    MEL Program Officer (Monitoring, Evaluation, Result & Learning Officer)

    The objectives of TAConnect G-ANC project are to:

    • Improve the uptake and quality of a range of RMNCH services using Group Antenatal Care (G-ANC) in settings where ANC primary care services are delivered (facility and community)
    • Support Borno state to adapt, adopt, implement, and sustain a group ANC model as part of their primary health care delivery services and system.
    • Support the Borno State Malaria Elimination Program (Borno SMEP) to revise its policies to include active case detection and treatment during pregnancy, improved distribution of IPTp with SP through the G-ANC platform
    • Support the Borno SMEP in strengthening malaria surveillance and look at how data from MiP can be applied to understand epi patterns in the broader population
    • Assist Borno state to adopt and implement this policy at scale, including using human-centered design

    Purpose of the Job

    • The Job holder will be responsible for developing the capacity of partners and State team members to collect, analyze report and use information on services using the state health management information system and organizational developed Management Information System (MIS).
    • The MERL officer will assist in the implementation of monitoring and evaluation of project activities across the State.
    • S/he will summarize, analyze and interpret data collected from partners, project field office for monitoring project activities and assist the team leaders to prepare quarterly, annual and semi - annual plans and reports to donor and stake holders in accordance to specified timeline.

    Duties & Responsibilities

    • Coordinating and assisting project team in the development, management, and implementation of monitoring and evaluation plan(s) for the G-ANC project.
    • Develop and maintain MIS system to capture, analyze and report on the G-ANC project indicators.
    • Train team members, health staff and partners at all levels in completion, analysis, reporting and utilization of information collected for operational and strategic needs of the project.
    • Monitor the implementation of project specific M&E activities ensuring compliance with set standard, check and correct the quality of systems and data, and provide on-the- job problem-solving and training to correct the quality performance gaps.
    • Train and monitor field coordinators in the use of data for management decision-making; enable result-based management.
    • Summarize, analyze, and interpret data collected from partners, project, and field offices for monitoring project activities.
    • Assist the Team lead to prepare quarterly, semi-annual, annual plans and reports to donor and stakeholders in accordance to specified timeline.
    • Work with the project team to identify learning and developing success stories.
    • Travel extensively across all project sites to fulfill responsibilities.

    Qualifications  

    • A Bachelor's Degree / HND in Demography, Statistics, Social Sciences, Public Health, Health Information Management or related field.
    • 3 - 5 years of progressively responsible experience in designing, implementing, monitoring, and evaluating tasks for health and/or development projects.
    • Familiarity with indicators and standard measurement tools in the areas of ANC, RMNCH, HIV/AIDS, Malaria interventions and other relevant technical areas.
    • Competency in MS Word, Excel, PowerPoint, and statistical software package (SPSS, EPI-INFO, STATA, SAS or similar).
    • Demonstrated analytical and problem-solving skills and ability to work with various constituencies’ especially relevant government partners, and other implementing partners.
    • Good understanding of the State health system structure and processes including community norms and values in the Northeast particularly in Borno State.
    • Good oral and / or written communication skills and ability to effectively communicate technical material to both expert and lay audiences.

    • S/he will ensure adherence to PI/Donor policies and procedures in all transactions and maintains proper books and records of accounting in the state.

    Duties & Responsibilities

    • Prepares payment vouchers and cheques for project payments and other office expenditure
    • Prepares payment to sub grantees, consultants, travel advances and supplies of materials and services
    • Checks Travel Payment Vouchers (TPV) submitted by staff and prepares for State Manager’s and Finance Manager’s review and approval
    • Handles documentations: Filling correspondences, Payment vouchers, Bank tellers, Receipts, TPVs in an orderly manner
    • Ensure Payment vouchers have adequate support documents before filing
    • Ensures prompt remittance of statutory deductions such as PFC, PAYE deductions
    • Keep and maintain a neat and tidy work area for the purpose of sorting mails

    Purpose of the Job

    • The Job holder will be responsible for providing technical guidance for the activities in the state. 
    • S/he will supervise and monitor the project and project implementation to ensure quality technical programming and ensure that activities follow the approved workplan as scheduled and reports compiled.
    • S/he will collaborate closely with the state government and health ministry, departments, and agencies and with local partner organizations to form, expand, and/or strengthen state/community planning and action groups, build and sustain alliances or coalitions, and promote dialogue to assess and prioritize needs; design, implement and monitor project specific activities.

