    Senior Technical Officer - Cluster Lead

    Job Description

    • Will drive project implementation of prevention, care, and treatment activities within the confines of Enhanced Site Management across supported facility and community settings in the Clusters.
    • Provide technical and programmatic support to implement high quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service provision support at facility level.
    • Support strengthening mechanism for routine tracking and assessment of project outcomes at all supported Sites, coordinate and facilitate rapid scale-up of PMTCT and HIV Comprehensive Services to facilities across Cross River State, coordinate the implementation of components related to clinical management of HIV/AIDS, prevention of mother to child transmission (PMTCT), RH/FP, TB and integrated medical services at the facility level, coordinate harmonized weekly/monthly working itinerary for the entire ECEWS Cross River PCT team, coordinate, harmonize and share weekly/monthly/quarterly Reports of activities carried out by the ECEWS Cross River PCT team.
    • Provide technical assistance in HIV/AIDS clinical management capacity building, PMTCT, RH/FP, TB and integrated medical services at the facility level and contribute to the development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP, TB and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs.
    • Responsible for the design and implementation of monitoring and evaluation strategies for the state office. 
    • Work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs. 
    • Manage the state office’s reporting cycle to ensure high quality and complete datasets are sent to the country office on a periodic basis, or when required, work with local partners to develop their project monitoring and evaluation plans.
    • Support the correct implementation and use of routine data collection tools, conduct monthly routine monitoring visits to project sites and provide supportive supervision.
    • Provide leadership to the state office and field level M&E program, provide overall guidance on program/project monitoring and evaluation and on US Government and Government of Nigeria reporting requirements, provide support to sites in the state, including interacting with site Program Managers, Implementing Agencies and local research groups on needs and ensure that locally employed monitoring and evaluation staff, consultants and ECEWS partners understand and can support these requirements.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 5 to 6 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria.
    • MPH or post graduate degree in a related field is an added advantage. 
    • Minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
    • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
    • Demonstrated expertise in building effective relationship with key internal and external stakeholders.
    • Well-developed written and oral communication skills.
    • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • Ability to intervene with staff with diplomacy and firmness.

    Senior Technical Officer - HSS & CQI

    Job Description

    • The successful person will provide support to the Associate Director - HSS & CQI in the implementation and monitoring of health systems strengthening activities.
    • S/He will support the Associate Director - HSS & CQI in site coordination, supervision, mentorship, and institutional capacity building.
    • S/He will provide support in preparations for meetings, writing reports and concept notes; will liaise with clients and relevant stakeholders at the State and facility levels on health systems strengthening related activities.
    • Translating the project-supported package of service delivery interventions into service-level standards or operating procedures consistent with national guidelines and policies
    • Review, analysis and assessment of service delivery data and reports for compliance with set quality standards
    • Provision of direct technical assistance and mentoring to quality teams and service delivery providers offering service interventions using evidence from analyzed service delivery data
    • Identification of quality areas in need of performance improvement and supporting the implementation of the models for change
    • On-site visits to support data abstraction and analysis to selected supported facilities to provide ongoing technical assistance.
    • Review of monthly/quarterly reports from supported health facilities and sites and providing immediate technical guidance and recommendations related to tracked indicators and outcomes.
    • Mentoring facility and State CQI teams to build local capacity for CQI implementation and analysis and interpretation of results of implemented actions.
    • Assisting the facility CQI teams to abstract data after every improvement cycle to analyze the findings and recommend subsequent measures necessary to achieve set objectives.
    • Participating in the dissemination of results to the facility management and quality teams and facilitating the facility-wide adoption of CQI practices across key service delivery interventions.
    • Recommend and support the skills and knowledge update training to service providers in conjunction with the outreach mentorship and supervision teams.
    • Any other duties as assigned. 

