    MEL Officer

    BACKGROUND

    The United States Agency for International Development (USAID) has contracted Creative Associates International to implement the Northeast Connection activity to strengthen the resilience of communities vulnerable to violent extremist infiltration and conflict. By targeting communities not yet under the control of violent extremist organizations (VEOs), this activity will seize the opportunity to mitigate the grievances that make communities vulnerable to violent extremism, while building social cohesion within and across communities in northeast Nigeria. In addition to helping northeastern Nigerians create a stronger foundation against the violent extremist and conflict threats, the activity is designed to develop local capacity to respond to emerging threats. In order to enable flexible and adaptive management of the activity in a complex environment, the activity includes a focused effort on research and analysis of the threats and coordination around programmatic opportunities and responses.

    Note: The position is based in Yola, Adamawa State, Nigeria.

    POSITION SUMMARY

    The Monitoring, Evaluation and Learning (MEL) Officer is responsible gathering, analyzing, and processing complex information related to all aspects of program activity implementation. The MEL Officer will be responsible for ensuring regular and consistent documentation and reporting deliverables are met in compliance with USAID rules and regulations.

    REPORTING & SUPERVISION

    The MEL Officer reports to the MEL Manager.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Participate in the development of Quarterly reports, Annual Work Plan(s) and other specific and statutory deliverables to USAID
    • Prepare and update of the M&E activities plan to be performed according to project plans and expected deliverables and results.
    • Maintain an up-to-date catalog of all project M&E tools and forms in electronic and hard copy of data files.
    • Conduct data entry and ensure the overall quality of the data collected for consistency and accuracy.
    • Identify M&E training and STTA needs and ensure that these needs are met and provide training on M&E activities as needed.
    • Conduct secondary verification of all results data received from partners, including conducting verification visits, as appropriate.
    • Conduct periodic research and/or case studies to measure impact of activities.
    • Advocate and promote scale-up of best practices and cost effectiveness with both staff and stakeholders.

    Other tasks as assigned.

    Required Skills & Qualifications:

    • Bachelor’s Degree is preferred. High school diploma required.
    • Minimum two (2) years’ experience in monitoring, evaluation and learning and four (4) years of general experience.
    • Demonstrated experience in M&E report writing.
    • Knowledgeable about USAID Rules and Regulations, previous experience working on USAID-funded projects is preferred.
    • Excellent record keeping, and documentation skills are required.
    • Proficient English skills and fluency in one or more of the local state languages in Northeastern Nigeria

    Program Driver

    POSITION SUMMARY

    The Program Driver is responsible for operating a vehicle owned by the organization to provide transportation services to employees, consultants, and visitors of the organization; to move expendable and non-expendable supplies, equipment and furnishings, as necessary; ensure that preventive maintenance of the vehicle is performed on a regular basis. This position is based in Yola and Mubi.

    REPORTING & SUPERVISION

    The Program Driver reports to the Operations Manager.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Assist the project staff in obtaining and facilitating movement to different project sites.
    • Arrange for vehicle repairs, when necessary, and ensure that the vehicle is kept in good working condition.
    • Log official trips, daily mileage, gas consumption, maintenance, oil changes, etc.
    • Ensure that all required procedures and laws are adhered to when driving.
    • Collect and deliver mail or other type of correspondence, when required.
    • Provide safe transportation to passengers.
    • Assist in moving supplies, equipment and furnishings, as necessary, from one location to another.
    • Provide airport pick-up/drop-off services to staff and official visitors of the project.
    • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, car wash etc. and ensure that the assigned vehicle is road worthy and maintained up to the established security standards.
    • Ensure that the steps required by project rules and regulations are taken in case of involvement in accident.
    • Ensure vehicle is safe and availability of all the required license documents and supplies including vehicle insurance, vehicle logs, map of the city/country, first aid kit, necessary spare parts
    • Perform other related duties, as assigned

