    National Consultant (A stock-take of Screening, Prosecution, Rehabilitation and Reintegration of persons formerly associated with Boko Haram in Nigeria)

    Background

    A series of United Nations Security Council Resolutions urge Member States to “bring terrorists to justice”, “to ensure that there is no impunity for those responsible for terrorist acts, and abuses and violations of international human rights and violations of humanitarian law”, and to develop prosecution, rehabilitation and reintegration (PRR) strategies for terrorist fighters,and “to assess and investigate suspected individuals whom they have reasonable grounds to believe are terrorists, … to develop and implement comprehensive risk assessments for those individuals, and to take appropriate action, including by considering appropriate prosecution, rehabilitation and reintegration measures … in compliance with domestic and international law”.

    Objective of the consultancy

    • In the context of achieving a harmonised SPRR approach for countries affected by the Boko Haram crisis, the National Consultant will lead a process that provides the content of a report outlining a light review of national and local level screening and prosecution and an in-depth review of rehabilitation and reintegration processes in Nigeria.

    Scope of work
    Under the overall supervision of the Senior Advisor & Head of Stabilization Lake Chad Basin Regional Stabilization strategy, the National Consultant will undertake the following:

    Task 1 (Desk review on SPRR-relevant documentation)
    Description:

    • With a light review of national and local level screening and prosecution and an in-depth review of rehabilitation and reintegration.

    Organise Focus Group Discussions with relevant national stakeholders on:

    • Screening
    • Prosecution
    • Rehabilitation
    • Reintegration

    Description:

    • Discuss, understand and report on:
      • National legal framework (laws, decrees, etc.) policies, regulations and other relevant documents;
      • Implementation and coordination of national SPRR processes;
      • Taking stock of national SPRR initiatives, programmes and projects;
      • Planned next steps in the SPRR process;
      • Lessons learned in the SPRR process; and
      • Gaps; and
      • Recommendations

    Task 3 (Draft the National SPRR report, with a focus on Rehabilitation and Reintegration)

    Task 4

    • Design and facilitate a National workshop “Rehabilitation and Reintegration of former Boko Haram associates in [Niger, Chad, Nigeria, Cameroon] – State of Play, lessons learned and way forward

    Description:
    Logistical and organisational supported by UNDP. Discuss and validate the draft SPRR report, with a view to:

    • Promote dialogue among Government rehabilitation and reintegration officials and other stakeholders in the country;
    • Inform participants on the broader process and stimulate a discussion on Screening, Prosecution, Rehabilitation and Reintegration;
    • Improve the understanding of and consensus on the concepts and practice of rehabilitation and reintegration in the framework of Screening, Prosecution, Rehabilitation and Reintegration (SPRR); and
    • Take stock of centre-based rehabilitation and community-based reintegration initiatives in the country, including through the identification of good practices and lessons learned so far.

    Task 5
    Description:

    • Final National SPRR report, with a focus on Rehabilitation and Reintegration.

    Required Skills and Experience

    • An advanced university degree (i.e. Master’s degree or equivalent degree) is required. A first-level university degree (i.e. bachelor’s degree or equivalent) in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree;
    • A minimum of fifteen (15) years of progressively responsible professional experience in development, emergency preparedness, crisis management, or other closely related field is required;
    • Practical experience in workshop design and facilitation;
    • Sound knowledge of DDR and basic knowledge of SPRR processes;
    • Full proficiency in English
    • Computer literate.

    Consultant - Risk Management Assessment and Planning Exercise for Lake Chad Regional Stabilization Facility

    Background
    Millions of civilians continue to grapple with extreme adversity across north-east Nigeria and the rest of the Lake Chad region where a recent surge in violence has uprooted tens of thousands more people, exacerbating an already dire crisis situation. An intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need. It is unlikely that security responses alone will be sufficient to address the complex factors that gave rise to the insurgency, and which continues to sustain it. There is increasing consensus that military efforts must be coupled with significant investments in complementary stabilisation activities to benefit the local population with both local and Lake Chad Basin (LCB) regional levels, if the security-humanitarian-development nexus around Lake Chad is to be effectively addressed.

