    Data Technical Officer

    PositionDescription:

    • The Data Technical Officer will be responsible for management of the project data at the state level with oversight technical support from the project Monitoring Evaluation and Learning (MEL) officer. The Data Technical Officer will track the conduct of pre-implementation, intra-implementation, and post-implementation activities of the project in the state. Working with the LGA Consultants engaged in the project, the Data Technical Officer will be responsible for the overall data management for SARMAAN II project in the state. This role is instrumental in ensuring proper collection of data during the preparatory phase and during mass drug administration campaigns, collation, cleaning, analysis, and dissemination of campaign findings. The Data Technical officer will also be responsible for the tracking of the project’s monitoring and evaluation framework and project’s milestones in the state.

    Major Duties and Responsibilities:
    Roles will include but are not limited to

    • Coordinates the project data management activities at the state, LGA, and ward levels
    • Support data cleaning, sorting, pruning, storing, archiving, and analysis of Azithromycin mass drug administration campaign data and other relevant data collected during the preparatory phase
    • Provide routine data management project updates at unit meetings and during the development of monthly reports
    • Track and provide routine feedback on implementation of project milestones with recommendations of timely conduct of project deliverables
    • Work with the project MEL officer to track key performance indicators for project performance as specified in the project Performance Framework
    • Support the MEL officer in orienting and training project staff on the project M&E framework
    • Provide regular updates to state project team on status of key performance indicators and possible improvement plans
    • Support in the development and field-testing of pre-implementation and implementation checklists as well as other relevant data tools for Azithromycin mass drug administration campaign
    • Support in the development, review, and finalization of data management template for collation of project data at the LGA and ward levels
    • Support in the development, review, and finalization of data analysis plan for pre-implementation and implementation checklists for Azithromycin mass drug administration campaign
    •  Support the supply chain officer in the development of real-time drug utilization trackers for state, LGA, and ward level officers
    •  Lead the conduct of data audit exercise at the state and LGA levels to strengthen data quality and accountability
    • Work with the state Polio EOC data team and provide needed technical support
    • Support the development of data analytics- real-time dashboard for decision-making
    • Build the capacity of state and LGA level data officers on operationalization of data analytics
    • Perform GIS map analysis during implementation rounds of Azithromycin mass drug administration
    • Coordinate data collection and analysis for post-coverage surveys as may be required
    • Provide daily feedback updates during evening review meetings of campaigns- supervisory and independent monitoring data
    • Contribute to the development of post MDA reports, other project progress reports and dissemination products
    •  Perform other duties or other pre-implementation, implementation and post-implementation project activities as may be required/assigned by the supervisor

    Qualificationandworkexperiencerequired:

    • Masters’s degree in Data Management, Epidemiology, Public Health or a related field.
    • Possess at least 2 years’ experience in data management/monitoring and evaluation in the public health system in Nigeria
    • Experience working using Microsoft office suite
    • Proficiency in the use of epidemiological tools and software- STATA, SAS, SPSS, Epi info, MathLab, CSPRO
    • Proficiency in programming languages such as Python, C++, PHP, etc
    • Software development knowledge or database administration knowledge would be an added advantage

    Required skills and competencies:

    • Possess data management, analysis skills and proficiency with data management software
    • Proven knowledge and skills of modern Microsoft office tools and procedures
    • Experience with web-based applications in design is an advantage
    • Ability to work with diverse stakeholders including government, development partners and implementing partners in the health sector
    • Ability to identify and flag problems in a dynamic project environment.
    • Strong management, analytical and critical thinking skills.

    Supply Chain Officer

    PositionDescription:

    The Supply Chain Officer will coordinate the pharmaceutical and medical supplies forecasting, orders, storage, distribution, monitoring and management for the SARMAAN II project during the pre- implementation, implementation, and post implementation according to established protocols and standards.

    • This role is instrumental in ensuring accountable storage and distribution of Azithromycin and related medical supplies, and treatment of children with Azithromycin. He / She will collaborate with the State Primary Healthcare Board, the State Chapter of the National Food and Drug Administration and Control (NAFDAC), the Consortium’s overall Supply Chain Management partner and other relevant agencies at the state level.
    • He / She will track the delivery, storage and utilization of Azithromycin and other commodities across all the implementing LGAs in Zamfara state, working closely with the contracted Third-Party Logistics Provider (3PL). The Supply Chain Officer will provide oversight functions and technical support to the Immunization Officer, Logistics Working Group, and Cold Chain Officer in Zamfara state on supply chain management for the Azithromycin bottles, dose pole/stadiometer, and other medical supplies/commodities for the SARMAAN II project to ensure seamless integration into the Polio immunization activities.

