Action Against Hunger is currently looking to fill the role of Grants and Compliance Manager who will be responsible for overseeing all critical aspects of the grant cycle from pre-award to post-award including donor compliance, timely and quality reporting, internal and external coordination.
Position Details
Reporting to: Deputy Programme Manager – Health and Nutrition
Proposed start date: 15 November 2025
Key Responsibilities:
- Update and maintain 5W/4W mapping (Health, and Nutrition sector) tool on a monthly basis for the operational LGA; and share with the Nutrition and Health programme Manager;
- Update tracking tool to monitor programme screening based data on acute malnutrition; collect health facility based disease surveillance reports and update morbidity reporting tool for assigned health facilities/LGAs;
- Participate with M&E team in supervision of data collection for nutrition and health assessments;
- Liaise with nutrition and health assistants for accessing community support group and health facility database on a regular basis and updating overall health facility based activities;
- Conduct ongoing capacity assessment of health workers on CMAM services delivery, IMCI service delivery, reproductive health service delivery, vaccination etc. and review the training needs and/or coaching needs;
- Support the Nutrition and Health Programme Manager in facilitating and organizing technical trainings for health workers (including on LMIS, HMIS);
- Ensure use of predefined quality assessment checklist, on-job coaching guidance as well as support Nutrition and Health assistants in using these tools;
- Review financial, logistical and HR needs on a monthly & quarterly basis and share with the N&HPM;
- Ensure that all health facilities/sites have adequate supplies to delivery uninterrupted health care services through identifying needs, informing line manager on regular basis;
- Support the Nutrition and Health Programme Manager in organizing LGA based coordination meeting;
- Prepare individual monthly action plan in reference to work plan and share with the Nutrition and Health Programme manager in regular monthly planning meeting with nutrition and health teams led by the Nutrition and Health Programme Manager;
- Ensure that all children and patients visiting ACF supported health facilities are properly examined and treated according to national health and nutritional protocols and standards;
- Identify gaps for WASH in health facilities and inform the Nutrition and Health Programme manager on a regular basis;
- Ensure availability of essential nutrition & health supplies in assigned health facilities including data tools;
- Monitor for appropriate documentation–IMCI and CMAM treatment registers/tools, individual child growth monitoring cards, ANC/PNC cards and delivery registers;
- Identify financial requirements, logistic needs, HR support in reference to work plan and inform the NHSM to prepare budget forecast;
- Draft supply request and share with Deputy Nut & Health Manager on a monthly basis;
- Facilitate quarterly review meetings/workshops with respective government health managers at State/LGA level;
- Develop monthly monitoring and supervision plan for the LGA and share with the Nutrition and Health Programme Manager;
- Ensure that specific monitoring finding is reported to the Nutrition and Health Programme Manager with potential solutions;
- During supervision visit, identify gaps of in supply sides and report to the Nutrition and Health Programme Manager for remedial action;
- Ensure that referral of are made to the nearest higher-level centre and tracked for high-risk pregnancies, SAM with medical complications and other conditions requiring higher-level care;
- Maintain individual monitoring & supervision plan as well as for the supervisee;
- Regularly follow up with the teams on the progress of activity, challenges and guide on necessary actions;
- Share training plans with identified needs to the PM well in advance to facilitate support from HR/Admin/Logistics;
- Track Supervisee’s daily attendance, validate monthly attendance for supervisee, and submit it on a timely basis to HR;
- Communicate with HR for necessary staff meeting, performance review, appraisals, and leaves of supervisee;
- Liaise with HR to provide orientation on ACF charter/core values/child safeguarding policy/staff code of conduct etc;
- Ensure rational use of all medical equipment and stationaries in health facilities;
- Ensure that Nutrition and Health Assistants are using standard monitoring checklist during visit to health facilities;
- Maintain and update database for health workers, community health workers/volunteers, trainings and share with line manager;
- Prepare consolidated tracking tool for supportive supervision visits/on-job coaching sessions and share with line manager;
- Update LGA work plans, individual work plans and share with line manager;
- Use appropriate attendance sheet on-job coaching sessions, workshops/meetings and trainings and share a copy with line manager;
- Use specific supervision checklist during supervision visits and archive filled supervision checklists with summary report – every month;
- Fill the health evolution reports every month for the LGA and share it with line manager for consolidation;
- Support government health workers in preparing the integrated diseases surveillance report, monthly facility based DHIS2 report;
- Provide summary analysis from the LGA report including -
- Significant contextual changes that have impact on nutrition & Health operations;
- Bullet points on progress of training, on-job coaching and supportive supervision;
- Feedback on quality of service provision through monitoring visits (checklist to be used);
- Key challenges and proposed solutions;
- Collect consumption reports from health facilities, compile for LGA and share with line manager with needs for upcoming month;
- Regularly report and coordinate with line manage
Position Requirements:
- Bachelor’s degree in Nursing, Midwifery, Public Heath or other relevant qualifications with experience in Public Health and CMAM programming;
- Minimum of three (3) years’ experience in primary health care program;
- An excellent report-writing skill is required including MS Word, Excel and PowerPoint;
- Fluent in written and spoken English and Hausa;
- Good communication and Interpersonal skills;
- Team management experience with similar programs;
- Ability to observe and to provide feedback on the activities;
- Ability to manage staff according to local culture and organization policies