    While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.  To this end, UNDP has been developing a new initiative for establishing Lake Chad Basin Stabilization Facility, supporting four Lake Chad Basin countries (i.e., Nigeria, Niger, Cameroon, and Chad) as well as LCB regional institutions, such as the Lake Chad Basin Commission (LCBC).

    The Facility will act as a rapid-response package– delivering within 90 days of target area selection – that relevant authorities can sequence with military operations as necessary, to ensure immediate follow-up in specific locations and curtail the ability of armed opposition groups to re-infiltrate and exploit any security vacuum or community perceptions of non-responsive Government by extending an organized and effective civilian security umbrella, consolidating military progress with development ‘dividends’ for the local population.

    The Facility aims to address the needs of immediate stabilization in the target areas with high degrees of insecurity, promoting the phased transition of insecure areas toward greater security, and the reduction of current volatility whereby previously secure areas have become more rather than less vulnerable.

    Such programme approach undeniably faces various risks, institutional, programmatic and contextual, to project implementation and there is a need to establish an integrated approach to risk management, with horizontal integration across all types of risks, and vertical integration from projects up to corporate level.  To this end, UNDP is seeking for an expert to conduct a risk assessment and design risk management mechanisms for Lake Chad Basin Regional Stabilization Facility (RSF) in line with UNDP’s Enterprise Risk Management (ERM) Policy.

    Duties and Responsibilities
    Scope of the Work and Tasks:

    • The primary scope of work of the experienced consultant / expert is to develop the umbrella framework for risk management for the RSF, focusing on the following areas in accordance with UNDP’s ERM Risk Categories (See Annex):
    • Institutional risk: existing and emerging uncertainties that could facilitate or hinder the efficiency and effectiveness of core operations within the organization.
    • Programmatic risk: existing and emerging uncertainties that could facilitate or hinder the realization of programme or project objectives.
    • Contextual risk: existing and emerging uncertainties that could facilitate or hinder progress towards development priorities of a given society. ERM considers contextual risk when these external uncertainties also present institutional or programmatic risks.

    In the overall programme context of the RSF, the Risk Management Framework should aim to:

    • Increase programme effectiveness and relevance through adaptive and informed decision-making
    • Provide greater assurance regarding the management of significant risks
    • Enable the exploration of innovative solutions to organizational and development challenges
    • Inform effective and targeted allocation of resources to where they are most needed
    • Enhance the reputation of UNDP as a value-driven and risk-informed organization
    • Increase efficiency by safeguarding the accountable use of resources
    • Safeguard people and the environment
    • Manage and reduce to an acceptable level the safety and security risks to UNDP personnel, premises and assets.

    Risk Assessment
    A risk assessment should be conducted with suitable methodologies for risk identification, analysis and evaluation, enabling greater acceptance of risk-taking opportunities for implementation of immediate stabilization activities under RSF while ensuring rigorous due diligence, treatment, monitoring and control. Risk categories to be assessed should include 1) Social and Environmental; 2) Financial; 3) Operational; 4) Organizational; 5) Political; 6) Regulatory; 7) Strategic; and 8) Safety and Security, in line with UNDP’s ERM Risk Categories (See Annex). Other risk factors that are expected to be assessed can be added to address the specific context of RSF and the Lake Chad Basin Region.

    Based on the risk assessment, the consultant should identify and determine appropriate risk treatment measures. In case of threats to organizational objectives, risk treatment may be of four types: terminate (seeking to eliminate activity that triggers such a risk), transfer (passing ownership and/or liability to a third party), mitigate (reducing the likelihood and/or impact of the risk below the threshold of acceptability), and tolerate (tolerating the risk level). In case of opportunities, risk treatment may be of four types: exploit (making the opportunity happen), experiment (testing new solutions in uncertain contexts), enhance (enhance the likelihood or impact through reinforcing the trigger condition or increasing exposure), and accept (no proactive actions). As part of the risk mitigation plan, the responsible party/actor of each countermeasure action as well as risk monitoring and review mechanism should be set.

