Purpose Of Activity/Assignment:
- To provide technical and coordination support to the Federal Ministry of Health & Social Welfare (FMoH&SW) and the Health Financing Technical Working Group (HF-TWG) in reviewing the National Health Financing Policy and Strategy (2016), ensuring alignment with the country’s development plan, Ministry of Finance financing strategy, legal reforms, stakeholder priorities, and global best practices.
Scope Of Work:
The consultant will work closely with the FMoH&SW, HF-TWG, and the Steering Committee to coordinate and provide technical input across the following phases:
- Preparation & Scoping – Develop inception report, detailed workplan, map existing financing policies/reforms, support Steering Committee setup.
- Situational Analysis – Lead review and analysis of reforms, map financing flows, and identify policy gaps.
- Stakeholder Engagement – Design and implement consultation methodology, conduct key informant interviews and FGDs, compile stakeholder needs report.
- Evidence Synthesis – Compile/analyse health financing data (e.g., NHIA enrolment, BHCPF performance) and benchmark with global best practices.
- Strategy Revision & Drafting – Draft assigned sections of revised Policy, integrate findings from consultations and evidence reviews.
- Validation & Endorsement – Support validation workshops and integrate feedback.
- Costing & Resource Mobilization – Collaborate with costing consultant to provide inputs and identify funding opportunities.
- Implementation Planning & Capacity Strengthening – Define institutional roles and develop a capacity-building roadmap.
- Dissemination & Engagement – Prepare communication materials, support launch events.
- Monitoring & Learning – Contribute to the development of an M&E framework and adaptive learning tools

Minimum Requirements:
- An Advanced degree in Health Financing, Economics, Public Health, Health Policy, or related field.
- Over 10 years of experience in health systems strengthening and health financing reform.
- Proven experience with domestic resource mobilization strategies (Global Fund, USAID, Gates-funded programmes).
- Strong engagement record with Federal and State governments, development partners, and civil society.
- Expertise in evidence use for policy, political economy, and fiscal space analysis.
- Familiarity with Nigeria’s PHC, NHIA, and BHCPF structures.
- Proven ability to lead multi-stakeholder processes and produce high-quality policy documents

Purpose Of Assignment:
- Individual Consultant to Evaluate, Review, and Update the Digital Health Policy, Strategy, And Operations Plan Documents.
Scope Of Work:
The consultant will undertake the following tasks:
- Document Review and Analysis
- Conduct a comprehensive review of the National Digital Health Policy (October 2021) and National Digital Health Strategy 2021–2025.
- Assess the progress, achievements, and challenges noted in the end-term evaluation report.
- Review existing operations plans and relevant stakeholder reports.
- Evaluation
Develop an evaluation framework and key performance indicators (KPIs) for assessing digital health governance, coordination, and capacity.
- Analyse the extent to which current digital health interventions have contributed to UHC and other national health priorities.
Stakeholder Engagement
- Identify and map key stakeholders, including government, MDAs, development partners, and the private sector.
- Organize targeted consultative meetings and workshops to gather input and recommendations.
- Document feedback and incorporate stakeholder perspectives into the review process.
- Updating Documents
- Revise and update the National Digital Health Policy and Strategy following evaluation findings and stakeholder input.
- Develop an updated annual digital health operations plan for 2025 and 2026, outlining key actions, timelines, and responsibilities.
- Reporting
- Prepare a draft evaluation and update the report with recommendations.
- Facilitate a validation workshop to present findings and obtain consensus.
- Finalize and submit the report, along with the updated documents

Minimum Requirements:
- Advanced degree in Digital Health, Public Health, Health Systems Management, ICT, or related fields.
- Minimum 15 years of experience in digital health strategy development and evaluation.
- Proven experience in health systems evaluation, digital health strategy development, and policy review.
- Strong analytical, facilitation, and report-writing skills.
- Experience working with government and multi-stakeholder environments.
- Familiarity with Nigeria’s health sector and digital health initiatives is an added advantage.
