    Communications Assistant (Service Provider)

    Job Summary

    • CARE is seeking a Communication Assistant to support the successful implementation of the Resilience and Social Cohesion (Peace) project in Northeast Nigeria is a joint initiative implemented by implemented the United Nations World Food Programme (WFP) and United Children’s Fund (UNICEF) with funding from the Federal Ministry of Economic Cooperation and Development (BMZ) of the German Government. The project aims to restore basic services, rebuild livelihoods and infrastructure, and enhance social cohesion by bridging humanitarian, development, and peace interventions to foster a transformational process. The Communications Assistant is to support the project with all internal and external communications including email, print, social media, and online communication. The successful candidate will be responsible for developing and implementing effective communication strategies to support our project goals, amplify our impact, and ensure our work reaches a wide and relevant audience.

    RESPONSIBILITIES AND TASKS:

    Communications Strategy Implementation

    • Execute, implement, and monitor communications strategy and ensuring that they align with the Project objectives and guidelines.
    • Support in the development of external communications including, but not limited to, success stories, reports, and other materials that communicate project’s lessons. 
    • Ensure consistent and accurate messaging across all communication channels.
    • Support with Project  narrative reporting by coordinating with PM to ensure that narrative periodic reports and all relevant related documents are ready to be submitted 
    • Ensure products from project implementation are properly labeled and comply to donor branding and marking standards.
    • Support both internal and external facing events for learning, such as webinars and other learning events.

    Content Creation and Management 

    • Produce high-quality, engaging content that highlights the project's achievements, impact stories, and key messages.
    • Support with the creation of content for various platforms, including websites, social media, newsletters, press releases, and reports.
    • Oversee the design and production of communication materials such as brochures, infographics, videos, and presentations as per the donor communications and branding guidelines.
    • Support with managing and updating the project’s online presence, ensuring timely and relevant content.

    Advocacy and Stakeholder Engagement

    • Develop and implement advocacy campaigns to influence key stakeholders, policymakers to ensure that CARE Nigeria has maximum impact in promoting women and girl’s rights.
    • Identify and engage with relevant stakeholders, including government agencies, NGOs, community leaders, and project participants.
    • Represent the project at meetings, conferences, and other events to promote its goals and objectives.
    • Ensure that the project is informed on and participates in relevant activities by other stakeholders.

    Media Relations

    • Build and maintain relationships with local media houses.
    • With the supervision and approval from the Communications lead, prepare and disseminate press releases, media kits, and other materials to secure coverage of the project’s activities and achievements.
    • With the supervision and approval from the Communications lead Coordinate and facilitate media visits, interviews, and press conferences.

     Monitoring and Evaluation

    • Track and analyse the impact of communication and advocacy efforts, using metrics and feedback to refine strategies.
    • Prepare regular reports on communication activities and outcomes for internal and external stakeholders.
    • Support with the documentation and dissemination of key learning and findings from project using various communications tools in order to have a wider reach.
    • Ensure all communications follow Project and CARE branding and visibility guidelines.

    Requirements

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required:

    • Bachelor’s degree in communications, Journalism, Public Relations, International Relations, or a related field.
    • Minimum of 2 years of experience in communications and advocacy, preferably within the humanitarian or development sector.
    • Proven experience in developing and implementing successful communication and advocacy strategies.
    • Excellent writing, editing, and storytelling skills.
    • Proficiency in using social media platforms, content management systems, and digital marketing tools.
    • Strong interpersonal and networking skills.

    Infrastructure Assistant (Service Provider)

    RESPONSIBILITIES AND TASKS:

    Civil Infrastructure

    • Ensure the implementation of Humanitarian Infrastructure project activities as designed and planned in the work plan.
    • Be able to understand design of the different proposed structures, prepare BoQ, and Scope of Work, familiar with tender invitation, tender document, contract, service contract.
    • Engage beneficiaries to form user committees to ensure appropriate technical and social interventions to secure outcome, impact and sustainability.
    • Identification of appropriate maintenance mechanisms and sustainability of the infrastructures.
    • Identification of key hygiene practices (gender sensitive) to be addressed and sectors of the population with whom to engage and define an appropriate communications strategy to promote safe practices.
    • Design and plan weekly activities from the work plans for logistics and improve internal coordination.
    • Implement Infrastructure intervention with professionality to ensure technical and programmatic quality of the project.
    • Conduct assessments and baseline studies.
    • Participate in coordination meetings as directed by line manager and share information with external stakeholders as appropriate.
    • Provide regular and reliable narrative reports reflecting lessons learned.
    • Work together with the local partner’s Infrastructure team members to ensure that the various aspects of the infrastructure response are integrated, and that they form part of a coherent Infrastructure response.
    • Ensure that all activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
    • Use participatory approaches as far as possible throughout the program cycle.
    • Ensure that gender, protection, disability, the environment, and other important crosscutting concerns are considered in program implementation, and reporting; ensure that project activities reflect the needs of specific groups and individuals.
    • Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs.
    • Liaise with other organizations/entities engaged in similar activities in area of intervention.

