    Program Assistant-Shomolu

    General Position Summary

    The GIRL-H Program Assistant will lead the successful implementation of the GIRL-H program in each of the five implementing Local Government Areas (LGAs). The Program Assistants are an integral part of the project management team of GIRL-H in Nigeria and will be required to work closely with community mentors in Lagos and the Nigeria GIRL-H team.

    Essential Job Responsibilities

    Program Management

    • Lead program start-up (bridge) and implementation across the LGAs, including identification or retention of community mentors and other community stakeholders.
    • Manage and oversee program implementation in the LGAs, in cooperation with key program stakeholders, local government officials, community-based organizations, and other international agencies on the ground.
    • Support the GIRL-H Program Officer in the development of activity plans and reporting format for activity implementation and ensure that every activity reported is supported with evidence.
    • Support the GIRL-H Program Officer in the design, implementation, monitoring, and evaluation of the program activities.
    • Supervise the activities and performance of community mentors; conduct routine team meetings, adhere to performance review timelines, troubleshoot challenges, and standardize implementation approaches.
    • Identify and document best practices and lessons in the GIRL-H program and provide timely feedback to the Program Officer.
    • Work with the Finance team to ensure that activity budgets are prepared, and payments processed promptly.
    • Ensure timely and consistent submission of program reports, success stories, and other relevant data to the Program Officer (weekly, monthly, and quarterly reports).
    • Work with identified public and private sector partners within the LGA.

     Team Management

    • Develop the capacity of the community mentors, deepen understanding of their roles, and assist with career development.
    • Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-one and review meetings.
    • Create and sustain a work environment of mutual respect where community mentors strive to achieve excellence.
    • Oversee community mentors and quality of program implementation and if security context allows, conduct frequent field visits to all program sites within their LGAs.

     Monitoring and Evaluation

    • Provide ongoing mentorship to the community mentors on quality data collection processes for completeness, accuracy, and timely submission.
    • Oversee the governance structures filling system in the GIRL-H program implementation wards, districts, and communities, and ensure that information is organized according to the reporting and auditing needs of the program.
    • Work with MEL and Program Officer to ensure accurate data collection including Sex and Age Disaggregated Data (SADD), data validation, assuring quality control measures, and timely data submission.

    Finance and Compliance Management

    • Monitor adherence to the donor grant agreement as well as Mercy Corps and donor’s policies and procedures for procurement and compliance.
    • Create and maintain systems to ensure effective and transparent use of financial resources for timely and informative reporting in line with program, donor, and Mercy Corps’ needs.
    • Work closely with financial and operational management to optimize resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor.

    • 1-3 years of experience in gender and youth development work including gender/youth mainstreaming and engaging in gender advocacy.
    • Demonstrated ability to implement a program, manage a team, and develop their capacities.
    • Demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources to ensure effective integration of gender and youth concerns throughout the project’s duration. In-depth understanding of gender, age, and other socio-cultural factors in the context of livelihoods programming.
    • Strong public speaking and facilitation skills required.

    Senior Roving Safety & Security Officer

    General Position Summary

    Reporting to the Country Safety & Security Manager (SCSSM), the Senior Roving Safety and Security Officer will be responsible for the security analysis and strategic planning support required by the team within the geographical locale in which operations are situated. The Liaison & Safety Officer is responsible for ensuring security protocols are in place at the responsible field sites, maintaining security information networks and assisting all the responsible personnel in operational, programming security and liaison activities. The post-holder will likewise be responsible for outreach and coordination to local NGO networks, as required, to support coordinated engagement work within the relevant geographical locale.

    Essential Job Responsibilities

    Security Analysis & Operational Security

    • Work with the Senior Country Safety & Security Manager, Field Managers, Team Leader, and field teams to monitor the security environment in the designated areas of Nigeria, with particular focus in the program areas of operations.        
    • Stay informed (through media, social media, contacts, etc.) about the safety and security situation in Gombe State, Yobe State, Borno State Adamawa State and Taraba State on daily basis.
    • Liaise with security counterparts in other parts of the state and the country in order to understand how security situations in other areas affect.
    • Verify acquired information through secondary sources.
    • Maintain regular contact with field teams about the safety and security situation in their area.
    • Produce advisories (longer term), incident reports, security updates and other work products as directed for CSSM review and dissemination to staff.
    • Produce immediate security advisories to be put out on various security channels in order to ensure staff safety.
    • Review staff movement to the field and give advice in order to mitigate risks as necessary. Produce road assessments, etc. for dissemination to staff.  
    • In conjunction with the SCSSM prepare and deliver relevant security training for relevant staff (i.e., guards, drivers, program staff, etc.)
    • Vehicle & Staff Tracking: Track vehicle movements where and when required until the safe, arrival
      to destination. Give advice regarding road movement as needed prior to movement (i.e., identifying safe areas, sharing road assessment, etc.
    • Provide initial analysis of relevant security development and communicate them to the SCSSM
    • Update Local Area Security Plans, Contingency Plans, Security Bulletin Boards, and other documents on at least a quarterly basis or as directed by the SCSSM. Ensure plans are shared with and disseminated to relevant staff.