    The methodologies to develop a risk management framework should encompass an inclusive communication and consultative approach, including but not limited to desk review, consultations with UNDP staff as well as external actors, interviews with experts/resource person and focused group discussions. A presentation/briefing on the findings and recommendation of the report to UNDP or the other key stakeholders (e.g., the government officials or the donors) can be requested. The consultant must also use the risk matrix and the detailed risk assessment (incl. risk, consequence, likelihood, risk level) with risks mitigation measures (incl. strategy, action, responsibility, and timeframe).

    The consultant will carry out the tasks described above supervised by Head of UNDP Sub-Office for North East Region under overall guidance from UNDP Resident Representative for Nigeria in close collaboration with UNDP Deputy Resident Representatives.

    Key Deliverables and Time frame
    The assignment will lead to the production of the following key deliverables:

    • An inception report with the situation analysis and methodologies for the risk assessment and formulation of risk management framework (By the end of 1st week after the contract signed);
    • A draft report describing the results of risk assessment and framework of risk management, including the analysis of the key risks identified in 3 different risk levels and risk mitigating measures to be implemented for each risk level (By the end of 3rd week after the contract signed);
    • The finalized report after reflecting all comments from UNDP and the key stakeholders (By the contract end date).
    • Presentation of the report to UNDP Country Office/HQ and the donors.

    Travel, Fees and Terms of Payment:

    • The consultant will be required to work in Abuja and Maiduguri, Nigeria. UNDP will cover expenses related to the travel ticket from Abuja to Maiduguri (round trip) and DSAs during the stay as well as the travel to other Lake Chad Basin Countries (Chad, Niger and Cameroon) with DSAs
    • The agreed consultant fee should cover all other costs.

    Competencies

    • Experience in the design and facilitation of risk scenario planning and risk management;
    • Experience/Knowledge on security risk analysis is a strong advantage;
    • Experiences in risk management in the private sector is a strong advantage
    • Experience on programme management and operations within the United Nations is an asset;
    • Working experience in Nigeria, and good knowledge of Northeast Nigeria is an asset;
    • Proven experience in interacting with senior government and security/military.
    • Immediate availability is preferable.

    Required Skills and Experience
    Education:

    • A Postgraduate Degree (at least Bac + 5) in Social Sciences, Socio-anthropology, Economics, Development Planning, Security and Conflict Studies, or related field of Science.

    Experience:

    • Senior expert with at least 7 years of enterprise risk analysis and assessment.

    Language:

    • Excellent command of English. Proficiency in French is an asset.

    Admin Assistant/Pharmacist Assistant

The pharmacist assistant is directly responsible for procurement /purchase of all Medicines, Diagnostic equipment and Medical Supplies for UN clinic at the duty station.
    • Through both technical knowledge and discretion, the Pharmacist assistant is responsible for gaining the trust and confidence of each patient seen and maintaining trust within the entire UN community served, ensuring reliable, timely, accurate and confidential pharmacy services.
    • The incumbent will ensure appropriate management and storage of drugs and consumables at the duty station following international standards and manage the administrative aspects of the Pharmacy in accordance with established policy procedure.

    Duties and Responsibilities
    Within delegated authority and under the guidance of the UN Clinic Health Manager, the incumbent is responsible for the following duties:
     
    Medico-Administrative Functions:

    • Developing, updating and implementing a mission list for drugs and medical consumables, based on generic drugs produced according the World Health Organization (WHO) standards;
    • Develops and maintains a system for ongoing inspections of drug safety in all duty station medical facilities;
    • Offers day-to-day advice on pharmaceutical issues including evaluating different antibiotics for impact on the local microbiological situation, and secures that mission personnel do not unnecessarily influence the ecological balance through the use of antibiotics;
    • Responsible for advising the UN Clinic Health Manager in the specification of drugs to be requisitioned, and for offering a prudent scale of issue for the planning of re-supply;
    • Through proactive planning and facilitation of an unimpeded supply of drugs, medical supplies, medical consumables, vaccines, condoms (male and female) and blood in the field mission.
    • Prepare Annual Procurement Plan for procurement of medicines, Diagnostics and medical supplies and follow up on its implementations
    • Monitoring the consumption of drugs, laboratory reagents, medical and surgical consumables at the UN Clinic; prepare monthly/quarterly stock reports
    • Assisting the health team in the treatment and side effect monitoring;
    • Dispensing valid prescriptions and medical supplies to patients of UN Clinic;
    • Storing and record keeping of stocks; following international standards
    • Accounting for the applicable medical supplies and equipment according to recommended guidelines;
    • Participating in logistics operations pertaining to the management of expired supplies and re-distribution of medical supplies in the UN clinic;
    • Follow up in ensuring that supplies contracts are prepared, signed and issued to winning parties.

