    SVN Project Support Assistant (Development & Reporting)

    Job Description

    • Applications are welcome from internal and external candidates. For all IOM vacancies, applications from qualified and eligible first-tier candidates are considered before those of qualified and eligible second-tier candidates in the selection process. For the purpose of this vacancy, internal candidates are considered first-tier candidates.
    • Under the overall guidance of the Head of Programme Coordination and Innovation Unit and the direct supervision of the National Programme Support Officer (PGLS), and in close co-ordination with senior management, resources management and programme managers the successful candidate will provide general assistance in knowledge management, resource mobilization, external liaison functions, grants management, project development and reporting. In particular, he/she will undertake the below tasks

    Responsibilities

    • Provide general assistance to the National Programme Support Officer (PGLS)  in the process of drafting new programmes/projects proposals.
    • Draft internal and external project/programme-level reports.
    • Assist the National Programme Support Officer (PGLS)   in processing, and submissions of project proposals, donor reports, partner agreements and any other relevant documents, in line with specific internal requirements and procedures and follow up on the endorsement process.
    • Follow up on project activities and maintain knowledge base of all projects within the area of responsibility.
    • Maintain accurate and pertinent records of all correspondence, files, project development and reporting products and tools as well as administrative information.
    • Assist in the implementation of programme /project-level administrative monitoring mechanisms and procedures.
    • Provide administrative and technical support in preparation and organization of conferences, meetings, trainings and other events.
    • Undertake field visits in Nigeria to assist in the implementation and monitoring of projects.
    • Perform such other duties as may be assigned.

    Qualifications

    Education

    • University degree in, Political or Social Sciences, Law, Human Rights, International Relations, Migration Studies or a related field from an accredited academic institution with three years of relevant professional experience; or
    • School diploma with five years of relevant professional experience.

    Experience

    • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
    • Experience with working in the area of project development and/or implementation, and preferably with different project donorsPrior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

    Skills

    • Strong knowledge of programme development, reporting and monitoring and evaluation;
    • Sound knowledge of project implementation and familiarity with financial and business procedures;
    • Excellent computer skills and knowledge of project/grant management applications.

    SVN National Monitoring and Evaluation Officer

    Job Description

    • Under the overall supervision of the Depuy Chief of Mission  (DCoM) and under the direct supervision of the Head of Programme Coordination and Innovation Unit in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the Monitoring and Evaluation Officer will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), as well as reporting requirements.

    Responsibilities

    • Assist in collecting, maintaining, and analyzing various data for M&E activities.
    • File and compile reports that will be produced for the projects/programmes/strategy and keep track of reporting schedules in line with the donor/UNCT reporting requirements as well as IOM’s institutional reporting such as the Institutional Questionnaire (IQ). 
    • Assist in the design, comment and/or implementation of special assessments, surveys, and operational research.
    • Participate in specific monitoring and reporting exercises as assigned. Monitor report endorsement procedures with the required endorsement entities. 
    • Liaise with the donor’s/UNCT Monitoring Team(s) accompanying the project/programme/strategy implementation to document identified issues. 
    • Conduct preliminary analysis of findings of monitoring and evaluation exercises. Draft specific inputs as assigned for the development of the internal mission guidance on feedback mechanisms and accountability.
    • Keep track of the status of indicators that were set for the project/programme/strategy, including IOM Strategic Results Framework (SRF) indicators. 
    • Flag and bring to the attention of the Project/Programme Managers delays or challenges regarding data quality or compliance issues with the IOM, donor, or partners M&E requirements. 
    • Participate in specific field monitoring missions as assigned to support data collection according to the monitoring plans and tools and risk monitoring processes. 
    • Provide administrative backstopping support for the Project/Programme Manager.
    • Prepare inputs for project/initiative development according to specific needs and situation analysis in accordance with IOM standards for project development and related M&E and RBM policies and guidance, in close coordination with the COM and Head of Programme Cordination and Innovation Unit.
    • Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management (RBM) functions to ensure compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA and other M&E frameworks and planning tools.
    • Perform such other duties as may be assigned.

    Qualifications

    Education

    • Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution; or,
    • University degree in the above fields with two years of relevant professional experience.

    Experience

    • Significant experience in M&E and reporting in alignment with donor’s/UN requirements;
    • Significant experience in application of IOM/UN rules, regulations and procedures; and, 
    • Experience with project development and donor liaison. 

    Skills

    • Strong reporting, writing and research skills, preferably related to M&E; 
    • Excellent communication and analytical skills; 
    • Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices; 
    • Strong interpersonal and teamwork skills; and, 
    • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
