethical standards, including informed consent, confidentiality, and voluntary participation.
    • Synthesising findings to provide contextual understanding and inform programme improvement and potential scale-up.

    Specific Tasks:

    • Support the scheduling and coordination of key informant interviews across selected sites.
    • Assist with notetaking and audio recording during interviews.
    • Transcribe interview recordings promptly and accurately; translate from Hausa to English where applicable.
    • Organise and label transcripts and recordings for easy retrieval and analysis.
    • Maintain confidentiality and adhere to ethical standards in handling sensitive information.
    • Provide general fieldwork support, including scheduling, respondent follow-up, and documentation.
    • Participate in daily debriefings or check-ins with the lead consultant to ensure progress and resolve issues.

    Deliverables:

    • Accurate English translations and transcripts of assigned interviews, with corresponding audio files and labelled field notes submitted to the lead consultant.

    Person’s Specifications

    • Bachelor’s degree in public health, social sciences, or a related field.
    • Experience supporting qualitative data collection, including transcription and translation.
    • Proficiency in English and Hausa (spoken and written).
    • Good organisational and communication skills.
    • Ability to maintain confidentiality and follow ethical research protocols.

    Data Supervisor - Qualitative Survey

    Purpose of Assignment

    • The selected supervisors will guide, monitor and supervise the data enumerators throughout the Malaria Market Analysis (MMA) data collection process. The data supervisor will ensure compliance of the data enumerators to all guidelines emphasised during the qualitative training exercise by the data enumerators.
    • Briefly, the supervisors will ensure data enumerators understand and comply with responsible conduct of research, comply with the MMA research methodology, adhere to Malaria Consortium safeguarding policy, communicate with study participants in socially and culturally acceptable ways, respect participants right and freedom to either give an informed consent (Agree to participate) or provide informed dissent (Decline participation) as appropriate in the study.
    • Supervisor will also ensure data enumerators use appropriate tools, submit accurate data and use the DC voice recorders to document the views of the participants throughout the study.

    Scope of Work

    • Participate in capacity building activity on FGDs, KII, IDI study guides.
    • Participate in pretesting (Pilot testing of tools), discussion of data collection tools, role plays, and field simulation exercises).
    • Lead in survey participant confirmation and serve as first point of contact to address immediate challenges or provide oversite at the grassroot level and escalate challenges to MC as deemed appropriate.
    • Each state supervisor will oversee 4 data enumerators for the qualitative arm of the MMA survey.
    • Lead in interview schedule and allocation of qualitative interviews to enumerator pairs in the state using the approved population group stratifications.
    • Supervise data enumerators to ensure collection of quality and accurate data through periodic quality checks.
    • Review all in-depth interviews, key informant interviews and focus group discussions data for quality and alignment with study objectives before allocation for translation and transcription.
    • Provide a weekly and end of data collection report highlighting the community entry, data collection process, key challenges, lessons learn and recommendations to MC.
    • Participate in daily review meetings at the end of each field activity.
    • Report any field incidence to the project team for immediate action.
    • Take leadership assigning audio files for translation and transcription to data enumerators and collate the audio files and transcripts for submission to MC research Specialist after the qualitative survey.
    • Coordinate with the research specialist and other project team throughout the data collection process.

    Qualifications and Experience

    • Candidates must have a Bachelors’ Degree in Statistics, Public Health or any medical related field with at least 3 years’ experience.
    • Strong evidence of prior participation in a qualitative survey specifically FGDs, KII and IDIs.
    • Working knowledge of Microsoft office package with good report writing skills.
    • Residency within the project implementation state and availability for the duration of the MMA survey exercise.
    • Candidate must not be a current employee of any government ministry or agency as at the time of recruitment.
    • Good understanding of research methodology.
    • Deep knowledge of the predominant local language of the state, residency within the state and proficiency in spoken and written English Language.
    • Excellent time management, leadership, coordination and organizational skills.

    Deliverables:

    • Summary report of daily field activities collated from field enumerators.
    • Final Consultancy report for the states.
    • Collation of timesheets and other necessary documents for submission to national supervisor.
    • Total number of enrolled and schedule KIIs, IDIs and FGD sessions with participants ahead of the qualitative arm of the survey.
    • Submission of Translated study tools into predominant local language of the engaged resident state of the project.
    • Attend relevant state level debriefing with the SMEP on best practices and challenge mitigation as appropriate.
    • Collate the timesheets of all assigned data enumerators and submit them to the national supervisor.

