    Program Assistant - Livelihoods

    Supervisory Responsibility: None
    Reports Directly to: Program Manager
    Works Directly With: Finance, Program and Operation Teams.

    Program / Department Summary

    • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.
    • With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.
    • With the recognition of the protracted crisis in Northeast Nigeria, Mercy Corps’ strategy and expansion plans aim to address the root causes of the crisis and seek to build long term resilience of communities with integrated programs focusing on the recovery of markets and livelihoods, social cohesion and social protection, and youth empowerment with emphasis on adolescent girls and boys.
    • With multiple funding streams from large institutional donors and foundations, Mercy Corps’ programs in Northeast Nigeria continue to scale up and serve communities by transitioning them from humanitarian aid to early recovery programs.

    General Position Summary

    • The Program Assistant will provide all required logistics, procurement, administrative and general program support.
    • This will also include providing capacity building support and maintenance of all operational systems, as well as supporting the program with the development of relationships with government, NGOs, and private sector partners.
    • This position will work directly on the agricultural livelihoods and poultry development projects.

    Essential Job Functions
    Programmatic:

    • Assist program officers to track program progress according to the developed schedule and work plan, including community mobilization, beneficiary registration, community sensitization and coordination in the target geographical locations.
    • Assist in promoting community participation including organizing for community meetings and inclusion so as to encourage community ownership over activities implemented and ensure equal representation of various community groups during implementation.
    • Conduct program related messaging to ensure the messages developed address the current knowledge and practices gaps, messages channels are in line with those most commonly used by the communities.
    • Support the Program Officers in conducting trainings to Mercy Corps community volunteers and committees on community sensitization and messages delivery.
    • Attend coordination meetings, whenever delegated.
    • Together with the Program Officer, ensure inclusion of protection principles like gender segregation, adaptation to meet the gender-specific and disablement needs, in the design and implementation of the program.
    • Organize and conduct focus group discussion on program related topics.

    Operational:

    • Maintain procurement, financial, and administrative systems
    • Provide ongoing support in maintaining these systems, problem-solving, and functioning as a focal point for communications with operations, human resources and finance team.
    • Facilitate and organize all required meetings with internal departments as well as external contacts to communicate accurate and up-to-date information as and when required
    • Assist in organizing all logistics for trainings, workshops, events and other activities including flight bookings and procuring office supplies.
    • Assist in maintaining of work calendars (internal and external).
    • Take meeting minutes and circulate to identify recipient lists as and when required.
    • Assist in development of TORs and contracts for events and consultancies.

    Program Assistant - Conflict Management and Stabilization

    Program / Department Summary

    • The Northeast Conflict Management and Stabilization (NE CMS) Program is an expansion from a pilot phase implemented from August 2016 to March 2017. The program is implemented in a consortium with multiple partners both international and national with Mercy Corps being the lead. The program will result in increased peace within and between communities, and increased confidence in government and security institutions to address the root causes of conflict and violent extremism in Borno State.
    • The consortium will strengthen protection of civilians, support social cohesion, address the root causes of violent extremism and contribute to conflict management in Northeast Nigeria by: a) strengthening government and civil-society efforts to address key grievances; b) increasing economic and social engagement opportunities for youth; c) promoting reconciliation and transitional justice at a community level; d) supporting civilian protection and improving civil-military relations; e) laying the groundwork for successful reintegration of former members of violent groups, their victims and IDPs; and f) promoting positive alternative narratives through radio.

    Program Assistant (EU MAIDA)


    Program / Department Summary

    • The MAIDA programme will directly support the recovery of at least 70,000 women, men, girls and boys who are returnees, IDPs and members of host communities affected by the Boko Haram insurgency in southern and central Borno State.
    • The objective of MAIDA is to increase the social cohesion and resilience to economic, social and climate related shocks in Borno State in an environmentally-conscious way.
    • Four interrelated and mutually reinforcing intermediate outcomes will contribute to achieving this objective.
    • First, MAIDA will restore and improve rural livelihoods in an ecologically sustainable manner by enabling households to take advantage of existing and new agricultural market opportunities.
    • In parallel, adolescents and youth will be empowered as economic actors in their communities through access to employment, diversified livelihood opportunities, vocational training and business development initiatives.
    • These outcomes will be reinforced by improved access to social protection and community-based services for women, youth, adolescent breadwinners and other at-risk groups.
    • Finally, overall social cohesion will be strengthened within and between conflict-affected communities and environmental resource management will be improved in areas of displacement and return.
    • Sectors of intervention will include market-led and climate-smart livelihood and employment opportunities, vocational training for youth, social and economic protection and community reintegration and peace building.
    • Economic recovery activities will build resilience through Making Markets Work for the Poor (M4P) market systems-based models, reducing poverty by enhancing the ways that poor and vulnerable households interact with markets.