    Major Duties and Responsibilities:

    Roles will include but are not limited to

    • Coordinate the ordering, storage, distribution and monitoring of Azithromycin, other necessary medical supplies and commodities for the SARMAAN II project during all project phases: pre- implementation, implementation, and post-implementation.
    • Serve as the liaison to coordinate with the Consortium’s Supply chain management partners to ensure timely ordering, delivery, storage, and distribution of Azithromycin across project warehouses in the state.
    • Develop and implement supply chain monitoring plans aligned to project standards to track and control the flow of commodities, ensuring transparency and accountability in the distribution process.
    • Coordinate inventory management including consumption reporting for Azithromycin and other commodities, working closely with the contracted 3PL
    • Lead the development of Standard Operating Procedures (SOPs), guidelines and other relevant documents for Azithromycin and other commodities supply chain management
    • Provide technical support to the State Immunization Officer, State Cold Chain Officer and Logistics Working Group, and project state lead on effective supply chain management at state and LGA levels
    • Support vaccine logistics and supply chain management during polio campaigns, polio outbreak response, and in-between rounds activities
    • Support the state and LGA level medical assessment to determine functionality and readiness for storage of Azithromycin and other commodities
    • Work with the project state lead in tracking pre-mass drug administration and mass drug administration supply chain activities at state and LGA level
    • Support the demand creation and community engagement strategy of the project on the importance of Azithromycin mass drug administration
    • Support the tracking and reporting of treatment coverage during the mass drug administration activities
    • Develop risk management options and guidance on the overall project supply chain management at the state and LGA level
    • Coordinate the post implementation mass drug administration reverse logistic, inventory and stock management, working closely with the contracted 3PL.
    • Support the conduct of post-implementation review meetings at the state level
    • Support the State Field Coordinator in the documentation of lessons learnt, best practices, success stories and challenges for institutional learning.
    • Support capacity building activities of the project that are related to supply chain management
    • Perform other duties as may be required/assigned by the supervisor.

    Qualificationandworkexperiencerequired:

    • Masters’s degree in relevant supply chain management or a related field.
    • License or certifications in supply chain management
    • Minimum of Five (5) years’ relevant experience in supply chain management with International Non-Governmental Organization especially in the health sector preferred
    • Experience in implementation of mass drug or vaccination campaigns in the human health sector
    • Experience in procurement and logistic inventory to last mile delivery
    • Proficiency in the use of logistic management system tools and other inventory software packages

    Required skills and competencies:

    State Field Coordinator

    The State Field Coordinator will coordinate project pre-implementation, implementation, and post implementation activities in the state. This role is instrumental in ensuring that the project is carried out in an accountable manner, with the provision of technical support to the state and LGA teams to ensure seamless integration and alignment of project activities with the polio immunization activities. The State Field Coordinator will provide oversight functions across all the implementing LGAs in the state ensuring project activities are carried out within approved timelines

    Major Duties and Responsibilities:

    • Support the national project team in the conduct of state and LGA level advocacy and engagement meetings
    • Roles will include but are not limited to
    • Coordinates project activities at the state and LGA levels
    • Work under the AFENET State Team Lead and provide regular updates on the program activities
    • Work in synergy with other AFENET projects in the State
    • Collaborate with the government and other implementing partners in the state for implementation
    • of Azithromycin mass drug administration, ensuring integration into polio immunization activities
    • Provide technical support in the conduct of integrated microplanning and validation processes.
    • Coordinate the demand creation and community engagement strategies at the state and LGA levels
    • Work with state and LGA teams on the identification, training, deployment and performance management of implementation team for Azithromycin mass drug administration
    • Work with the state and LGA teams in the development of the team’s daily implementation plan
    • Provide routine and periodic implementation feedback to the national project team
    • Provide implementation updates at state daily evening review meetings and follow up on identified actions
    • Conduct supportive supervisory field visits across the implementing LGAs in the state to ensure quality in activity implementation
    • Support the Supply Chain Officer in the coordination of supply chain management activities including reverse logistics, working closely with the State Polio Program team
    • Provide oversight functions to project officers at the LGA levels as well as the contracted 3 PL team
    • Represent AFENET in SARMAAN II Consortium partners meetings and other relevant meetings at state level
    • Facilitate the conduct of post-implementation review meetings
    • Perform other duties as may be required/assigned by the supervisor

    Qualification and work experience required:

    • Masters’s degree in public health or a related field. MPH in field epidemiology practice will be an added advantage.
    • Proven experience as a project coordinator, with a minimum of 5 years of public health experience.
    • Experience in leading projects from initiation to completion.
    • Proficiency in the use of epidemiological tools and software

    Required skills and competencies:

    • Ability to work with diverse stakeholders including government, development partners and
    • implementing partners in the health sector
    • Ability to identify and flag problems in a dynamic project environment.
    • Strong management, analytical and critical thinking skills.
