The Position
- The African Development Bank adopted in May 2016, the “Jobs for Youth in Africa” (JfYA) Strategy for the period of 2016 - 2025. This Strategy responds to the priorities in Bank’s Ten Year Strategy and the New Corporate Priorities (High-Five). Creating productive jobs for the youth would improve their living conditions and enhance their engagement in Africa’s growth and economic transformation.
- The Jobs for Youth in Africa Strategy was launched during the Bank’s annual meetings in May, 2016, in Lusaka to commence its operationalization.
- The Labour Economist and Migration Officer will be part of the team responsible of the day to day management of the implementation of the Jobs for Youth in Africa Strategy in the East region to:
- Support sector departments and task managers in projects in operations in country offices to hold high level policy dialogue on youth and employability;
- Lead the design and manage projects as which are high impact for youth employability and may have key underlying strategies to reduce the impact of migration;
- Develop sector analysis to address migration, impact on long term economic development and youth employability issues;

Duties and Responsibilities
With strategic and technical support from the Coordinator Jobs for Youth in Africa and under the supervision of the Regional Operations Manager, Agriculture, Human and Social Development Division of Regional business delivery office (Eastern Africa), the incumbent shall:
- Conduct the Bank’s assessment of social and macroeconomic developments, monitoring of structural reforms and policy dialogue that impact national and regional jobs creation for youth and women, and also seek to address migration and refugees issues.
- Specifically, provide socio-economic and macroeconomic and reform advice; conduct and facilitate policy dialogue in close coordination with country economists, Regional and Country’ Directors and other Bank departments; and interact with country authorities, the private sector, local think tanks, academia, clients and other International Financial Institutions.
- Provide input to country strategies and other related country strategy instruments for a conducive eco-system for entrepreneurship development, employability and job creation for youth;
- Support and develop innovative and timely solutions to mitigate the youth employment crisis including migration and regional refugee’s issues through the Jobs for Youth in Africa agenda.
- Carry out analyses of labor issues, unemployment, underemployment and youth migration issue, and propose operations to tackle the roots of the migration crisis.
- Support the Bank staff and departments to identify priority areas and potential projects with high jobs impact; help interface project design with private sector, and contribute to related Additionality and Development Outcomes Assessment together with sector economists and provide input to the assessment phase of major projects.
- Conduct the “Jobs for Youth in Africa" dialogue at the country and regional level for:
- The achievement of country policy dialogue objectives; and
- Leading and coordinating contributions to country diagnostics study; and contributing to improvements in country and regional results measurements on Jobs for Youth.

The Complex
- The Vice-Presidency for Finance (FIVP) oversees the financial management of the Bank Group. Duties and Responsibilities
Under the supervision of the Manager, Administrative Expenses Division, the incumbent will administer and control all mission related payment processing for all staff and elected officers by performing the following functions:
- Organize, supervise and treat queries from clients regarding Travel payment requests, policies and procedures guiding the payment process, as well as ensure the logging of same using the relevant IT software for the Helpdesk.
- Assist provide first level technical /operational support to new and existing staff in implementation of new system enhancements, policies and procedures for all types of payments.

The Complex

The Position
- The main purpose of the Operations Assistant will be to assist in the implementation of Agriculture Fast Track Fund Work Programme.
- The Operations Assistant will work directly with the Agriculture Fast Track Fund Coordination Unit.
- There are a number of areas in which the Agriculture Fast Track Fund will need in-house expertise and experience in portfolio management to support its operations:
- The grants to be provided will be used for project preparation activities that will assist the investors in developing credible financing proposals to commercial banks, private equity/debt institutions, and/or multilateral finance institutions (such as the African Development Bank or the International Finance Corporation).
- The grants may also be used to procure the services of experts to advise on structuring the investments and financing, counselling investors on discussions and negotiations with potential lenders, undertaking of feasibility studies or market analyses.
- The Agriculture Fast Track Fund will apply the African Development Bank's Rules and Procedures for the procurement of services for both the public and private sector project proposals that will be received.
Duties and Responsibilities
Under the general supervision of the Coordinator Agriculture Fast Track Fund, Operations Assistant will primarily assist the Unit in implementing the work programme, including technical support in specific areas such as SAP entry of data relating to procurement and disbursement under the Agriculture Fast Track Fund and work program monitoring and undertake preliminary analyses of operations dossiers. The Operations Assistant will therefore:
- Carry out the tasks entailed in providing assistance for operations, using the appropriate Bank software;
- Prepare records of operations-related meetings;
- Keep abreast with projects and the experts managing them, so as to facilitate orientation of clients or external parties requiring project information;
- Assist the Coordinating Unit team and Task Managers with day-to-day activities;
- Assist experts in the presenting and formatting documents;