    Monitoring, Evaluation and Learning Assistant

    General Position Summary

    • The Monitoring and Evaluation Assistant will work with the Monitoring and Evaluation Manager as part of a team to operationalize specific program systems.
    • The M&E Assistant is responsible for supporting Mercy Corps staff and partners to regularly collect, enter, verify and analyse data and make timely database adjustments to measure the impact of the program.
    • The M&E Assistant will work directly with the Monitoring and Evaluation Manager and will closely coordinate with other program staff to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

    Essential Job Responsibilities

    • Understand and maintain an M&E system database that improves Mercy Corps’ ability to inform program implementation, analyse data and represent impact to donors, government, partner organisations and communities.
    • Ensure all relevant programme staff are able to utilize the database to analyse program information and results.
    • Regularly review data entered into the M&E system to locate and fix problems with data entry or integrity.
    • Manage regular synchronisations and backups of field data to cloud-based data management system.
    • Troubleshoot front and back end issues with the database, including any synchronisation issues of field-level data.
    • Work as part of a team to facilitate and support M&E operations including baseline, annual and endline surveys, regular monitoring, data collection, analysis and reporting according to the M&E workplan.
    • Generate data (tables/graphs/reports) from the M&E database at regular intervals, ensuring reports/information are available for programme implementation staff when required. Facilitate data analysis with programme implementation team as requested.
    • Conduct regular field visits to ensure all elements of the M&E system and database are being utilised effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.
    • Ensure field teams always have the most recent version of all M&E tools and documents.
    • Assist the team in improving the PROGRAM’s M&E systems by identifying good practices, field tested lessons learned and creative recommendations; share with and encourage staff to incorporate these in their daily work.
    • Work closely with the Senior M&E Officer to develop and deliver staff/partner trainings, improving capacities in monitoring, evaluation and database management.
    • Review or edit data in reports as requested and required.
    • Other duties as assigned.

    • Advanced computer skills in MS Office programs, particularly Excel and Access.

    Program Officer - Livelihoods

    General Position Summary
    The Program Officer Livelihoods provides expert support to the livelihoods component of the program implementation and ensures the smooth running of the activities in compliance with program deliverables.

    Essential Job Functions
    Programmatic:

    • Overseeing the implementation of the program livelihood activities in all program implementation states.
    • Ensure the cohesion of the overall livelihoods approach through a close working relationship with the program manager.
    • Apply well researched and thought out interventions to restart livelihood activities.
    • Lead where necessary community meetings to identify Livelihoods priorities.
    • Mitigation where necessary maintaining a clear impartial profile for Mercy Corps in confusions or disputes between community/association/group members.
    • Liaise with local government maintaining an impartial profile for Mercy Corps based on the ethos of its humanitarian mission as an INGO.
    • Conduct where necessary workshops to identify livelihoods priorities with key groups and to disseminate pertinent livelihoods information.
    • Bring to the attention of the Program Manager areas where formal agreements should be made e.g. MOU’s.
    • Conduct surveys, need assessments, data and information collection as and when required for the on-going program or future project proposals in livelihoods.
    • Participate in NGO and INGO meetings on Livelihoods and represent MC as requested in coordination forums related to Livelihoods.
    • Ensure all Livelihoods programs activities are in line with government strategy.
    • Provides technical input on MC’s livelihoods programs including potential partnerships with local NGOs.
    • Maintains links to sources of technical assistance and information and will disseminate technical information and assistance to program assistants where necessary.
    • Maintain, monitor and measure project implementation data entry. Track project impact, standards, and operational compliance.
    • Data-entry of program information, as assigned. Develop charts, statistical reports and data-bases as required by Program Manager.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    • Prior experience implementing livelihoods programs is required, preferably in a non-camp setting.
    • Experience working with multiple stakeholders to identify beneficiaries according to criteria required.
    • Experience with running assessments, monitoring and evaluation and other learning efforts required.
    • Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and the public.
    • Commitment to renewing and maintaining knowledge of best practices
    • Demonstrated training and facilitation experience
    • Ability to work under pressure