Key Responsibilities:
Objective 1: Overall supervision of water and sanitation construction activities including preparing technical designs and bills of quantities
- Support the governance and sustainable access to safe water by working with RUWASA, LGAs, and other stakeholders to implement WASH governance recommendations.
- Together with partner, conduct technical assessments, prepare designs, and develop Bills of Quantities (BoQs) for water and sanitation facilities rehabilitation, upgrade and new construction. To visit sites and ensure quality assurance of construction being delivered and adherence to design specifications
- To make sure that the technical activities are up to the ACF standards (WASH package)
- Facilitate the selection, design and construction of sanitation and water systems. In water using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
- In collaboration of partner, assess sanitation needs, and design and implement the most appropriate form of sanitation system, in consultation with male and female beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage that can contribute to sanitation ladder using available resources at affordable price that meet at least minimum standard.
- Consider different maintenance mechanisms, ensuring that they are appropriate to the local context and cultural norms and that facilities are sustainable
- Regularly conduct water quality test/analysis from and inform result to WASH technical team for decision.
- Coordinate the data collection in targeted aquifers and monitor water levels, temperature, and conductivity in collaboration with NIHSA.
Objective 2: Build the capacity of staff and partners including community engagement.
- Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders
- Development of technical guidelines and tools related to quality WASH intervention.
- Assess areas for improvement and recording lessons learnt for future activities
- Support the formation gender-sensitive WASH Committees (WASHCOMs) and artisan in target communities, ensuring female representation.
- Building the capacity of consortium partners on water, sanitation and hygiene.
- Train and build the capacity of WASHCOMs (WASH Committees), local artisans, Government stakeholders and partners on the construction and maintenance of WASH facilities.
- Engage with communities to ensure their active participation in the planning, implementation, and monitoring of WASH activities.
Objective 3: Coordinate with internal staff and local stakeholders to ensure smooth project implementation
- Liaise closely with the Hygiene promotion officer throughout the planning, design and implementation stages of the WASH technical activities.
- Together with san mark officer and logistic, support the identification and selection of TBOs using the SOPs and ACF guidelines.
- Collaborate closely with the sanitation-marketing officer to integrate sustainable sanitation and hygiene practices into community and institutional settings, including the promotion of latrine construction, hygiene awareness campaigns, and waste management initiatives.
- Ensure that effective communication and networking is developed and maintained through partnership and collaboration
- Team with local Government and sectoral stakeholders/counterparts to exchange information on WASH technical implementation status
- Build a data base of technical support projects and share with relevant stakeholders
- In collaboration with relevant stakeholders, ensure each activity a sustainability plan is consider at the design stage and put to action.
Objective 4: Coordination and Reporting WASH activities
- Maintain effective communication with partners, local government and sectoral stakeholders, exchanging information on the status of WASH technical activities.
- Prepare and submit regular technical reports, including progress updates, data/facility mapping, and quality assessments, using tools like MWater
- Liaise with other team members to develop trainings , Monitoring and Evaluation reports
- Prepare and share WASH section weekly, monthly and quarterly/annual progress reports to program manager.
- Assist in development of weekly, biweekly and monthly activity report as directed by WASH program manager
- Coordinate with logistics, HR, and finance teams regularly to ensure alignment with project goals and resource allocation.
- Liaise with on-site construction supervision personnel on technical matters and provide technical reports to the Programme Manager as needed.
Additional Responsibilities
- Regularly engage with implementing partners to gather insights, provide technical feedback, and address challenges in WASH implementation.
- Contribute to the continuous improvement of WASH practices by documenting lessons learned, sharing best practices, and participating in sectoral coordination meetings and workshops.
- Ensure that all WASH activities comply with SPHERE minimum standards and other relevant guidelines, maintaining a strong focus on quality, safety, and sustainability.
- Advocate for the integration of WASH services with other sectoral interventions, including health, education, and livelihoods, to maximize the impact and sustainability of the project.
Position Requirements:
- Minimum of Bachelor’s degree/HND in Civil Engineering, Water engineering, Geology, Building and other related fields
- At least 3 years of progressive experience in supervising WASH-related construction activities, including the design and implementation of water and sanitation infrastructure.
- Previous experience in supervising water and sanitation construction and rehabilitation activities
- Experience working in the humanitarian sector, preferably with ACF
- Strong communication and interpersonal skills for engaging with communities and government stakeholders.
- Ability to adapt and be flexible in changing environments.
- Fluent in Hausa and English, with excellent report-writing and technical presentation skills. Kanuri language ability is an advantage.