    Minimum Recruitment Standard

    • Must possess a Degree in Public Health, Medicine, or related discipline.
    • Must have a minimum of six (6) years’ post-qualification experience in health systems strengthening, health financing, or human resource for health management.
    • At least 6 years of clinical current hands-on experience of providing integrated HIV/AIDS services to diverse patients in a large program-linked facility or very busy clinical practice.
    • Completed training in Quality Improvement models and participated in quality improvement projects for clinical interventions.
    • Advanced written and verbal communication skills.
    • Advanced knowledge of and experience using MS office packages including Word, PowerPoint, Excel, and Outlook among others.
    • High level of integrity and interpersonal skills 
    • Must possess high-level relationship management/ advocacy skills. 
    • Must possess good report writing, presentation, data analytics and interpretation skills.
    • Ability to meet deadlines, be self-motivated and function optimally with minimal supervision.
    • Demonstrated creativity and innovativeness in adapting to challenging work environments.
    • Possess high-level systems and process improvement skills, strategic thinker with the ability to apply root cause analysis in problem solving.
    • Constructive and productive team player with good communication skills.
    • Ready to travel frequently to undertake field visits, accompany field teams and possess the ability to communicate well in diverse cultural settings.

    Associate Director - Pharmacy & Supply Chain Management

    Job Description

    • The Associate Director - Pharmacy & Supply Chain Management will be a key member of the senior management team and will provide strategic direction for the implementation of various health interventions including pharmaceutical care and logistic pipeline management.
    • H/She will oversee a pharmaceutical and logistic team of managers providing technical support in capacity building, pharmaceutical care service delivery for PLHIV on HAART and adjutant drugs at the HQ to supported facilities providing HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in Nigeria.
    • Work with pharmaceutical and logistic team to analyze, report and provide direction on patient per regime.
    • Support pharmaceutical care for differentiated care model, patient monitoring-ADR, Treatment failure management and regime sequencing.
    • Design and coordinate the implementation of pharmacy best practices across all ECEWS supported sites.
    • Ensure the development, dissemination and application of appropriate pharmaceutical services SOPs and training curriculum across supported sites.
    • Assist the store’s department in implementing SOPs for the warehouse in line with Good Pharmaceutical Storage Practices.
    • Monitor the efficient ordering and Last Mile Distribution (LMD) of commodities from the National Central Procurement & Distribution system and provide feedbacks as necessary.
    • Assist in planning, monitoring, and tracking the timely and correct quantification, purchase requests, storage and distribution of pharmaceuticals and other commodities.
    • Tracking, monitoring, and inventory analysis of all pharmacy stock employing the use of monitoring tools, spread sheets and databases.
    • Monitor and review pharmaceutical care performance and identify associated potential problems and activities across states and proffer immediate and long-term solutions.
    • Support the implementation of a pharmaceutical care for differentiated care model, patient monitoring-ADR, Treatment failure management and regime sequencing.

    Minimum Recruitment Standard

    • Bachelor’s Degree in Pharmacy and advanced Degree in Public Health or Social Science will be an added advantage.
    • At least Ten (10) years post NYSC experience of running/implementing public health programs preferably in the NGO context.
    • Knowledge and experience in the design, implementation, and management of pharmaceutical and logistic best practices in HIV/AIDS program or any other public health intervention program
    • One to three (3-5) years of leadership experience (e.g. projects, teams, initiative) and influencing teams.
    • Thorough understanding (based on experience) of Pharmacovigilance and Patient Safety in the HIV program.
    • Registration with the relevant Pharmacy regulatory bodies in Nigeria.
    • Must have knowledge of and experience with HIV care and treatment medication.
    • Must have previous experience working in a multidisciplinary team in a clinical setting.
    • Proven experience in pharmaceutical quality assurance.
    • Thorough understanding and experience with computerized logistic management systems of HIV commodities
    • Excellent written and verbal communication skills and the demonstrable ability to develop written reports for decision making.
    • Familiarity with standards and federal/state regulations affecting pharmaceutical and logistic practices.