    Reporting

    • Daily Risk Ratings per location
    • Monthly Go / No-Go for key roads and districts
    • Incident Reports and Incident Log – always up to date (provide incident analysis for CSSM review)
    • Risk Assessment – quarterly minimum
    • Flash Reports – immediate dissemination of critical incidents in our area of work
    • Prepare weekly security brief and share with all staff in the meetings.
    • Be readily available at all times to the applicable field teams to give feedback on relevant security developments.

    Roving Safety and Security Officer

    General Position Summary

    Reporting to the Senior Country Safety & Security Manager (SCSSM), the Liaison & Safety Officer will be responsible for the security analysis and strategic planning support required by the team within the geographical locale in which operations are situated. The Liaison & Safety Officer is responsible for ensuring security protocols are in place at the responsible field sites, maintaining security information networks and assisting all the responsible personnel in operational, programming security and liaison activities. The post-holder will likewise be responsible for outreach and coordination to local NGO networks, as required, to support coordinated engagement work within the relevant geographical locale.

    Essential Job Responsibilities

    Security Analysis & Operational Security

    • Work with the Senior Country Safety & Security Manager, Field Managers, Team Leader, and field teams to monitor the security environment in the designated areas of Nigeria, with particular focus in the program areas of operations.
    • Stay informed (through media, social media, contacts, etc.) about the safety and security situation in Central & Northern Borno on a daily basis.
    • Liaise with security counterparts in other parts of the state and the country in order to understand how security situations in other areas affect.
    • Verify acquired information through secondary sources.
    • Maintain regular contact with field teams about the safety and security situation in their area.
    • Produce advisories (longer term), incident reports, security updates and other work products as directed for SCSSM review and dissemination to staff.
    • Produce immediate security advisories to be put out on various security channels in order to ensure staff safety.

    • Vehicle & Staff Tracking: Track vehicle movements where and when required until the safe, arrival to destination. Give advice regarding road movement as needed prior to movement (i.e. identifying safe areas, sharing road assessment, etc.
    • Provide initial analysis of relevant security development and communicate them to the SCSSM
    • Update Local Area Security Plans, Contingency Plans, Security Bulletin Boards and other documents on at least a quarterly basis or as directed by the SCSSM. Ensure plans are shared with and disseminated to relevant staff.

    Senior Shelter Program Officer (Internal Only)

    General Position Summary

    The Senior Shelter Program Officer to directly assist Shelter Program Manager and support the field shelter teams in Jere, Gwoza, Damboa, and Dikwa, Borno state, under the BEGE and THRIVE programs. This position has an interface with Mercy Corps’ operations & finance departments, field management, team leader, protection & gender and MEL internally and SC/CCCM sector, LGA level stakeholders and service contractors externally.

    Essential Job Responsibilities

    • The Senior Shelter Program Officer is responsible in supporting the management of all shelter and settlement activities across the intervened locations in Borno state.
    • He/she would assist to develop technical components to shelter and preparation of BOQ and estimates, planning, technical details, drawings, improve development techniques for the safer building/shelter and other all Civil and Architectural related projects.
    • Leading shelter needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns.
    • Assisting the Shelter Manager in development of shelter strategies which are framed by Mercy Corps’ Global Strategy for Settlement and Shelter and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
    • Guiding team on standards for shelter, including minimum emergency standards to meet basic and essential needs as well as guidance for phased improvement of shelter conditions that will be necessary as the duration of the displacement prolongs.
    • Compiling, analyzing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government and CCCM cluster. When planning shelter works, ensuring that the technical component reflects Sphere minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation.
    • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner.
    • Establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe.
    • Ensure that local communities and the community relief community have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
    • When identifying beneficiaries, ensure that the needs of the most vulnerable population of concern (POC) and host families are addressed. Mercy Corps’ vulnerability indicators should be applied in a participatory manner during the beneficiary selection.
    • When planning shelter works, ensure that the technical component reflects Sphere minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Standards for other sectors such as water and sanitation should be taken into consideration also.
    • Prepare the project engineering estimates and design drawings for the procurement and execution purpose.
    • Prepare the teamwork plans and project implementation plans.
    • Supervise the shelter team and ensure they are implementing program activities within the set timeline and are delivering according to the work plan.
    • Build the capacity of the shelter team members with special focus to more senior positions, in program management.
    • Monitoring all shelter program activities, including the planning and execution of any required evaluations, to ensure that accurate and timely information is available.
    • Supervise the construction works and administer the works execution as per the contractual provisions and the design specifications.
    • Collect and share data according to evolving needs.
    • Develop documents on Shelter/NFI best practices, through capacity mapping and gaps identification.
    • Timely actions on potential delays and/or cost overruns that can either be prevented or mitigated are to be quickly reported with recommended remedial actions for approval.
    • Prepare project/contracts related documentations such as periodic progress reports, site monitoring reports, stake holder meeting minutes, Engineer’s Instructions and Variation Orders, Contractor’s bills review reports, certifications.
    • Preparation of payment certificate and work progress record for the review of the contractors
    • Works closely with contractors in the field with provision of technical support and guidance.
    • Ensures that items procured meet specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines and in a timely manner.
    • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the shelter working group and related coordination platforms.
    • Regularly monitor program sites in order to ensure that shelter programs are adapted to local needs, provide quality control assurance, and to conduct regular audits of program activities.

