    Program Officer 1 - Tuberculosis

    Summary

    Breakthrough ACTION/Nigeria is a five-year, USAID-funded project (2017-2022). The goal of the project is to increase the practice of priority individual and household level behaviours and provider targeted behaviours in the areas of malaria; maternal, newborn, child health and nutrition; family planning and reproductive health (RH); and tuberculosis, while increasing the capacity of national and sub-national entities to coordinate and oversee quality SBC programming.

    The project is seeking a technical officer to work with the Senior Program Officer, TB to scale up the TB social behaviour change activities. The Program Officer (PO) - TB will work with the Senior Programme Officer (SPO) II and Deputy Project Director-Tuberculosis & Malaria in providing technical and programmatic support for the implementation of TB program area.

    Essential Duties and Responsibilities
    The Program Officer’s specific duties will include:

    • S/He will have primary responsibility for day-to-day coordination of the TB team activities
    • The PO will provide technical assistance to the project in the areas of TB, social and behaviour change (SBC), capacity strengthening, community mobilization, social and mass media strategies and advocacy
    • The PO will also assist in developing TB workplans and reports, and support implementation at national and state level.
    • Support national and state level coordination with governments, policy makers, TB implementing partners and other stakeholders
    • Assist with the establishment and maintenance of effective relationships, monitoring and evaluation with TB project partners, implementing partners, National and State TBLS and other key stakeholders
    • Assist with establishing relationships and coordinating with USAID TB service delivery and commodity logistics partners in project states and at national level
    • Provide support for training and capacity building activities targeted at BA-Nigeria project partners, heath service providers, community-based organization, community volunteers etc.
    • Assist with the development and writing of timely program reports on a quarterly and annual basis and disseminate program success stories, and other reporting duties as assigned
    • Other duties as necessary and assigned by supervisor and BA-Nigeria Project Director.

    Education and Experience

    • Bachelor's Degree in Public health, Communications, Social Sciences, Health Education, or another related field
    • Minimum of 5 years of experience on Tuberculosis programs, and at least 3 years working experience with SBC or demand creation.
    • Experience working in northern Nigeria

    Skills:

    • Proven teamwork and facilitation skills
    • Excellent writing and oral communication skills
    • Excellent organizational skills and attention to detail.
    • Ability to initiate and implement activities with minimal oversight and supervision.
    • Proficiency in MS Office (Word, PowerPoint, Excel, etc.)
    • Ability to speak Hausa highly desired.

    Finance and Administrative Assistant

    Summary

    The Finance & Admin Assistant is responsible for providing office support by assisting with administrative and financial systems, logistics and procedures.

    Essential Duties and Responsibilities

    In addition to the general duties described above, specific duties and responsibilities include the following. Other duties may be assigned.

    • Assist the BA-N State Coordinator and staff with preparation and logistics for community activities, meetings, trainings and other events as needed at the field office.
    • Maintain general office systems including filing; coordinating timely timesheet submission; sending, receiving and distributing faxes; and photocopying.
    • Assist the office staff with the tracking and development of administrative documents;
    • Maintain organized files on all admin and financial related reports and documents.
    • Maintain the project field office petty cash, prepare payments, ensure proper authorization for payments, distribute payments as required, and supervise the processing of staff claims and advances and per diem.
    • Complete purchase orders, time and attendance records and prepare necessary reports for relevant senior Admin and Finance Officers, and Deputy Project Director – Integrated Projects and Family Planning.
    • Assist with identification and payments to vendors.
    • Submit monthly financial reports as required to the Senior Finance Officer II.
    • Carry out other tasks to support BA-N Integrated project efforts as assigned

     

     

    Supervisory Responsibilities:

    This position will have no direct supervisory responsibilities. The position reports to the Senior Program Officer I -State Coordinator for the respective state.

    Education and/or Experience:

    • HND or Bachelor’s degree with at least 3 years work experience with admin and finance support for health programs
    • Strong spoken and written English skills
    • Excellent communication skills
    • High level administrative writing skills
    • Proficiency with Microsoft Excel, Word and PowerPoint, or similar software
    • Professional and organized
    • Experienced in supply management and inventory control
    • Fluency in Hausa language
    • Internet research abilities
    • Strong problem-solving skills
    • Ability to work independently
    • Well-organized, with ability to track multiple activities and deadlines
    • Experience in providing administrative support to work teams
    • Ability to work successfully in a cross-cultural, team-based environment
