    Deputy Director, Clinicals

    Job Description

    • The incumbent will take lead in design, implementation and monitoring of evidence-based strategies for the following project areas: Adult and Pediatric Clinical Care, TB/HIV joint care, PMTCT, Adult and Pediatric ART, non-communicable diseases and others.
    • Coordinate the work of the Senior advisors and state teams to ensure that project plans, HIV/AIDS services and technical field operations are carried out consistent with the national and international standards.
    • Nurture a “quality mindset” among all unit staff, mainstreaming quality in all clinical program areas, therefore, ensure SOPs are available and are being used/applied by staff and health workers at service-delivery points.
    • Design and institute a system for continuous quality improvement in collaboration with other units, through periodic quality assessments, technical supervision, continuous professional development for health workforce etc.
    • Design and follow through the implementation of a capacity building strategy for project staff and the health workforce at supported facilities in provision of quality clinical HIV/AIDS care.
    • Lead and institute a system for continuous scientific writing and publication among project staff and other critical stakeholders.
    • Coordinate with the Director of Clinicals in strategy development and planning of project implementation.
    • Represent ECEWS and liaise regularly with the National HIV/AIDS stakeholders to bring their experiences to bear on project work while also sharing project experiences to influence practice.

    Minimum Recruitment Standard

    • Post-graduate Degree (MPH, MD, MPA, Med. or other relevant degree) with at least 10 (10) years’ experience in the public and/or private health sectors.
    • Demonstrable capacity to establish quality assurance programs for HIV/AIDS
    • Evidence of continuous professional development, being current on issues and innovation
    • Minimum of four years’ experience in a senior leadership position providing technical and programmatic support to senior level staff and other stakeholders in HIV/AIDS prevention, treatment and care.
    • Experience working in a USG/ PEPFAR funded HIV program.
    • Ability to work well with other members of the team and to contribute to compatibility among project staff, subcontractors, and recipients of assistance.
    • Excellent written, oral, and interpersonal English-language communication skills.
    • Frequent local travel in Nigeria and familiarity with varied geographic, ethnic, and cultural environments.

    Compliance Officer

    Job Description

    • Under the direction of Senior Compliance & Audit Officer, the position holder will carry out independent appraisals of the effectiveness of policies, procedures and standards by which the ECEWS CDC financial resources are managed.
    • Review and evaluate the effectiveness and efficiency of operations, adequacy of internal controls, and reliability of financial reporting, compliance with applicable laws/regulations and the safeguard of assets within ECEWS policy framework.
    • Plan, perform and report back on internal audits to ensure that financial control, financial guidelines of donor organizations and other control procedures are in place and are being properly implemented and managed by the project offices
    • Prepare audit program and budget for review and approval by Senior Compliance Officer, prepare audit notification including the timing of audits and list of audit requirements, conduct regular field visits to sub-recipients’ project/ activity locations, beneficiaries, vendors and other relevant stakeholders, as required, to address key identified risks in line with the approved audit plan
    • Follow-up on significant findings from previous audits and flag any long-outstanding issues for management action.
    • Advise and monitor quality standards and value for money and make recommendations for improvement.
    • Test internal controls, target in particular high-risk areas; document any weaknesses and their impact, and make recommendations to address these weaknesses
    • Where necessary, carry out investigations of alleged fraud, mismanagement, loss of assets or any other investigation
    • For each assignment, prepare a written report to present findings and conclusions to management.
    • Prepare routine monthly financial and labour related reports and distribute to Senior Management, technical and financial staff.
    • Respond to management queries in relation to ECEWS internal control environment.

    Minimum Recruitment Standard

    • BS / BA Degree in Accounting, Finance and Business Administration or its recognized equivalent
    • MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent
    • CPA, ACA, ACCA, CIA, CIMA, CFE or any other relevant professional qualification
    • 4-6 years relevant experience
    • Up to 2-4 years’ experience in internal control functions
    • Demonstrated experience with U.S Government grants or other client funded programs, contracting and auditing standards as they apply to effective management of multi-year funds

    Senior Human Resources Officer

    Job Description

    • Recruitment: In collaboration with Project staff, provide services related to the recruitment of project staff and contractual staff who will provide administrative support to project technical activities.
    • This includes defining recruitment needs, developing clear job descriptions, managing the intake of applications, reviewing and circulating CVs, identifying advertisement resources, performing initial interviews of candidates, and checking references.
    • Provide progress reports to and regularly communicate with project management staff and update management regarding recruitment activities. Maintain CV files of prior candidates for future recruitment efforts.
    • Hiring: In collaboration with the Project Director and Senior Human Resources Manager, negotiate salary with the selected candidate. Secure necessary ECEWS/USAID concurrences and approvals for selected candidates. Prepare employment letters.
    • Personnel: Create and maintain accurate personnel files on all employees. Administer paperwork for all local employee changes in status. Assist project management of equitable implementation and enforcement of personnel policies as needed.
    • Be available to employees regarding confidential employment matters, career development, job satisfaction, and grievance and discipline issues. Provide guidance and options and/or pathways for resolution, consulting with HRM appropriately.
    • Conduct exit interviews when staff depart from positions. Maintain, revise, and update the Employee Handbook as necessary.
    • Benefits Program: Oversee the administration of the health benefits, life insurance, and national housing fund scheme (NHF) and pension program. Collaborate with the PD/HRM on the management of the provider relationships. Ensure that the ECEWS/ACE5 benefits package is evaluated and revised as necessary on an annual basis. Communicate any changes to project staff.
    • Orientation: Develop and conduct as needed an orientation program for all new staff to review ECEWS/ACE 5 benefits, performance standards, and policies.
    • HR Advisory Capacity: Provide project management with HR perspective on potential impacts of issues and actions affecting project staff.
    • Procurement Integrity: Provide procurement integrity training to new and continuing staff to ensure that ECEWS standards and USAID regulations are adhered to, particularly in regard to the recruitment of new staff.
    • Compensation: Administer the compensation program for local staff and consultants. Ensure salary structures and guidelines are followed. Provide advice to management staff as needed.
    • Performance Planning, Review & Development (PPRD): Oversee the performance planning, review & development process for all staff. Provide information to supervisors and staff on how to complete forms. Ensure plans and reviews are completed in a timely manner. Maintain PPRD records.
    • Capacity building of the team members.
    • Ensure that strong internal control systems are in place and that the ECEWS Code of Conduct and ECEWS’s Zero Tolerance practice are well understood by all the staff in the country.
    • Assist SHRM/ Lead to conduct regular and thorough risk assessments in the country and monitor the success of risk mitigation and risk control activities.

    Sub-Contract & Grants Assistant

    Finance Officer

    Job Description

    • Will assist in the management of the Project's financial processes, reports, budgeting, and budget controls including preparation of monthly management accounts and annual statutory financial statements.
    • Maintenance of the general ledger of the accounting software – SAGE 300, while ensuring monthly reconciliation of all ledgers and sub-ledgers
    • Administering payments (preparation of payment vouchers, transfer instructions, etc.) and preparation of monthly bank reconciliation statements

    • At least 4 years’ experience in procurement planning and management in private sector/international organizations.
    • Demonstrated experience of efficiently and efficaciously completing procurement of health-sector goods and commodities.
    • Knowledge and ability to work on ICT tools for inventory management, logistics, and supply chain management.
    • Knowledge of the procurement process and regulations in Nigeria is required.
