    Division Manager, Climate and Environment Finance

    The Complex

    • The Vice-Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Light up and Power Africa”.
    • The complex’s objectives are (i) to develop policy and strategy; (ii) provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) develop new financing instruments; (iv) act as spoke person to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”.
    • The Complex will focus on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.

    The Hiring Department / Division

    • Within the Bank’s Power, Energy Climate and Green Growth Vice Presidency, the Climate Change and Green Growth Directorate has the broad objective of managing access to the growing number of sources of Green and Climate Finance for all Operational Vice-Presidencies within the Bank, leading all efforts within the Bank focused on minimizing and reversing the effects of Climate Change on the continent, including mainstreaming climate change and green growth in bank-wide implementation activities.

    The Position

    • The Division Manager, Climate and Environment Finance is responsible for ensuring that all of the Bank’s operational Vice-Presidencies have efficient and predictable access to multiple sources of climate and green finance.
    • The Manager is responsible for ensuring that the Bank’s commitments to mobilize climate finance and support Regional Member Countries to do so, are met.
    • More specifically, the Manager will be responsible to deliver on the Bank’s commitments to raise USD 5 billion per year by 2020 and beyond, while effectively managing the Bank’s existing and new climate finance mechanisms and supporting African countries to benefit from the global commitments to raise USD 100 billion per year for climate finance.

    Duties and Responsibilities
    Under the overall supervision of the Director, Climate Change and Green Growth, the incumbent will perform the following:

    • Manage access to a multitude of bilateral and multilateral sources of climate and green finance by meeting accreditation and reporting requirements of external and Bank managed trust funds, and other facilities and ensuring a team of qualified Fund Coordinators and Climate and Green Finance Officers are able to generate and process funding proposals in collaboration with sector Departments and regional hubs.
    • Serve as the Bank’s Focal person for all the above mentioned climate and green finance mechanisms.
    • Lead a team of climate and green finance experts to provide advisory services to all Bank’s sectors and regional operations.
    • Create opportunities to co-finance projects and leverage new and additional funding sources to achieve the Bank’s climate finance targets by liaising with the Regional Hubs and other Sector Departments within the Bank, Donors and Development Partners.
    • Actively communicate with Trust Fund Committees to advance the Bank’s interests, secure project approvals and generally support the funding sources by participating at Trust Fund Committee meetings and other events.
    • Advise all operational Vice-Presidencies on accessing climate and green finance by building strong links with other Managers within the Bank.
    • Ensure that the Bank fulfils internal and external reporting obligations to Trust Funds and other sources of finance by ensuring that reports are prepared in a timely and accurate manner.
    • Ensure that the Bank contributes actively to the development, management and administration of funds by ensuring that Climate and Green Growth Officers respond to calls for input, attend meetings and conference calls and make innovative proposals to scale up finance.
    • Manage a team of Climate and Green Finance Officers to provide operational support to Task Managers on specific projects across the Bank under each of the sources of finance.
    • Provide deep technical expertise on climate and green finance to the Regional Hubs to enable them mobilize climate finance.
    • Lead the Bank’s efforts to achieve the goal of raising USD 5 billion per year by 2020 and beyond.
    • Increase the capacities of Bank staff and Regional Member Countries to access global climate finance and the resources of the Bank-hosted climate related Trust Funds.
    • Support the Bank’s and Regional Member Countries’ efforts in designing and delivering green bonds, especially in developing a portfolio of green projects.
    • Advise the Director to provide Bank’s leadership on climate and green finance, in close coordination with existing climate finance structures under the United Nations Framework for Convention on Climate Change (for example Standing finance committee, Climate finance pathway, etc.), the Multilateral Development Banks and other relevant institutions, with the view to advocate for Africa’s enhanced access to climate and green finance.

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold at least a Master's Degree or its equivalent in Development, Environmental Science, Finance, Economics or related areas.
    • A Ph.D. with additional qualifications in climate change, green growth would be an advantage.
    • Have a minimum of eight (8) years of experience (including at least three (3) in management) in developing and managing climate and green finance operations in reputable institutions.
    • Further experience in financial accounting and reporting, green and inclusive growth accounting and reporting, risk management, portfolio management.
    • Having private sector experience will be an added advantage.
    • Results-oriented, team player, articulate analyst with attention to details, persuasive communicator and good writer.
    • Client orientation - Proposes effective services and solutions to staff beyond presenting issues and past challenges and gains respect through the depth of expertise demonstrated in effectively managing diverse clients and country situations.
    • Innovation and Change - Consistently seeks more effective and practical ways for the Departmental delivery of services, products, and processes and proposes new ways to improve the quality and relevance of products and services.
    • Demonstrated ability to work effectively in a multicultural environment and build effective working relations with clients and colleagues.
    • Strong knowledge of financial modelling and structuring of projects, portfolio management, Fund stakeholder engagement and development partnerships.
    • Excellent technical and analytical skills and established track record in operational and policy work on climate change, green growth and climate finance matters.
    • Strong knowledge in supporting the mainstreaming of climate change and green growth into major development investments within the Continent.
    • Strong knowledge of the financing mechanisms under the United Nations Framework Convention on Climate Change.
    • Demonstrable experience in resource mobilization.
    • Demonstrable experience in developing green bonds.
    • A good understanding of climate and green finance issues, challenges and practices relating to Africa.
    • Strategic thinking on the provision of climate finance resources for lending and non-lending operations.
    • Leadership and experience in the area of climate change adaptation and mitigation, with a particular emphasis on scaling up climate finance for Africa.
    • Demonstrated leadership in policy dialogue and cross-institutional collaboration at the highest level, including with representatives of government and non-government partners.
    • Well-rounded understanding of critical issues in sustainable development, international climate change policy, and climate finance.
    • Capacity to propose and implement organizational changes for recruiting and keeping top talents and takes keen interest in the career development needs of the staff under his/her supervision.
    • Ability to give well defined guidelines and directions for discharge of duties and assignments and to provide concrete and constructive performance feedback.
    • Ability to communicate effectively (written and oral) in English or French, with a working knowledge of the other.
    • Competence in the use of standard Microsoft Office Suite applications and preferably SAP.