Key Responsibilities:
Objective 1: Ensure technical implementation of integrated ACF WASH programs
- Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment
- Implements, in accordance with the framework of projects, the mission’s WASH strategy taking into account the key internal and external documents: ACF strategy framework, policies (WASH and other ACF sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department (SPHERE standard, WASH sector) in charge of WASH issues.
- Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training
- Ensure contractual activities are completed on time, within budget and with acceptable quality
- Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly
- Ensure post-implementation monitoring of ACF WASH structures
- Plan and manage emergency responses; and priorities activities according to humanitarian needs
- Support the data collection and analysis of groundwater information and report for inform decision in collaboration with relevant bodies including water point mapping.
- Ensure the promotion of cross-sectoral integration of the WASH sector with other sectors
Objective 2: To develop ACF understanding of WASH issues in Nigeria
- Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized
- Provide the analysis of the humanitarian situation in WASH and the context in a continuous, systematic and satisfactory manner in its area of intervention
- Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions
- Carry out needs assessments
- Contribute to the writing of the WASH parts of project proposals
- Participate in the definition of the WASH strategy for ACF as well as identification and design of potential new intervention areas
- Actively support capitalization of program data and the documentation of innovations;
Objective 3: To supervise WASH program staff and capacity building of partners
- Supervision of the WASH program staff: induction, follow up, evaluation, and promotion of positive team dynamics and motivation
- Supervision of WASH technical staff carrying out activities under your supervision
- Recruitment and training of WASH staff as needs arise.
- Overseeing the work of WASH program staff and partners in order to ensure good compliance of activities within the objectives of the mission and of proposals - this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs
- Evaluation of WASH program staff and partners as per the defined schedule
- Capacity building and mentoring of WASH staff and partners
Objective 4: To actively participate in external coordination within the WASH sector at the county and state level, as well as national level as required
- Participate and represent ACF relevant WASH Coordination meeting held at LGA and state levels
- Develop and maintain strong collaboration and contacts relevant government agencies, NGOs and community structures.
- Assess feasibility of ACF technical support and guidance to partner agencies and relevant governmental bodies, specifically the RUWASA, LGA WASH unit, etc.
- Support capacity building of ACF WASH partners in the area of intervention
- Participate in emergency WASH interventions in Nigeria as required
- Ensure project alignment with local and national WASH strategies and cluster priorities.
- Taking the LGA WASH lead and coordinate the WASH activities and report to WASH sector if need arise.
Objective 5: To coordinate within the ACF team
- Collaborate and communicate with Technical and Support Coordinators, Program Managers and any other ACF resource people in order to ensure the coherence of activities and reports in terms of ACF WASH strategy.
- Informing/updating the Field Co and HOD on WASH program implementation and any issues on a regular basis
- Participation in weekly base team meetings and any other general team or strategy meetings
- Follow up of WASH program budgets in liaison with the Admin coordinator and program managers, to ensure budget expenditure is in line with program objectives and timeline
- Follow up of logistics requirements for WASH programs in liaison with the Head of Base
- Participation in the overall mission and program strategy, narrative and financial project proposals and reporting, in collaboration with Log/HR/Finance and other program coordinators as necessary
Objective 6: To ensure proper reporting of the programmes
- Reporting on attended meetings or training to share with field Co, HOD and WASH team, coordination team as necessary
- Track the progress of activities, ensure the collecting of program indicators
- Monthly ACF WASH report to be sent to field Co, grant, PCs, -which includes an overview of the WASH situation, external coordination update, achievements for the past month and objectives for the following month
- Preparing inputs for the mission weekly and monthly sitrep
- Writing of contractual donor reports, succès stories, and case studies.
- Prepare handover report as necessary to replacement
- Support learning and adaptation through documentation of best practices and lessons learned.
Position Requirements:
- Engineering, Technology or Public Health Degree (Bachelor level or equivalent/higher) in a field related to Water, Sanitation and Hygiene (Civil/Building/Geology/Public health)
- Additional training courses specific to WASH in development contexts (such as Bioforce Institute graduates), and/or Program Management professional certifications strongly preferred.
- Minimum 4 years relevant working experience, in a WASH management/supervisory capacity.
- Strong computer literacy, organizational and planning skills, report writing, budget oversight