    Head, Programme Management Support Unit (PMSU)

    Background

    • Under the guidance and supervision of UN House Manager, the Technical Assistant provides effective and reliable services ensuring high accuracy of work in the operation of all Extra Low Voltage Electrical/Electronic Appliances installed at UN House Abuja. The Technical Assistant demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.
    • The Technical Assistant  provides technical support services to the UN House Abuja Common Services unit  staff, UN Personnel, Consultants and Experts and UN staff on mission.

    Duties and Responsibilities
    Summary of Key Functions:

    • Provision of reliable and efficient technical support services in the operation of all extra low voltage Electrical/Electronic appliances installed at UN House;
    • Monitoring and maintaining records of all ELV installations in the UN House as follows:
      • Meeting Rooms and Conference Hall Audio and Visual Equipment including Video Conferencing Systems.
      • CATV [DSTV] System.
      • Public Address, Emergency Voice Communication and Disabled Alarm Systems.
      • Fire Alarm System.
      • Building Monitoring System [BMS].
      • FM200 System.
      • Access Control System.
      • LAN Networks: Voice and data
      • CCTV systems.
    • Assist Staff/Users to resolve and address complaints in the use of the above systems in a timely manner;
    • Promptly report of potential operational issues before they arise and recommend solution for remediation;
    • Ensure that all the above Systems always operate at their optimum;
    • Adhere to all operational procedures of each ELV system
    • Ensures provision of reliable and efficient technical support services by:
      • Coordinating end-users operation of all extra low voltage facilities and audio visual appliances installed at UN House and daily monitoring and keeping records of the functionality and usage of all extra low voltage facilities and appliances within UN House with a view to ensuring timely preventative and pre-emptive maintenance,
      • Providing clear weekly reports in a timely manner  meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
    • Ensures cost-savings through ensuring proper use of all extra low voltage facilities and audio visual appliances installed in, around and across UN House through accurate maintenance of daily usage logs, provision of technical inputs to formulation of Common Services Annual Workplans  and reports.
    • Ensures proper day-to-day maintenance of the extra low voltage facilities and audio visual appliances such as CCTV Cameras, Access Control Card Readers, Installed Projectors, Sprinkler sensors, Smoke Detector sensors, Building Management System (BMS), CATV/DSTV systems, UPS back-up for all the facilities, through timely minor repairs, arrangements for major repairs, etc.
    • Ensure that all the above Systems always operate at their optimum by assisting staff/users to resolve and address complaints in the use of the facilities and applinaces in a timely manner.
    • Ensures that all immediate actions required by rules and regulations as well as standard operating procedures (SOPs) are taken in using the facilities. 

    Impact of Results:

    • The key results have an impact on the accurate, safe and timely execution of the sub office services.

    Required Skills and Experience
    Education:

    • Secondary Education Mandatory. HND/University degree in Electrical/Electronic Engineering or Computer Science is strongly desirable.
    • Professional certification or country specific related license.  

    Experience:

    • 3 years’ relevant professional work experience in the design, installation, operation an maintenance of Extra Low Voltage Electronic appliances in an international organization, INGO or project.

    • Transmits file data; creates and generate queries, reports and documents utilizing databases, spreadsheets, communications and other software packages with speed and accuracy
    • Interprets data, draws conclusions and/or identifies patterns which support the work of others

    Managing Documents, Correspondence and Reports:

    • Creates, edits and presents information (queries, reports, documents) in visually pleasing, clear and presentable formats such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software
    • Ability to produce accurate and well documented records conforming to the required standard

    Planning, Organizing and Multi-Tasking:

    • Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
    • Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines
    • Demonstrates ability to quickly shift from one task to another to meet multiple support needs
    • Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support.

    Language Requirements:

    • Proficiency in English as the UN language of the duty station.
