    Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist

    Technical Focus

    • The (MEAL) specialist will lead the development of a coherent M&E system and lead its implementation, including the preparation of work plans, field data collection activities, data analysis, report preparation and presentation according to the format and requirements of FAO stakeholders (resource partners, government, and the UN system) and for FAO’s internal use in a timely manner.

    Tasks and responsibilities

    • In collaboration with other colleagues, develop appropriate MEAL framework for the programme portfolio;
    • Provide technical leadership from FAO side on all matters of MEAL of FAO Programme;
    • Conduct assessments to establish needs and project baselines as to guide all project preparation activities;
    • From the data collected, support the establishment of baselines for all indicators in view to monitor activities and outputs progress;
    • Collect feedback from the field and partners for project implementation adjustments;
    • Develop standardized methods, tools and formats in consultation with specific project task force to ensure real time monitoring, including light short-term impact assessments methodology to support strategic decision making and ensure accountability;
    • Assist the programme teams with data collection, tabulation, analysis and general MEAL management that contribute to ensure regular and timely information flow to inform programme implementation;
    • Monitor progress and status of planned programme activities against work plans (annual and quarterly), result frameworks (Logframes) and identify activities requiring follow up;  
    • Provide capacity development support (trainings, workshops and other forms of support) to programme staff and FAO project implementing partners on all aspects of MEAL to ensure compliance with MEAL guidelines and standard operating procedure are followed in all aspects of project cycle management;
    • Compile progress information and reports regular progress statements (quarterly, and annual progress reports such as country annual reports, UN join annual report, and project terminal reports) including activities undertaken, distribution of inputs, list of beneficiaries, challenges encountered and recommendations for FAO and its partners;
    • Support the programme team leads in compiling and providing data and information for evidence-based reporting, knowledge sharing and resource mobilization;
    • Support the partnership with state government line MDAs (Ministries, Departments and Agencies) and other non- governmental partners including UN Agencies, INGO, NNGO, etc to reinforce synergies between key stakeholders to ensure coordinated and effective implementation of activities;  
    • Contribute to resource mobilization efforts of Country Office including participation in development of project concept notes and proposals; 
    • Support interagency coordination including participation in and contribution to coordination of the Food Security Sector, UN M&E theme groups etc.;
    • Participate in the Cadre Harmonise food security analysis processes through participation by taking the lead in the FAO data collection and analysis;
    • Participate in emergency response and resilience planning including interagency platforms;
    • Perform any other related duties as required

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
    Minimum Requirements    

    • University Degree in Rural Development, Agribusiness, Agriculture, Livestock, Social Sciences, or other relevant disciplines majoring in MEAL.
    • A of relevant experience in MEAL and in humanitarian and agricultural/rural development sectors including work experience with national and international NGOs, UN agencies, governments and donors (At least seven years for Masters holders and five years for PhD holders)  
    • Working knowledge (level C) of English and limited knowledge (level B) of one of the official FAO languages (Spanish, French, Chinese, Arabic, or Russian) for COF. For PSA, working knowledge of English.

    Communications and Reporting specialist- job post

    Technical Focus

    • The incumbent will deliver a range of communications and advocacy materials and ensure that donor reports are prepared and submitted in a timely manner.

    Tasks and responsibilities

    • Participate in the assessments to establish the baseline and food security assessments to monitor the improvement of beneficiary’s household food consumption, resilience, business development, markets enhancement, etc.
    • Develop and produce communication products to highlight donors support and including but not limited to key messages, briefs, brochures, talking points, success stories and presentations; also travel to affected areas, as necessary, to ensure collection/production of stories, interviews, photos and videos.
    • Liaise closely with the Emergency Programme Coordinator and project focal points to ensure coherence and accuracy of information used in communication products;
    • Assist media relations, including: drafting press releases, media-style briefs, talking points and Q&A; developing and maintaining a network of media contacts in country; and organizing press conferences/briefings and field visits; 
    • Support liaison with FAO HQ and FAO RAF media relations colleagues to facilitate exposure of the Joint Project’s and FAO’s work and needs in the agriculture sector, ensuring accuracy/relevance of content developed and disseminated by them; 
    • Assist in the dissemination – at country, regional and global levels – of communication products, including publication on FAO or partner Web sites, liaising closely with outreach and web teams at FAO-HQ (both OCC and TCS Outreach Team) and making full use of web and corporate social media channels (fao.org, intranet, fao.org/emergencies, Facebook, Twitter, etc.) in line with FAO guidelines;
    • Liaise with the communication team of the Regional Office for Africa (RAF) for sharing of information and guidance on communication activities.
    • Support donor websites monitoring and assist in the preparation of resource mobilization materials 
    • Provide content and materials such as photos and videos to RAF to highlight stories on the ground.
    • Participate in the OCHA Humanitarian Communications Group and other relevant fora/meetings (e.g. UN Communication Group) and work in close collaboration with OCHA Reporting and Public Information teams and UN Communication teams to ensure sectoral priorities, the needs of affected populations and FAO are well represented; 
    • Undertake travel to affected areas, as necessary, and ensure collection/production of stories, interviews, photos and videos;
    • Compile progress information and assist the Project Coordinator in outlining monthly progress statements and quarterly and annual progress reports including activities undertaken, distributions of inputs lists of actual beneficiaries, problems encountered and recommendations relevant to FAO and government (MOA, SEMA, NEMA) requirements; 
    • Contribute to the preparation of programme and project documents and new proposals, briefs, evaluation reports, and correspondence for internal use and for recipient governments and donors; 
    • Facilitate, prepare, participate and respond to donor missions and reporting requirements 
    • Assist in the preparation of publication documents as required;
    • Provide communication support for events organized by FAO and in which FAO is participating; 
    • Assist in undertaking assessment of the project impact on the beneficiaries through activity assessments and end-of-project assessment 
    • Prepare and submit the draft final report, including all project activities, impact assessment, and lessons learned, and make recommendations for follow-up assistance in the agricultural sector.