The advisor will collaborate with local partners, government agencies, and stakeholders to implement projects that improve access to financial services, strengthen financial literacy, and promote inclusive economic growth. This position is based in Gombe but requires frequent travel to the other states of the Northeast.

    WASH Site Supervisor-Delta State

    General Position Summary

    Reporting to the State WASH Utility Engineers, the WASH Site Supervisors will be responsible for ensuring the on-site supervision of high-quality WASH infrastructure in Delta State, maintaining set engineering standards, codes and protocols, and Mercy Corps quality standards for all STWASH construction activities. The successful candidates (one each for the Southern States) will support the implementation of the planned Southern Expansion WASH infrastructure in Abia, Delta, and Imo States.

    S/he will support the State Water Agencies (SWAs) and State government focal ministries to deliver on the project’s goals and objectives. S/he will work closely with the respective State WASH Utility Engineer to ensure that the works are rehabilitated, improved, and constructed in line with the design, specification, scope, and national guidelines/standards. In addition, s/he will also support the Monitoring, Evaluation, and Learning (MEL) team, Governance and Capacity Building Specialist, and communication team in carrying out specific WASH infrastructure data collection, assessments, and documentation of success stories as well as preparing rehabilitation/improvement/construction progress supervision reports.

    Essential Job Responsibilities

    • Provide technical assistance in WASH construction/improvement/rehabilitation activities, including day-to-day monitoring/supervision of all WASH infrastructure construction/rehabilitation works in the proposed Ogwashi-Uku Central and Ogwashi-Uku General Hospital Water Supply Schemes in Delta State.
    • Responsible for on-site day-to-day quality checks and management of infrastructure supervision activities, to ensure compliance and effective use of project resources, and suggesting results-based construction supervision solutions to the WASH Utility Engineer and Senior Infrastructure Manager.
    • Implement control measures to accurately measure the works completed by the contractor for the State WASH Utility Engineer to certify.
    • Support the State WASH Utility Engineer in managing contractors by reviewing progress, measurement of works, and ensuring adherence to contractual obligations and organizational policies and standards.
    • Record and maintain a daily register and site reports.
    • Contribute to weekly/monthly/quarterly progress reports to record construction progress, payments, and issues covering the water supply schemes in the state and submit them to the WASH Utility Engineer.
    • Attend regular site meetings about issues related to the works contracts and associated work and related activities.
    • Check the correctness and completeness of As-built drawings submitted by the contractor and submit comments for correction to the WASH Utility Engineer.
    • Ensure accuracy and completeness of records and ensure that works are implemented per the agreed schedule of work, scope, and budget.
    • Support with commissioning of works and drafting of completion certificates.
    • Support the State Water Agency in following up with the supervision, operation, and maintenance of the completed works and facilities.
    • Support the State WASH stakeholders to ensure compliance with quality standards.
    • Work closely with the communications team on the documentation and dissemination of lessons learned, best practices, and success stories from the project.
    • Work closely with the Governance and Capacity Building Specialist to build the capacity of the SWA on the operation and maintenance of the facilities.
    • Carry out any other work or assignments as instructed by the WASH Utility Engineer and Senior Infrastructure Manager.

    Knowledge and Experience

    • BSc in civil/water engineering/construction engineering (or related field) with significant knowledge and experience in the supervision of WASH facilities and systems. Excellent knowledge of design and visualization software such as AutoCAD, and Civil 3D Prokon.
    • At least 5 years of progressive experience implementing and supervising WASH and other WASH-related projects in South-South and South-East Nigeria, preferably in an NGO setting.
    • Have solid working knowledge and practical skills in WASH infrastructure design, construction supervision, and site management.
    • Knowledge of water quality, water supply, sustainability management, and stakeholders’ management
    • Have a good understanding of State WASH Policies and Guidelines.
    • Have a good grasp of the challenges facing WASH in urban settings.
    • Strong organizational and communication skills.