    Required Skills & Qualifications

    • Completion of Secondary School is required.
    • A minimum of two (2) years of experience driving a motor vehicle is required. At least one (1) to two (2) years of experience conducting the same or similar work with an international organization is preferred.
    • Excellent knowledge of different regions in the country is required. Knowledge of Northeast region terrains is a plus.
    • Working knowledge of the rules and regulations involved in the safe and efficient operation of driving.
    • Valid Nigerian Driver’s license is required.
    • Clean driving record/history is required.
    • Ability to perform other office duties such as photocopying, faxing, scanning etc
    • Cautious with defensive driving skills.
    • Presentable with excellent interpersonal skills.
    • Must be a person with initiative and high moral integrity.
    • A good team player with pleasant personality.
    • Ability to work long hours and in difficult terrain.
    • Flexibility to work outside normal working hours.
    • Capable of assessing risk and judiciously taking correct actions (Defensive driving certificate)

    Cleaner

    POSITION SUMMARY

    The cleaner will be responsible for daily cleaning and generator maintenance.  The cleaner will ensure that the office is clean and orderly and presentable to visitors.  The office cleaner will keep tidy the kitchen, lobby, toilets, offices, empty rubbish bins, ensure that the yard is clean and maintained and monitor generator usage, turning on the generator in the morning, and ensuring that the generator is secured in the evening. Upon request, the cleaner may assist other staff members with simple administrative tasks like photocopying or filing.

    REPORTING & SUPERVISION

    The Cleaner reports to the HR Manager in Yola or Mubi, Adamawa and to the Program manager in the field offices.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Keep office clean and orderly, including the kitchen, lobby, and toilets.
    • Prepare coffee, tea, and meals as required for staff and local partners during working hours.
    • Empty rubbish bins.
    • Maintain yard and basic landscaping duties.
    • Inform the Administration or Logistics Officer of any required office supplies such as drinking water, toiletries, etc.
    • Inform the Administration or Logistics Officer of any required building repairs.
    • Manage generator and ensure timely and accurate recording of basic usage logs
    • Assist in organizing and preparing the office for meetings.
    • Assist the Administration or Logistics Officer with filing.
    • Assist team members to do photocopying, scanning, and filing if possible.

    Any other work as required.

    • Secondary school certificate is preferred

    Procurement and Logistics Officer

    POSITION SUMMARY

    The Procurement and Logistics Officer will be responsible for reviewing overall procurement processes, tracking procurements of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, and providing regular procurement mentoring to project staff to support project implementation.

    REPORTING & SUPERVISION

    The Procurement and Logistics Officer will report to the Operations Manager.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    Implement procurement processes and logistics operations for the project, including grants, strictly following all rules and regulations as well as all stipulations established by Nigerian law.

    Rule and regulations include:

    • ADS (Automated Directive System)
    • FAR (Federal Acquisition Regulations)
    • CFR (U.S. Code of Federal Regulations)
    • AAPD (Acquisition & Assistance Policy Directive)
    • Local Nigerian Law
    • Review and recommend changes to procurement policies and procedures as required.
    • Maintain policies for procurement processes.
    • Manage/maintain a registry and file system for procurements to allow for efficient document and process audits.
    • Maintain the privacy of grantees and vendors.
    • Maintain procurement files, including proposals, evaluations, award documents, official contracts and correspondence on all procurements, following policies and local law.
    • Provide training on procurement and delivery of goods and services to program team, grantees, and beneficiaries as it pertains to established protocols by the project and local law.
    • Manage account status for all credit accounts established with vendors.
    • Supervise and verify the procurement of materials according to the context and or/needs of the beneficiary, community and/or project.
    • Develop and analyze technical specifications of materials, with consideration for investment, loss, and associated value; review and adjust budgets, as needed.
    • Design and prepare Terms of Reference and/or technical specifications for materials, goods, and services, for contracts, acquisitions, and procurements, in collaboration with the program team. Ensure presentation of sufficient selection that meets requirements of quality assurance, delivery, and transparency.
    • Work with local, national, and international vendors of goods and services to ensure quality, maintain professional distance required to ensure high ethical standards.
    • Ensure competitive procurements by attracting potential vendors for the purchase of goods or services either through direct, bid invitation, or other mechanisms that ensure high standards of transparency.
    • Designate or participate in evaluation committees for proposals submitted by the various vendors, according to the solicited terms of reference and regulations.
    • Verify quality and quantity of products according to the context and/or needs of the beneficiary, community, and/or project.
    • Process procurements according to respective rules and regulations.
    • Maintain strict control of grant budgets, and financial expenditures.
    • Coordinate delivery logistics with program team and/or grantees to obtain the required permits including delivery receipts.
    • Coordinate transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation or related expenses under grants.
    • Prepare budgets, solicit quotations, negotiate, conduct analysis and recommend vendors for delivery of goods and materials to grantees.
    • Communicate all delivery schedules corresponding to grant and operations procurements, including the projection of related expenses.
    • Verify deliverables are complete and done in a timely manner.
    • Perform other tasks, as assigned.