    Emergency Programme Specialist/ Area Coordinator

    Technical Focus

    • FAO programme activities and operations in North East Nigeria are supported in terms of programme definition, coverage and implementation with relevant partners, and are technically sound and responsive to both donor commitments and the needs of affected populations and the sector.
    • FAO programme activities and operations in Yobe and Adamawa States are implemented and monitored in a timely and effective manner.
    • Food Security in the Areas of Responsibility (AoRs) are continuously analysed and structured and feed into FAO’s programming.

    Tasks and responsibilities

    • Coordinate and ensure the implementation of emergency and rehabilitation operations related to agriculture, livestock, forestry, fisheries and natural resource management activities and other areas of FAO’s mandate in Yobe and Adamawa States;
    • Support the FAO Nigeria Country Team in the design of concept notes, project proposals and the formulation of progress and terminal reports for submission to donors and UN programmes;
    • Provide programmatic support and analysis to ensure that key areas – e.g. civil society, gender and youth; resilience; governance and conflict management; equality and humanitarian principles – are appropriately reflected in emergency projects;
    • Strengthen partnerships with State Governments – including key State Ministries; State Emergency Management Agencies (SEMAs), Presidential Committee on the North East Initiative (PCNI) – national and international non-governmental organizations, potential implementing partners, donors and other UN agencies in order to reinforce synergies between key stakeholders and ensure effective implementation of field activities;
    • Supervise and strengthen the capacity of National Programme Personnel and Field Assistants in Yobe and Adamawa States and conduct periodic quality assessment of personnel in the field to inform contract renewals/extensions; 
    • Contribute to raising awareness of FAO’s mandate and interventions/activities implemented in North East Nigeria;
    • Support the collection and analysis of information on livelihoods and agricultural production needs in North East Nigeria;
    • Support the definition of FAO’s strategic positioning in relation to its emergency and resilience response in North East Nigeria;
    • Assist with interagency coordination and liaison with other UN agencies and partners (NGOs, national authorities, donor co immunity, etc.) involved in relief and rehabilitation activities, promoting the FAO mandate, roles and competence;
    • Participate in emergency response programming and recovery/rehabilitation planning including through interagency coordination platforms;
    • Contribute FAO inputs to relevant interagency documents and briefs on the humanitarian situation in North East Nigeria, prepare briefs and reports on FAO programmes in response to the crisis;
    • Contribute to the M&E performance monitoring plan and strategy;
    • Contribute to the coordinating functions of the Food Security Sector;
    • Participate in internal meetings, facilitate information sharing, assist in planning and coordination of internal activities, and assist in monitoring the timely implementation of decisions taken;
    • Produce quality and timely reports on interventions in the Area of Operation;
    • Ensure that reports/Notes-for-file are prepared for all meetings and missions which should be cleared and uploaded to the relevant folder of the FAONG shared space
    • Perform other related duties as required.

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

    Minimum Requirements 

    • University degree in Development Studies, Economics, International Relations, Agricultural/Natural Sciences or other relevant field
    • At least five years of experience performing similar functions, particularly in leading a Field Office and in project/programme Management
    • Working knowledge (level C) of English, both verbal and written and limited knowledge (level B) of one of the official FAO languages (Spanish, French, Arabic, Chinese, or Russian). For PSA, working knowledge of English. Knowledge of French will be an added advantage.