    Finance Assistant

    Objective

    • To provide robust, hands-on finance support during the Mass Administration of Azithromycin (AZM MDA) campaign in Kaduna State by ensuring timely documentation and processing of payments related to training, logistics, and service delivery across the remaining 5 LGAs.

    Purpose of the Assignment
    The Finance Support Assistants will:

    • Provide clerical and administrative finance support throughout the campaign period.
    • Facilitate and track payments related to cascade training, MDA activities, and logistics.
    • Ensure accuracy and completeness of financial documentation in accordance with donor and MC internal policies.

    Methodology

    • The methodology for this assignment involves providing targeted finance support to the State Finance Officer throughout the 2025 training and distribution campaign in Kaduna State.
    • The state is subdivided into 21 LGAs. The Finance Assistants will support payment and documentation activities for the Phase II campaign covering 5 LGAs, while also ensuring proper documentation of the personnel payment processed in 18 LGAs and vendors payment.
    • Each assistant will support payments for an estimated 5,000–6,000 campaign personnel in the 5 LGAs and over 30 vendors per cluster.
    • Responsibilities will include documentation review, payment tracking, schedule preparation, and compliance monitoring in collaboration with the state finance officer.

    Key Responsibilities
    Daily Tasks:

    • Review all transactions and ensure completeness of documentation and required approvals.
    • Review attendance records using the approved database and prepare accurate payment schedules for AZM Campaign personnel, ensuring that schedules match both the attendance sheets and the database.
    • Prepare payment vouchers and ensure proper cost classification and coding.
    • Receive payment advice and attach to relevant documents for proper filing.
    • Collaborate with the Finance Officer to ensure that payment vouchers (PVs) are raised with all supporting documents and are properly filed.
    • Advise the Finance Officer on financial issues and flag areas of concern, proposing potential solutions.
    • Maintain an Excel journal template to record all completed payments, and share with the Finance Officer weekly for posting.
    • Safeguard the organisation’s resources by thoroughly reviewing all payment requests, TAFs, and PRFs in compliance with the Malaria Consortium Manual, Policies, and Procedures.
    • Follow up on the stock balance of financial forms (e.g., arch files, stamp, pins, clips,) and make timely requisitions to prevent stock-outs.
    • Support onsite logistics and distribution of training materials where necessary.
    • Attend and take finance-related notes during cascade training sessions.

    Weekly Tasks:

    • Follow up with finance officer and dotted line supervisors for pending documentation that would enable achievement of deliverables.
    • Prepare and submit payment schedules for cascade trainings and MDAs by LGA.
    • Review supporting documents before submission to the country office for archive.
    • Maintain and update trackers for paid vs pending claims by activity and LGA.
    • Track and receive all invoices from suppliers and vendors; process invoice authorisation forms and process payments with appropriate approvals.
    • Assist with Failed payment tracking and reconciliations.
    • Generate weekly summary reports of all finance activities.

    Operations and Other Tasks:

    • Archive, scan, and file all finance documents ensuring compliance with the MC finance manual filing standards.
    • Maintain a tracker for all payment documents and ensure they are sent to or received from Abuja.
    • Support audits by making required documents available.
    • Assist in asset spot checks and physical verification exercises.

    Deliverables:

    • Complete and verifiable payment schedules for all cascade trainings and MDA rounds.
    • Scanned and filed documentation for each payment batch.
    • Weekly activity tracker and finance support status reports.
    • Monthly summary report
    • Final summary report at the end of the 8-week assignment.

    Accountability:

    • Directly accountable to the State Finance Officer – Jigawa State.
    • Functionally report to the Country Office Finance Officer and State Program Manager.
    • Must maintain confidentiality and adhere to MC's safeguarding and data protection policies.

    Support and Resources:

    • Consultant would be required to work with their personal laptops
    • A workstation at the MC field office in Jigawa will be made available.
    • Orientation on SARMAAN finance tools and reporting templates.
    • Supervision and oversight by the State Finance Officer and designated MC staff.

    Expected Outcome

    • A smooth and timely financial documentation and payment process across all 27 LGAs.
    • Reduced errors and improved turnaround time in processing participant and vendors’ payments, with an estimated payment completion period of no later than 13 days after the conclusion of each activity. Strengthened compliance and transparency in MDA-related financial transactions.