    Required Skills & Qualifications:

    • University Degree in management, business administration, law or related field.
    • At least 4 years of general work experience with at least 2 years of procurement experience.
    • Prior USAID or other donor experience is highly desirable.
    • Experience with budgeting and cost analysis.
    • Proficiency with MS Word, Excel, PowerPoint, Outlook, etc.
    • Strong attention to detail and ability to develop tracking systems.
    • Strong communication skills and the ability to function well in a team setting.
    • Written and spoken fluency in English.
    • Fluency in one or more of the local languages spoken in Northeastern Nigeria.
    • Demonstrated ability to solve challenging and complicated administrative issues.

    Program Officer - NE Connect Program

    POSITION SUMMARY

    The Program Officer (PO) is responsible for grass-roots development of project concepts and activity submissions. The Program Officer will interact with community groups, non-governmental organizations (NGOs), community-based organizations (CBOs), associations and other groups implementing NE Connection funded activities or potential activities. The Program Officer will work with groups to develop activity ideas and summaries, refine project concepts during the design phase, assist in the creation and negotiation of budgets, as well as be the primary field oversight for ongoing activities. This position will be based in Mubi, Adamawa State with likely extensive travel to activity sites in the NE region.

    REPORTING & SUPERVISION

    The Program Officer reports to the Program Manager.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Liaise with community groups, NGOs, CBOs associations and other community stakeholders to identify potential partners for the project activities.
    • Liaise with Nigerian security forces and government officials to gain access to communities and build acceptance for the program’s activities.
    • Identify potential activities at the community level for project support.
    • Work with Program Manager (PM) and team to develop project ideas identified for support and submit them for approval by senior management.
    • Work with community organizations to generate budget and prepare logistics.
    • Monitor and report on routine program operational activities and scheduled program events, reporting activity summaries through well-written activity notes to Program Manager.
    • Work with staff to ensure project attendance at local events.
    • Collect information on program activities, including beneficiary targets.
    • Work with Program, M&E and Grants teams to create and maintain project trackers.
    • Take photos and videos of activity events to contribute to the program’s communication efforts.
    • Support review of Evaluation Reports and grant closing formalities.
    • Attend focus groups to derive lessons learned to inform future project activities.
    • Assist in the development of activity ideas based on information collected in the field.
    • Facilitate linkages between communities as needed.
    • Any other duties suitable to task and commensurate with ability.

    Required Skills & Qualifications:

    • University degree in political science, international affairs or other related social sciences field is required.
    • Three years of general work experience with at least two years of related experience is required.
    • Good communication and interpersonal skills is required.
    • Prior experience with international organizations or international-funded projects is highly desirable.
    • Problem solving, stress management and time management skills are required.
    • Proficient at using Microsoft office software: MS Word, Excel, Power Point, Outlook, etc.
    • Excellent record keeping and documentation skills are required.
    • Experience of working in a conflict environment is a plus.
    • Written and spoken fluency in English is required.
    • Fluency in one or more of the local state languages in Nigeria’s Northeast State of Adamawa is required.