The Hiring Department / Division
- Within the Bank’s Power, Energy Climate and Green Growth Vice Presidency, the Climate Change and Green Growth Directorate has the broad objective of managing access to the growing number of sources of Green and Climate Finance for all Operational Vice-Presidencies within the Bank, leading all efforts within the Bank focused on minimizing and reversing the effects of Climate Change on the continent, including mainstreaming climate change and green growth in bank-wide implementation activities.
The Position
- The Division Manager, Climate and Environment Finance is responsible for ensuring that all of the Bank’s operational Vice-Presidencies have efficient and predictable access to multiple sources of climate and green finance.
- The Manager is responsible for ensuring that the Bank’s commitments to mobilize climate finance and support Regional Member Countries to do so, are met.
- More specifically, the Manager will be responsible to deliver on the Bank’s commitments to raise USD 5 billion per year by 2020 and beyond, while effectively managing the Bank’s existing and new climate finance mechanisms and supporting African countries to benefit from the global commitments to raise USD 100 billion per year for climate finance.
Duties and Responsibilities
Under the overall supervision of the Director, Climate Change and Green Growth, the incumbent will perform the following:
- Manage access to a multitude of bilateral and multilateral sources of climate and green finance by meeting accreditation and reporting requirements of external and Bank managed trust funds, and other facilities and ensuring a team of qualified Fund Coordinators and Climate and Green Finance Officers are able to generate and process funding proposals in collaboration with sector Departments and regional hubs.
- Serve as the Bank’s Focal person for all the above mentioned climate and green finance mechanisms.
- Lead a team of climate and green finance experts to provide advisory services to all Bank’s sectors and regional operations.
- Create opportunities to co-finance projects and leverage new and additional funding sources to achieve the Bank’s climate finance targets by liaising with the Regional Hubs and other Sector Departments within the Bank, Donors and Development Partners.
- Actively communicate with Trust Fund Committees to advance the Bank’s interests, secure project approvals and generally support the funding sources by participating at Trust Fund Committee meetings and other events.

The Complex
- The Vice-Presidency for Regional Development, Integration and Business Delivery is responsible for operational relevancy, efficiency and effectiveness of the Bank Group’s operational programs, and activities. The Vice-Presidency Regional Development, Integration and Business Delivery will ensure that the Bank operates successfully across its Regional Members Countries and will oversee the full implementation of all aspects of the Bank’s Regional Directorates.
The Position
The African Development Bank adopted in May 2016, the “Jobs for Youth in Africa” (JfYA) Strategy for the period of 2016 - 2025. This Strategy responds to the priorities in Bank’s Ten Year Strategy and the New Corporate Priorities (High-Five). Creating productive jobs for the youth would improve their living conditions and enhance their engagement in Africa’s growth and economic transformation.
The Jobs for Youth in Africa Strategy was launched during the Bank’s annual meetings in May, 2016, in Lusaka to commence its operationalization. The Development Economist will be part of the team responsible of the day to day management of the implementation of the Jobs for Youth in Africa Strategy in the eastern region to:
- Support sector departments and task managers in projects in operations in country offices to hold high level policy dialogue on youth and employability;
- Lead the design and manage projects as which are high impact for youth employability and may have key underlying strategies to reduce the impact of migration;
- Deliver knowledge exchange on drivers of development and Youth Employment;
- Support governments in reforms and dialogue on addressing the youth unemployment and migration issues;
- Lead and Contribute to Country Strategic Papers and Regional Integration Strategic Papers to implement the strategic vision of jobs for youth in Africa strategy;
- Mobilize resources for targeted activities in the Bank’s work.
Duties and Responsibilities
With strategic and technical support from the Coordinator Jobs for Youth in Africa and under the supervision of the Regional Operations Manager, Agriculture, Human and Social Development Division of Regional business delivery office (eastern Africa), the incumbent shall:
- Lead the Bank’s assessment of social and macroeconomic developments, monitoring of structural reforms and policy dialogue that impact national and regional jobs creation for youth and women, and also seek to address migration and refugees issues.
- Specifically, provide socio-economic and macroeconomic and reform advice; conduct and facilitate policy dialogue in close coordination with country economists, Regional and country’ Directors and other Bank departments; and interact with country authorities, the private sector, local think tanks, academia, clients and other International Financial Institutions.
- Lead the Jobs Team input to country strategies and other related country strategy instruments.
- Support and develop innovative and timely solutions to mitigate the youth employment crisis including migration and regional refugee’s issues through the Jobs for Youth in Africa agenda.

- Support the Bank staff and departments to identify priority areas and potential projects with high jobs impact; help interface project design with private sector, and contribute to related Additionality and Development Outcomes Assessment together with sector economists and provide input to the assessment phase of major projects.
- Lead the "Jobs for Youth in Africa dialogue" at the country and regional level for (i) the achievement of country policy dialogue objectives; and (ii) leading and coordinating contributions to country diagnostics study; and contributing to improvements in country and regional results measurements on Jobs for Youth.
- Provide strategic advice on public-private partnership issues, such as the development of strategies for outreach to the private sector in line with the Jobs for Youth Agenda.

- Ensure the coverage of relevant Boards of Governors meetings; analyse and determine the thrust of discussions/deliberations and then synthesize and draft the main decisions and conclusions reached;
- Translate, when and as necessary, in the other working language of the Bank, the synthesis and reports drafted;
- Carry out any other assignment required by service exigency.
Selection Criteria
Including desirable skills, knowledge and experience:
- Hold at least a Master's degree or its equivalent in Human Resource Management, Communication, Economics, International Relations, Development Studies, Development Finance, Social Science and other related disciplines.
- Have a minimum of five years (5) years of relevant professional experience in similar organizations.
- Have strong and proven translation skills.
- Have excellent analytical and drafting skills and be good at summarizing and synthesizing.
- Private sector experience will be an added advantage.
- Be able to identify and meet clients' needs within the framework of established rules on the processing of reports and identify appropriate solutions and alternatives when necessary.
- Be able to work efficiently under pressure and be willing to work long hours to meet tight deadlines;
- Be able to multi-task, excellent problem solving skill and attention to detail.
- Have excellent interpersonal skills and be able to work in a multicultural environment with sensitivity and respect for diversity.
- Show proof of discretion, tactfulness and flexibility in dealing with clients such as the Boards of Governors, Boards of Directors, Ambassadors and Senior Management.
- Proficiency in English or French both written and oral is important.
- Proficient in the use of standard MS Office software (Word, Excel, PowerPoint) Practical knowledge of SAP systems will be an advantage