    Specific expected outcomes include

    • Submission of Accurate Payment Schedules: At least 3 LGA payment schedules must be reviewed, validated, and submitted within 48 hours of receiving complete supporting documentation (i.e., attendance sheets and Approved databases).
    • Voucher Preparation and Processing: Prepare corresponding payment vouchers within 24 hours of validation and submission of the payment schedule.
    • Documentation and Attachment: Ensure payment advices are properly generated and attached to all processed vouchers immediately after final authorisation on the I-banking platform.
    • Document Scanning and Filing: Scan and file all payment-related documents within 3 days of final payment authorization.
    • Archiving Coordination: Collaborate with the state finance officer to ensure all original payment documents are packaged and dispatched to the Country Office no later than the 10th working day of the following month.
    • Ongoing Support and Compliance: Maintain 100% compliance with documentation standards (complete signatures, correct codes, proper use of templates) and escalate any discrepancies to the Finance Officer within 12 hours of detection.

    Type of personnel required
    Finance Assistant:

    • A graduate preferably with a degree in Finance, Accounting, Business Administration or any social science course
    • Computer literate preferably at intermediate level–use of Excel and Word
    • Excellent numeracy, written and verbal communication skills
    • Exceptional attention to details and accuracy
    • Ability to work independently in an organized manner but within an integrated team.

    National Supervisor - Qualitative Survey

    Purpose of Assignment

    • The senior supervisors will guide, monitor and supervise all data supervisors during data collection activities. The national supervisor will ensure compliance of the state level data supervisors to all malaria consortium guidelines and safeguarding policies.
    • Review to certify that data collected by the state level personnel are accurate and of good quality.
    • Collect and submit all issued project equipment (DC voice recorders) provided by Malaria Consortium to the field officers.
    • The senior supervisor will ensure the data supervisors comply with responsible conduct of research, comply with the MMA research methodology and submit accurate state level reports in a timely manner.

    Scope of Work

    • Participate in capacity building activity of supervisors and enumerators.
    • Participate in pretesting (Pilot testing of tools), discussion of data collection tools, role plays, and field simulation exercises).
    • Provide timely support, mentorship and act as first line of contact for state level supervisors on the MMA project.
    • Provide support in addressing any challenge relating to data supervision at the state levels and escalate challenges to MC research specialist as deemed appropriate.
    • The senior supervisor will oversee 19 state supervisors during the qualitative survey on the MMA survey.
    • Monitor the supervisors using the MC approved checklist to assess the performance of state level data supervisors on the qualitative survey across the study sites
    • in-depth, key informant interviews and focus group discussions
    • Collate the reports of all states level supervisors for submission to the research specialist after ensuring their quality and accuracy.
    • Provide weekly and end of data collection report highlighting the state specific community entry uniqueness or outliers, data collection process, key challenges, lessons learn and recommendations to MC research Specialist.

    Deliverables:

    • Submit a consolidated report for all 6 project states activity implementation processes and results.
    • Collate the timesheets of the data supervisor and data officer for submission
    • Ensure all supervisors use appropriate reporting to document and submit quality state reports in a timely manner.
    • Ensure compliance with responsible conduct of field data collection plan, sample sizes, and data integrity.
    • Submission of daily attendance to the research specialist.
    • Final consultancy report

    Qualifications and Experience

    • Candidates must have a Master’s Degree in Statistics, Public Health or any medical related field with at least 8 years’ experience post master’s degree with remarkable experience in qualitative survey (FGD, KII, and IDIs). Any other advanced degree will be an added advantage.
    • Strong evidence of prior participation in a similar public health research, field activities and data collection activities.
    • Working knowledge of Microsoft office package with good report writing skills.
    • Residency within the project implementation state and availability for the duration of the MMA survey exercise.
    • Ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner
    • Experience in leading evaluations, surveys, and analysis is highly desirable.
    • Demonstrated report writing skills for quantitative survey.
    • Candidate must not be a current employee of any government ministry or agency as at the time of recruitment.
    • Familiarity with the use of android device for data collection.
    • Working knowledge of the local language of the state, residency within the state and proficiency in spoken and written English Language.

    Program Assistant - Crop Production

    Responsibilities
    Agricultural Support and Extension Services:

    • Assist in conducting farmer training sessions on improved crop production techniques, climate-smart agriculture, and post-harvest management.
    • Support the distribution of agricultural inputs (seeds, fertilizers, tools) to beneficiaries.
    • Monitor crop performance and provide technical advice to farmers.
    • Assist in establishing demonstration farms and Farmer Field Schools (FFS).

    • Work closely with local leaders, government extension workers, and other stakeholders.
    • Promote gender-sensitive approaches to ensure women’s participation.

    Conflict Sensitivity and Peacebuilding:

    • Integrate peacebuilding messaging into agricultural activities.
    • Identify and mitigate potential conflicts related to resource access.