- Ensure that a KAP baseline survey is carried out, analysis done and hygiene promotion strategy is designed on the basis of the findings (for projects more than three months long)

- Plan, design, and deliver hygiene promotion activities, including community mobilization and awareness campaigns as specify in proposal document.
- Ensure in collaboration of partners, conduct hygiene promotion sessions in communities, schools, and other institutions.
- In coordination with the WASH Program Manager, revise and adapt hygiene promotion training material to local context and in line with target groups to be trained
- In coordination with the WASH Program Manager, revise and adapt all IEC materials in line with the local context. This should be drawn up as a communication plan
- Ensure that all monitoring is done in line with the agreed monitoring format
- Continually assess emergency needs, as requested, especially taking in the broader perspective of public health
- Plan beneficiary selection and registration, and led the distribution of NFI kits with the Field Assistant team

- Assist the WASH Program Manager with, and where required participate in, community mobilisation

Objective 2: Train and build the capacity of staffs and partners
- Ensure that the PHP team members (both Volunteers and staff) and partners are fully aware of the hygiene promotion Strategy and all activities are in line with strategy activities.
- Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders
- Assist the WASH Program Manager in the development of technical guidelines and tools

Objective 3. Coordinate with internal staffs, and local stakeholders to ensure smooth project implementation
- Liaise closely with the WASH manager throughout the planning, design and implementation stages of WASH technical activities.
- Represent ACF at local level WASH meetings and technical working groups relating to Public health promotion and NFI distribution as required by your line manager
Objective 4: Supervise and manage staffs under your responsibility
- Participate in staff’s recruitment in line with agreed organogram structure.
- Provide day-to-day management of staff directly under your responsibility.
- Set objectives with staff under your direct management, and appraise their performance in accordance with ACF performance management policies, identifying areas where they require support and capacity building
- Ensure that your team co-ordinate and integrate with WASH technical team members.
- Ensure that gender issues are taken into account
- Closely work and track the activities of partners to ensure is according to project contract agreement.
- Report regularly, verbally and in writing, to the WASH Program Manager
Position Requirements:
- Degree/HND in Public health, Health education, sociology, rural development, and other related fields
- Minimum of 3 years relevant work experience
- Prior involvement in hygiene promotion activities (e.g. Emergency hygiene promotion, WASH Ems, PHAST, CHAST)
- Experience working in humanitarian sector setting and with donor funded programs (e.g. OHA, ECHO, SIDA)
- Familiarity with PHC activities and local health systems in Northeast/Northwest Nigeria
- Previous work experience with ACF is an asset; Commitment to ACF’s mission, values, and policies.
- Proficient in Microsoft Office (Outlook, Excel, PowerPoint, Word)
- Strong organizational and professional skills
- Ability to work independently and adapt to challenging environments
- Fluency in English; knowledge of Hausa and Kanuri is an advantage
- Willingness to travel and work in remote areas with limited services