    Duties & Responsibilities

    • Lead the project team and direct its work to implement the strategic & annual plans and to keep activities on track to achieve all milestones and deliverables.
    • Monitor the project implementation process to ensure planned activities are effectively implemented towards the achievement of program goals and objectives especially related to Family Planning and Reproductive Health.
    • Coordinate and collaborate with MoH, officials, local community resident local health officials and other stakeholders to design and implement programs aiming at improving the quality of and access to RMNCH services and information, improve client utilization and reduced discontinuation of contraceptive methods.
    • Ensure effective advocacy programs in assigned state and local governments
    • Ensures the planning and conduct of effective community mobilization and sensitization activities
    • Provides continuous technical assistance and supportive supervision to facility and community providers in the areas of service delivery, M&E and other project activities.

    Qualifications  

    • A Medical Doctor or qualified Nurse / Midwife with a minimum of six years relevant experience in reproductive health and community-based programs to deliver health services, and good knowledge of primary health care, maternal and newborn/child survival, child spacing and STI / AIDS programs
    • Experience managing quality improvement and digital health interventions is a required
    • Good advocacy and people skills and experience in community mobilization and service delivery
    • Demonstrated analytical and problem-solving skills and ability to work with various constituencies, especially relevant government stakeholders, donors and other implementing partners
    • Good oral and written communication skills and ability to effectively communicate technical materials to both experts and lay audiences
    • Above average computer skills in MS Windows, Excel and Word

    • The SIO will work closely with the state government and facility leaderships to conduct training needs and equipment/supplies and commodities needs assessment to address the identified needs for improved quality of service delivery.
    • S/he will carefully monitor the continuous availability of supplies essential for effective project implementation and take actions required to ensure uninterrupted supply.

    Duties & Responsibilities

    • Develop creative and innovative approaches to expand access to the use of quality G-ANC and RMNCH services by the under-served communities
    • Identify technical assistance requirements and coordinate provision to TA so that service providers will tender quality RMNCH services

    Purpose of the Job

    • The SPO (CBS) will be responsible for supporting the state in the design, management, and implementation of capacity building initiatives for health care providers in the project target LGAs, including reviewing curricula, organizing and coordinating training events, designing mentorship schemes, reviewing/adapting job aids, and leading workshops, and designing technical assistance delivery schemes.
    • The Capacity Building specialist will provide technical assistance to the state to develop an overall capacity-building strategy for the deployment.
    • The Capacity Building Specialist will support capacity-development interventions including using capacity building assessment tools.
    • S/he will coordinate all project activities in the catchment LGAs including but not limited to work scheduling, planning and supervising trainings, supportive supervision and mentoring of health care workers in project supported health facilities.
    • S/he will develop and maintain effective project implementation relationships with key personnel at state, LGA, health facility and community level.

    Duties & Responsibilities

    • Work closely with the Technical Advisor and State Program Manager to identify specific training requirements in line with project objectives and state requirements.
    • Work with state officials to develop competency-based training programs to meet the identified needs, utilizing existing training modules as available.
    • Participate in the mapping and selection of health providers that will participate in trainings
    • Collaborate with state RH coordinator to organize training courses and workshops.
    • Identify, contract, and manage trainers to implement project training courses
    • Ensure G-ANC trainings meet quality standards
    • Maintain records of training attendance.
    • Monitor the effects of trainings through analyzing pre- and post-test results, course evaluation forms, and other analytic measurements.

    Qualifications