    Infrastructure Engineer

    Job Summary

    RESPONSIBILITIES AND TASKS:

    Civil Infrastructure

    • Plan, design, develop, create and maintain construction projects and systems.
    • Conduct on-site investigations and analyze data.
    • Assess potential risks, materials and costs.
    • Oversee the conception, design, construction, and maintenance of various infrastructure projects and systems, such as buildings, bridges, roads, dams, airports, water supply systems and sewage treatment in both the public & private sectors.
    • Create, improve and protect the environment in which we live.
    • Plan, design and oversee construction and maintenance of building structures and infrastructure, such as roads, railways, airports, bridges, harbours, dams, irrigation projects, power plants, and water and sewerage systems.
    • Prepare and execute plans for infrastructure projects.
    • Analyze surveys, plans, maps, and other information.
    • Work with a team to plan projects.
    • Create estimates and plan budgets.
    • Submit permits and other required documents for construction projects.
    • Oversee project operations.

    • Provide guidance and technical advice to various people and departments, including engineering personnel, Branch Chief, Section Chief, Engineering and Construction Department, and Architect-Engineer firms where necessary to develop basic specification procedure and policies to cover new types of projects and structures, and to make clearer various phases of the construction work
    • Communicate with higher authorities on issues concerning specifications, engineering interpretations and explanations, supply of items, and items of work, and offer recommendations on reviewing specifications.

    NRM / Crop Production Officer

    Job Summary

The NRM/Crop Production Officer will be responsible for managing the crop and vegetable production component effectively and efficiently in line with the project main objectives for the targeted groups and in compliance with CARE and WFP policies and practice with respect to safeguarding policy, code of conduct, equal opportunities and other relevant policies and procedures.

    RESPONSIBILITIES AND TASKS:

    Management of the crop and vegetable production component according to contractual requirements, operating priorities

    • Develop work plan in collaboration with project team members according to the proposal
    • Make sure that specific project components are implemented according to contractual requirements, both in relation to project implementation and financial management
    • Conduct periodic assessments to ensure project implementation is happening according to the agreed upon work plans and budgets
    • Liaise closely with government and other agencies working in the same geographic regions and/or sectors to ensure coordination and avoid overlapping

    Program quality of the project is ensured during each phase of the project implementation process 

    • Conduct regular progress review meetings with field teams and stakeholders to ensure quality is maintained and address any problems
    • Make sure of the collection of relevant information on outputs, outcomes and impact, in both qualitative and quantitative form, based on reporting formats
    • Participate actively in the monitoring of the project in collaboration with the M&E Officer with specific attention on the efficiency of the WFP Livelihood.

    Provide Technical input

    • Provide technical input on agricultural practices to the beneficiaries together with government Agricultural personnel
    • Conduct technical training to the beneficiaries to implement crop and vegetable interventions
    • Visit field locations frequently to monitor crop and vegetable production activities of the beneficiaries.

    • 3 years of relevant experience in planning and implementing natural resources management and sustainable agricultural development projects and programmes, including experience in the formulation and/or implementation of food and agriculture, rural development, natural resource management and climate change mitigation and adaptation, and agro-processing investment and finance support programmes in Nigeria.
    • Demonstrated experience of working with WFP funded Project.
    • Sound knowledge of entrepreneurship and agricultural value chain development related activities.
    • Ability to write reports

    Livelihood Coordinator

    Job Summary

The Project Coordinator will ensure that livelihood activities are implemented in line with the project main objectives for the targeted groups and in compliance with CARE and WFP policies and practice with respect to safeguarding policy, code of conduct, equal opportunities and other relevant policies and procedures.

    RESPONSIBILITIES AND TASKS:

    Project Management

    • Provide programmatic leadership & team management in the implementation of the livelihood interventions.
    • Provide technical guidance and direction for all livelihood activities; define and implement activities to achieve the greatest coverage and impact possible. 
    • Collaborate with the Project Manager and the technical sector leads to prepare strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation.
    • Identify gaps and needs in current programming areas of food security and nutrition, agribusiness and livelihoods programming.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Directly supervise all livelihoods field personnel in targeted areas.
    • Ensure training and ongoing capacity-building opportunities for staff on technical and project management skills.
    • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
    • Support other assigned outsourcing activities.

    Monitoring, Reporting and Evidence Building 

    • The Livelihoods Coordinator will work closely with the MEAL team to develop reports on livelihood activities and submit them to the Project Manager for review as per WFP requirements. 
    • Ensure compliances with CARE and WFP standards in the implementation & management of livelihood programs.
    • Review, analyse provide inputs and feedback on livelihood project interventions to improve quality (including assessment, design, monitoring, and evaluation).
    • In cooperation with the MEAL team, support to strengthen the M&E systems.
    • Ensure that the Livelihoods 5W reports are consolidated and shared with the Early Recovery coordination cluster

    Network and External / Stakeholder Engagement

    • Develops and maintains strong working relationships with all stakeholders – WFP, Community support groups, community leaders, and NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
    • Represent CARE at the Early Recovery sector coordination/donor meetings in Yobe.
    • Support the Area Manager in building relationships with other livelihood actors, UN, donor counterparts, and other I/NGOs.
    • Seek opportunities to collaborate with other organizations in both coordination, learning, and programming.
    • Network with other CARE entities, particularly around best practices, technical approaches and resource acquisition
    • Provide CARE’s communications & advocacy department with information to highlight CARE’s livelihood activities and impact.
